Background

The Solomon Islands Government (SIG) has set the fight against corruption as one of its major priorities. SIG, under its National Anti-Corruption Strategy, recognizes that corruption undermines development and sustains poverty, inhibits economic growth, drives political instability, enables the unsustainable use of natural resources, impacts the delivery of services and undermines good governance and the rule of law.

Fight against corruption is part of the Government’s Policy Statement, whereby the Government commits to oversee efficient and effective conduct of oversight institutions to eradicate corruption, at all levels in the country; establish the Solomon Islands Independent Commission Against Corruption (SIICAC); and review and strengthen anti-corruption legislation and related subsidiary legislation. Under this framework, the Anti-Corruption and Whistleblower Protection Acts 2018 were passed and enacted in 2018. SIG is now working on the implementation and operationalisation of those legislative pieces. One of the requirement of the Anti-Corruption Act 2018 is a review of the Anti-Corruption Strategy endorsed in 2017 by Parliament. Another obligation created by the Anticorruption Act 2018 is the creation of the Solomon Islands Independent Commission Against Corruption.

Taking the Solomon Islands National Anti-Corruption Strategy as a foundation, the TAP project aims at reducing corruption levels and its impact for people of Solomon Islands. Cost-shared by the Government of Solomon Islands, it supports institutional efforts to reduce corruption and develop effective, accountable and transparent institutions at all levels to ensure effective and timely achievement of national development outcomes. It offers a platform to private sector, civil society and citizens to engage, innovate and hold accountable responsible parties.

Anti-corruption, transparency and accountability are also part of the Agenda 2030,  and is the direct focus of two targets of the Sustainable Development Goal (SDG) 16: 1) substantially reduce corruption and bribery in all their forms and 2) develop effective, accountable and transparent institutions at all levels.  Many other targets under SDG16 are also implicitly connected to fight against corruption or will be impacted by the realisation of SDG16 targets.

TAP initiation plan was cost-shared with the Government of Solomon Islands, TAP full-fledged phases is expected to attract a much larger pool of donors and partners. As the TAP project transitions from its initiation phase to its full-fledged form, UNDP is looking for a technical Anti-Corruption Lead Consultant to guide the operations of the project and support the efforts of the government in reviewing the Strategy and establishing the Commission. The person will also be responsible for the day-to-day management of the TAP project as it mobilizes resources to transition into its full-fledged phase.

Duties and Responsibilities

The Anti-Corruption Lead Consultant will be responsible for the following tasks:

  • Provision of technical support to the Prime Minister Office and Integrity stakeholders on the NACS and ACA 2018 as well as integrity questions generally;

  • Ensure NACS revision reflect stakeholders perspectives and is aligned with UNCAC requirement for Anti-Corruption National Strategies;

  • Ensure implementation of ACA 2018 reflect stakeholders perspectives, context of Solomon Islands and is aligned with UNCAC requirement for Anti-Corruption Coordination and policy leadership;

  • Kick-start activities and recruitment for TAP project documents agreed with donors and commencing during the time of the consultancy.

  • Lead on the coordination of the resource mobilization effort in collecting feedback, integrating and ensuring concerns from donors are addressed, ensuring that all stakeholders are kept updated and finalizing documents for submission to donors;

  • Day to day management of activities including grants, consultants, and financial oversight of the TAP project as well as knowledge management and communication activities per approved workplan;

  • Prepare report as required per UNDP and donor timeline;

Required Skills and Experience

Education:

  • Masters degree in Law, political Sciences,  public administration, development economics or anti-corruption or a related field. 

Experience:

  • At least five (5) years of experience working in anti-corruption assistance projects (design, advisory services, management) is a requirement;
  • Experience of reviewing or drafting anti-corruption policies
  • Experience of working with government officials, international partners and civil society, especially direct experience of working with and advising to Anti-Corruption bodies
