Overall objective of the consultancy:

The overall objective of this consultancy is to provide support to FFFMU in financial activities of Rule of Law. Under the guidance and supervision of Financial Specialist, National Consultant ensures effective execution of financial services and processes in CO and transparent utilization of financial resources, the consultant promotes a client-oriented approach consistent with UNDP rules and regulations. The consultant works in close collaboration with the operations, programmed and projects' staff in the CO and with UNDP HQ staff for resolving finance-related issues and information exchange

Duties and Responsibilities

Scope of Work:

Scope: Duties and Responsibilities (Scope of work):

1.            Ensures implementation of operational strategies focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.

  • CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management.

  • Implementation of cost sharing and trust fund agreements, elaboration of conditions of contributions within the CO resource mobilization efforts.

  • Support in provision of financial report to donors and government counterpart.

2.            Provides accounting and administrative support to the FFFMU focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for NEX projects; preparation of all types of vouchers for projects and on-behalf of projects; PO vouchers; Pay Cycle and payment execution.

  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed

  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

  • Presentation of information on the status of financial resources as required.

  • Maintenance of the Accounts Receivables for UNDP projects and recording of deposits in Atlas.

  • Management of cash receipts and petty cash.

3.     Expected Outputs; time frame and payment percentage

  • The National Consultant (Support to FFFMU) will;
  • Provide technical assistance and support to the FFFMU, RoL&H and in close coordination with the Finance Specialist; Submit monthly and ad-hoc reports during the consultancy periods.

Competencies

Special skills requirements:

  • Proficient in Microsoft office applications including: Excel, Outlook, PowerPoint and Word;

  • Experience in the usage of Atlas;

  • Advance knowledge of spreadsheet and database packages, experience in handling of web-based management system.

Required Skills and Experience

Academic Qualifications:

  •  Secondary Education, with specialized certification in Accounting and Finance. University Degree in Finance, Business or Public Administration desirable, but it is not a requirement. Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

Years of experience:

  • 3 years of progressively responsible finance and accounting experience is required with a High School certificate.Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials, preferably PeopleSoft.

  • Demonstrated experience in similar assignments is an asset.

Language requirements:

  • Fluency in English and local languages of Dari/Pashtu is required;

Work Arrangement:

Institutional Arrangements

The National Consultant will be reporting to the office daily during office working hours, reporting to the direct supervisor and Finance Specialist, FFFMU. The National Consultant will submit a monthly report to her/his supervisor on activities of support during this period; The FFFMU will provide the consultant with office space, IT equipment (sim card & laptop);

Duration of the Work

The National Consultant Finance Support to FFFMU shall work for maximum 264 working days (12 Months) on 5 days a week, 40 hours max per week.

UNDP – CO, Kabul, Afghanistan

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee —The National Consultant shall propose an all-inclusive daily fee for the contract period. The term "all-inclusive" implies that all costs (professional fees, communications, and transportation costs) that could be incurred by the Consultant in completing the assignment are already factored into the daily fee submitted in the proposal.

  • The number of working days for which the daily fee shall be payable under the contract is 264 working days' maximum;

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria 70 points

  • Written Test (40 marks)

    To be eligible for the consultancy job as Finance Support, the applicants shall attain a passing score on a written examination.

    • Qualification and Experience (30 marks) [evaluation of CV for shortlisting]

      • Secondary Education, with specialized certification in Accounting and Finance (15 marks)

      • Experience relevant to the assignment (15 marks)
