Background

UNDP works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus. Through cultural heritage conservation projects, community engagement initiatives and large infrastructure and urban upgrading projects we aim to support both political peacemaking and practical confidence building processes.

UNDP would like to procure the services of a graphic designer to develop a series of promotional materials (e.g. calendar, posters, etc.), publications (brochures, booklets, leaflets), panels exhibitions, and social media campaigns materials to support UNDP’s efforts in implementing EU funded projects, to communicate results and impact on the ongoing peace and confidence building process.

Contractor must be: a reputable graphic designer with prior experience designing similar projects, experienced in commercial print management. Contractor must have experience in designing multiple communications products – as described above - and must guarantee timely delivery of publication.

Duties and Responsibilities

Under the overall guidance of UNDP Senior Programme Manager in Cyprus, the consultant will work closely with the UNDP Communications and Programme Analyst to produce graphic design of the communication material requested. In particular, the consultant will:

  • Transform text-based communications materials into visual graphic design materials such as infographic, brochures, backdrop etc.
  • Develop designs for communication materials based on assignment brief
  • Provide recommendations on the best and most relevant visual design style and materials suitable for the project’s target audience
  • Liaise with and report to UNDP Communications and Programme Analyst regarding any visual design work

Examples of deliverables are:

  • Project brochures
  • Project infographics
  • Project factsheets
  • Project Leaflets
  • Project Posters
  • Visuals for social media campaigns
  • Layout design for project reports
  • Design for project communications collaterals such as: notepad, dug bag, backdrop, banners, t-shirts/hats, cards, calendars, etc.
  • Design for project’s presentations
  • Custom photo editing (restoration, noise reduction, tonal adjustment)

Deliverables will be required to be produced in a variety of formats including for digital and print distribution , depending on the needs of the project.

If and when any of the above services will be required, UNDP and consultant will agree on work input, number of working days necessary and deadline prior to commencement of work. Detailed specifications for each individual assignment will be given to the selected designer as and when the designer’s services are requested.

For each agreed communication products assigned the contractor will:

  • Design and layout the assigned communication product
  • Submit the preliminary layouts for discussion with UNDP
  • Revise the selected layout as discussed with UNDP
  • Submit a draft to UNDP for proofreading (up to 4 rounds of corrections to be covered under the agreement)
  • Ensure all corrections have been inserted
  • Obtain a final sign off from UNDP before submitting electronic files to the printer
  • Prepare the electronic files for the printer
  • Send electronic files to printer and liaise with printer during printing process, receive and mark up final blueprint with final corrections from UNDP
  • Make final corrections to electronic file
  • Create PDF from final electronic file for UNDP Web posting
  • If the project is to be done in multiple languages, same proofreading procedure described above applies.

Required Skills and Experience

Education:

  • Bachelor's Degree in graphic design or any other related qualifications including art and design.

Experience:

  • At least 5 years of work experience in graphic design.
  • Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw, or similar; At least 3 examples of previous works to be listed
  • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management; At least 3 examples of previous works should be demonstrated

Language Requirements:

  • Written and spoken proficiency in English.
  •  Fluency in Turkish and/or Greek

  • References: Contact details of 3 references.
  • Financial Proposal: Applicants requested to submit financial proposal. Financial proposal will specify the daily fee in EUR per working day for up to 90 days (a day will be calculated as 8 hours and could be prorated to the hours worked) and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.
     
  • Shortlisted candidates may be requested to submit a sample of previous graphic designs works to demonstrate the experiences required by this term of reference.

 

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below. 

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points

CV review: 20 points:

  • Educational qualifications as defined in the ToR (10 points);
  • Experience as defined in the ToR (10 points).

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be invited for an interview.

Desk Review and/or Interview: 50 points 

  • Previous graphic design experience for large or international organizations (5 points)
  • Communication and interpersonal skills (5 points)
  • Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw, or similar; demonstration of at least 3 examples of previous works to be listed (20 points)
  • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management; demonstration of least 3 examples of previous works should be demonstrated (20 points)

Only those individual consultants who obtained at least 70% of points from the interview (35 out of 50) will be considered for financial proposal evaluation.

Financial Criteria - 30 % of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term: 

Design services will be delivered on an on-call basis and paid upon completion of each output and submission of the monthly time-sheet, the monthly report and approval of the UNDP.
