Background

The consultancy is planned within Diaspora for Development (D4D) project, a joint initiative by the BIH Ministry of Human Rights and Refugees, the Government of Switzerland, UNDP and IOM. The project has three specific outcomes:

  • BIH Ministry of Human Rights and Refugees and BIH Ministry of Foreign Affairs, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organizations.
  • Local governments align their development strategies to the diaspora policy framework at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
  • Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.

This consultancy will take place within the project’s third component focused on supporting the partnering of diaspora and private sector actors in BIH via transferring know-how, joint investments and job creation.
The purpose of this consultancy is to introduce a diaspora mentoring concept to professionals in technology-oriented companies in FBIH and Brcko District BIH and to establish new business connections that would have an immediate impact on economic output of participating companies (e.g. through increase in business volume, new employment, new markets and clients etc.).
The main objective of the consultancy is to provide technical assistance for business matchmaking through Industry Mentoring Program (IMP) between diaspora professionals and local companies. Through the IMP, the Consultant is expected contribute to at least one new business venture/project per recipient company which will have direct impact on increase in business volume, new employment, new markets and clients etc.
 

Duties and Responsibilities

The impact of diaspora involvement in private sector development in BIH is still very sporadic and based on ad-hoc private initiatives. In line with the D4D Project objectives, this consultancy will build on previous success in supporting transfer of knowledge and experience from diaspora to private sector in the country, contributing to business to business (B2B) connections and concrete business development.
In this context, the IMP will target highly competent individuals and companies with technical/business know-how in order to make them competitive on the global market. It will involve 5 technology-oriented companies from FBIH or BD BIH. Each company will nominate 3 - 5 mentees for the program (15 - 25 participants in total). Mentees will be 2-3 young engineers and employees (with up to 5 years’ experience) and up to 2 employees from the leadership structure/founders (with more than 5 years’ experience). Diaspora mentors will be highly qualified professionals, self-employed/founders or employed in management structures of international companies, with proven track record of business achievements. The IMP will offer business, strategy and technical mentoring, therefore making it applicable for all levels of experience within the companies.
The IMP provided through this consultancy will have following goals:
a) Experience and knowledge exchange,
b) Partnerships and cooperation establishment (joint venture projects, business extension, new markets penetration, formation of new companies etc.),
c) Increased employability mentees,
d) Positive economic impact on local companies and increased competitiveness (increased revenues, increased export activities, improved productivity and efficiency, decreased production/service costs etc.).

The consultancy will comprise the following main tasks:
Task 1: Development of work methodology and selection process
Under this task, the Consultant will:

  • Develop comprehensive research methodology that entails how to identify local companies (criteria), their mentees and capture company’s needs in terms of business improvement which will be achieved through IMP implementation; the methodology will take in consideration some specific requirements, such as that companies will bear certain costs (e.g.  mentors’ engagement if applicable, travel, etc.), as defined during the consultations between the Consultant and the project;
  • Participate in the process of selection of companies (expression of interest against the predetermined criteria will be sought from eligible companies and published through UNDP distribution channels);
  • Develop an approach for identifying and selecting diaspora mentors (to be approved by the D4D Project); diaspora mentors are expected to be skilled diaspora representatives, entrepreneurs, professionals or academics with proven experience in the field that the local company identified as relevant; 
  • Identify and profile at least 2 diaspora mentors for each company to match their identified business needs;
  • Obtain approval from each company to engage 1 diaspora mentor (per company);
  • Prepare a general activity plan, encompassing actions and timelines (visits) for the entire assignment and considering that the primary activities of the program require minimum of 4 x 1 hour monthly online-based mentoring, a 1-2 week visit by the mentee to the mentors work place and a 1-2 week visit by the mentor to the mentee’s workplace;

The Consultant will obtain approval from the project for each of the above listed steps.
The level of effort will not exceed 20 working days.

Task 2. Implementation of mentoring program and facilitation of match-making
The Consultant will develop and closely monitor the implementation of each individual mentoring plan (5 in total). The Consultant will work closely with the mentees and the mentors to precisely determine results to be achieved. Each participating company in BIH will establish at least 1 new major project/activity by the completion of their participation in the program. The impact of the implementation of such a project should be reflected through increased employment, business extension through increase in revenues, new market penetration, new client acquisition, new partnerships established etc. The Consultant will track record of all encounters between mentees/mentors, contacts established and expressed interests or specific requirements pertaining to IMP participation. This information will be provided to the project along with contact details of all participants, as well as summary of specific results and deliverables achieved.
Under this task, the Consultant will:

  • Based on general activity plan prepared under Task 1, develop detailed individual mentoring program, with clear link of how the program is contributing to the results to be achieved;
  • Monitor closely the whole mentoring process (encounters, progress and end-results) in line with the plan;
  • Provide TA during the implementation of the task as per needs and requirements of companies and mentees; as mentioned under Task 1, the primary activities of the program require minimum of 4 x 1 hour monthly online-based mentoring, a 1-2 week visit by the mentee to the mentors work place and a 1-2 week visit by the mentor to the mentee’s workplace
  • Track record of all encounters and report about the achieved results and monitor closely relationships development between individuals/companies and diaspora companies/individuals.
  • On the basis of information gathered through the consultancy but also using his/her contacts the Consultant will prepare the list of potential B2B contacts, at least 3 potential match-making partners for each mentee-company; the Consultant will provide TA to each mentee-company to prepare plan for effective communication with potential match-making partners.

The level of effort will not exceed 55 working days. The logistical arrangements (such as overnight and travel) of the Consultant are to be included in the financial proposal, while D4D Project will cover travel costs of the mentors for the technical assistance provided in the framework of IMP. It is envisaged there will be up to 10 field visits (2 visits per company) within BIH during the assignment (including research and matchmaking phase), plus international visit(s) to the mentors’ workplace along with the local company/mentee (1 visit per company). All envisaged travel, accommodation or any other cost related to this assignment must be included in the financial proposal.
Task 3: B2B networking and promotion of IMP concept/benefits through diaspora engagement
Under this task, the Consultant will:

  • Perform a desk review of available events to identify most successful diaspora-related and strong impact events (in country and abroad) where the benefits of the mentoring programme could be promoted and where the mentee-companies could meet with potential business partners;
  • Draft concept for participation at 3 potential events elaborating opportunities for and requirements from the companies, as well as specific assistance that needs to be provided by the Consultant or mentor to better present themselves; based on the concepts one, the most beneficial event will be selected by the project in consultation with the mentee-companies.
  • Hold consultations with different stakeholders in order to facilitate organization, as well as to define strategies that would allow IMP to reach greater audience, exploring opportunities for its scaling;
  • Identify at least 10 suitable international companies who will attend the selected event and meet with BIH counterparts;
  • Work closely with the organizer of the event and use its own resources to get in touch with interested participants;
  • Track record of all contacts and expressed interests or specific requirements regarding eventual cooperation needs and/or investments;
  • Match the international companies with domestic counterparts prior to the event using a comprehensive tool (matrix, table or similar). All matched participants will indicate during the event if they will eventually meet up again to investigate more in details cooperation possibilities. This information will be provided to the D4D Project Team along with contact details of all participants, as well as summary of potential demand-driven cooperation. Direct B2B meetings and networking between local and international counterparts will be held during the event;

The IMP should be promoted as reciprocal learning tool allowing knowledge to flow both ways and at both work environments – within host and home country and their professionals, companies and other development agents. The program should demonstrate an important part of the one-on-one and one-to-many knowledge transfer schemas through diaspora engagement. Among networking activities, this task should gather all participants in order to present the achievements and positive economic impact within BIH and beyond.
The level of effort will not exceed 15 working days.

Task 4: Reporting
As part of the task above, the Consultant is expected to provide quarterly reports starting from May 2019 as well as final report not later than 30th April, 2020.
The reports should summarize all the activities conducted and achievements made during the reporting period as lessons learned and recommendation for future interventions.

  • List of suitable international counterparts for the matchmaking efforts identified (at least 2 per each recipient company).
  • Each recipient company prepared to participate at the matchmaking event.
  • TA and close monitoring of the matchmaking efforts and promotional activities provided during the event.

Task 4: Reporting

  • Quarterly progress report provided, including status of each task.
  • Final report including summary of key results, potential opportunities and challenges encountered delivered,15 working days, December 2019; Every 3 months from May 2019/April 2020

Academic Qualifications/Education

  • A master degree in entrepreneurship, innovation, business engineering or engineering. PhD degree in related fields will be considered as an advantage.

Experience

  • At least 8 years of relevant professional experience, including previous experience in the area of private sector development, preferably related to matchmaking and investment support, as well as capacity development or delivery of technical assistance to private sector entities;
  • Previous experience working with concepts of ‘diaspora and development’, especially within the private sector – supporting local companies’ development through diaspora engagement;
  • Proven experience in professional knowledge transfer and mentoring in field of entrepreneurship;
  • Proven ability to undertake professional applied research and analysis using both quantitative and qualitative methods;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly.

Languages Requirements

  • Fluency in both written and spoken B/H/S and English languages is required.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Proposal
Lump sum

The financial proposal includes daily fees, transport and accommodation costs for the assignment, and any other associated costs in USD.
Travel
It is envisaged there will be up to 10 field visits (2 visits per company) within BIH during the assignment (including research and matchmaking phase), plus international visit(s) to the mentors’ workplace along with the local company/mentee (1 visit per company). All envisaged travel, accommodation or any other cost related to this assignment must be included in the financial proposal.
