Background

Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). It does so in part through its comprehensive knowledge network, which includes expert practitioners that provide focused advice and support in strategic policy areas.

The Effective Development Cooperation (EDC) team, under the Bureau for Policy and Programme Support (BPPS), leads the organization’s work in this area, providing support to countries to build strategic partnerships and to strengthen policy and institutional arrangements to make the best use of all available resources to realize development goals.

The EDC team also supports the effective functioning of the Global Partnership for Effective Development Co-operation, as part of the OECD-UNDP Joint Support Team. This includes supporting global policy dialogue and mutual learning on effective development cooperation, as well as leading country support in implementation and monitoring of effective development cooperation principles.

The Nairobi Outcome Document (NOD), adopted in December 2016 at the Second High-Level Meeting of the Global Partnership, highlights the importance of country-level implementation of effectiveness principles as an essential driver of development results. Actioning the NOD, the 2017-2018 Work Programme of the Global Partnership names enhanced support to effective development co-operation at country level as a strategic priority.

Under this strategic priority, the Global Partnership aims to strengthen country-level effectiveness, both through hands-on support to effectiveness activities, as well as to through the generation and sharing of knowledge to spur further action globally. A key element of this work is the implementation of nine country pilots, which will strengthen effectiveness in participating countries.

Building on the outcomes of the country pilots, as well as other complementary evidence, the Global Partnership will produce a Global Compendium of Good Practices. The purpose of the Global Compendium is to provide guidance to countries and their diverse development partners on addressing common effectiveness challenges.  

Objective:

The purpose of this procurement exercise is to contract an individual consultant to support the drafting of the Global Compendium of Good Practices. The purpose of the Global Compendium is to provide guidance to countries and their diverse development partners on implementation of effective development cooperation commitments at country level, drawing on experienced-based evidence

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Expected outputs and deliverables:

This consultancy to support the drafting of the Global Compendium of Good Practices, under the direction of the team leader and other staff members, and in line with the previously agreed-upon structure and template. The specific outputs and deliverables will be as follows:  

Draft the Global Compendium of Good Practices (50 percent of total payment)

  • Review background documents. A multi-stakeholder working group, under the guidance of the Global Partnership Steering Committee, has been involved in the planning for the Global Compendium. Through this mechanism a clear concept for the document has been established and agreed, as well as an outline and template chapter. The consultant will be expected to review these and other supporting documents to ensure the Global Compendium is produced in line with what has been previously agreed.
  • Review existing evidence and identify gaps. A global “call for evidence” was launched to collect evidence of effectiveness solutions and lessons learned. Following a review of evidence received, research was undertaken to find complementary evidence to fill gaps. The consultant will be expected to review collected evidence and further identify gaps, based on the Global Compendium outline. 
  • Complete additional research, analysis and synthesis. The consultant will be expected to conduct additional research to fill identified gaps and to synthesize key findings for inclusion in the Global Compendium.  
  • Complete first draft of the Global Compendium. Based on the above work, the consultant will complete a full first draft of the Global Compendium, providing regular updates on progress to the team leader.

Facilitating a Multi-Stakeholder Review Process (10 percent of total payment)

  • Develop consultation plan. The consultant will be expected to develop a consultation plan, including identifying key stakeholders to part in the review process; identifying consultation modalities (including use of Knowledge Sharing Platform online consultation tools); and developing a timeline for the process.
  • Collection & incorporation of feedback. The consultant will be expected to outreach to previously identified stakeholders/stakeholder groups to request feedback and to follow up as necessary. Following submission of feedback, the consultant will be responsible for documenting feedback provided and incorporating inputs into the draft Global Compendium.

Finalisation of the Global Compendium of Good Practices (40 percent of total payment)

  • Complete final draft of the Global Compendium. Based on feedback received from internal leadership and external consultations, make final revisions to the document and submit for review.

Required Skills and Experience

Academic qualifications:

  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.

Experience:

  • A minimum of 5 years of work experience in international development, at least 2 years of which is focused on effective development cooperation issues;
  • Familiarity with the Global Partnership for Effective Development Co-operation is an asset;
  • Experience in research and analysis in the area of international development;
  • Experience in contributing to the production of knowledge products;
  • Excellent drafting skills in English, including the demonstrated ability to effectively communicate in writing to a variety of audiences; and
  • Ability to work independently and meet tight deadlines.

Language:

  • Fluency in written and spoken English is required;
  • Working knowledge of another UN language would be an asset

Application Procedure

Submit the application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and at least two (2) writing samples on relevant topics.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. The financial proposal should consist of a breakdown per deliverable with timeline.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel. 
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be e-mailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Knowledge of effective development cooperation. Maximum Points: 20;
  • Experience drafting knowledge products. Maximum Points: 20;
  • Ability to work to work independently. Maximum Points: 10; and
  • Interview: Maximum Points: 20.

Having reviewed applications received, UNDP will invite the top three shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

  • The consultant will work under the guidance and direct supervision of Ms. Yuko Suzuki Naab, Global Policy Advisor, Effective Development Cooperation, and will be responsible for the fulfilment of the deliverables as specified above.
  • The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
