Background

To support the Government of Armenia in advancing its Human Rights national agenda and meeting the commitments vis-à-vis European and international Human Rights instruments, UNDP, UNICEF and UNFPA with funding from the European Union implement a Project focusing on priority areas  of the EU Human Rights Budget Support Programme, National Strategy on Protection of Human Rights and the Action Plan and the recommendations issued by International and Regional HR Mechanisms (including UPR, UN ICCPR, UN CEDAW, UN CRPD, UN CRC, UN CAT and SPT).  

 The project focuses on

·   Establishment of effective monitoring and evaluation (M&E) systems for human rights sector;

  • Protection from torture and ill-treatment;
  • Support adoption and enforcement of anti-discrimination law;
  • Prevention of gender-based violence;
  • Improved child protection systems.

The Government of Armenia has reconfirmed its commitment to promote and protect democratic values and make human rights part of its national agenda by adopting the National Human Rights Strategy in 2012 and HR Action Plan for 2014-16, followed by adoption of a new Plan for 2017-19.

The activities under 2017-19 HR Action Plan include indicators and time-lines, however, to allow the MoJ to measure and report on the progress of implementation in a results-based and systematic way, the HR Action Plan needs mechanisms for monitoring the progress and evaluation of the results.

 The M&E mechanisms should (i) serve the purpose of systematic gathering and analysis of data, (ii) offer feedback tools, (iii) be used for coordination and reporting purposes and (iv) serve as a basis for future planning. In addition, the monitoring process should encourage broader and genuine civil society participation for public acceptance of the results.

 Throughout the year 2018, the Project supported the MoJ, responsible for the overall coordination and implementation process, with the provision of expertise and recommendations for the M&E framework as well as facilitated number of meetings with CSOs and other respective bodies.

One of the recommendations of the Project’s International Expert was improvement of the current M&E framework of HRAP 2017-19 and development of a new HR Strategy and Action Plan.

To follow up, in February 2019 the MoJ reported the start of development process of a new HR Action Plan and HR Strategy in close cooperation with the civil society and the Human Rights Defender’s Office.  The CSOs were requested to provide recommendations on priority fields before 15 April 2019.

To support the MoJ in the processes, the Project will provide expertise to review the progress of implementation of the current plan, identify links of the Plan with other strategies and Action Plans, international commitments in the field as well as support development of the new HR Strategy and new HRAP for 2020-22.

Duties and Responsibilities

Under the overall coordination of UNDP Democratic Governance Portfolio and direct supervision of the HR Project Coordinator, the Expert will work with the MoJ to (i) assess the progress of implementation of the 2017-19 HRAP; (ii) identify current needs and advise on priorities in the field of HR (iii) assist the MoJ in drafting the new Strategy and Action Plan for 2020-2022; (iv) recommend on  M&E methodology, mechanisms and tools for the Action Plan.

  • Assess the progress of implementation of the HRAP 2017-19;
  • Assist MoJ in developing new HR Strategy and Action Plan for 2020-2022;
  • Meet and consult with relevant state and non-state actors for the development of the Strategy and the Action Plan;
  • Organise discussions/workshops with participation of all relevant state and non-state stakeholders;
  • Coordinate and facilitate the work of (to be) established sectoral working groups for effective development of the new HR Strategy and Action Plan;
  • Identify the current needs and challenges in the field of HR to be addressed by the Action Plan and the Strategy;
  • Advise on priority issues, goals and objective to be covered by the HR Strategy;
  • Develop M&E tools, methodology including indicators for the HRAP activities;
  • Advise on follow up actions to improve the efficiency of the HRAP implementation, including through monitoring mechanisms.  

Expected deliverables:   

  1. Assessment of the progress of implementation of the 2017-19 HRAP
  2. Present priority areas, goals and objectives to be included in the HR Strategy and the Action Plan
  3. Draft new HR Strategy and Action Plan for 2020-2022
  4. Develop M&E methodology, mechanisms and tools  

Payment mode:

Payment will be made in one installment upon completion of all tasks and approval of deliverable by the UNDP country office. 

Output 1 – 20% of total amount

Output 3 – 30% of total amount

Output 4 – 30% of total amount

Competencies

  • Proven knowledge of International and Regional Human Rights Instruments and standards;
  • Strong analytical aptitude and effective interpersonal, communication and presentation skills;
  • Excellent writing and reporting skills;
  • Facilitation and training skills;
  • Strong ability to set priorities and manage time effectively.

Required Skills and Experience

Education: 

  • Master’s degree in Law, Human Rights and/ or other related field

Experience:

  • At least 7 years of proven experience in the field of Human Rights, monitoring and reporting;
  • At least 5 years of experience in research and analysis in the area of Human Rights;
  • At least 5 years of experience in providing policy advice and expertise in the field of Human Rights;
  • Proven experience in drafting guidelines and policy documents;
  • Well established partnership with the Government and the CSOs

Language Skills:  

Fluency in Armenian and English is required, knowledge of Russian is an asset.  

 

INDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
