Background

UNDP’s Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts. UNDP helps countries to simultaneously reduce poverty and achieve sustainable development that leads to transformational change, bringing about real improvements in people’s lives. We promote an integrated approach to achieve sustainable development that tackles the connected issues of multidimensional poverty, inequality and exclusion, and sustainability, while enhancing knowledge, skills and production technologies to reduce risks and sustain development gains. UNDP has a large portfolio on sustainable development, including a policy advisory and programmatic focus on water and ocean governance, and sustainable urbanization. To this view, UNDP is seeking to recruit a research analyst (consultant) to support its work on ocean conservation, sustainable urbanization, and sustainable development.


Duties and Responsibilities

Under this contract, the Consultant is expected to carry out following analytical and operational duties and responsibilities.

Deliverables:

1- Ocean Innovation Facility (OIF):

  • Support the preparation of materials for the Thematic Calls of proposals (start-ups seeking grants to finance solutions to recurrent ocean problems)

  • Update a database of submissions of proposals to the OIF

  • Update a tracking record of the implementation of grants issued

  • Research and analyze the grant recipients’ progress on their activities

Write stories on select grant recipients and share it on the Facility and its social media channels

  • Coordinate major revamps of the OIF with the Knowledge Manager and Senior Drupal Manager as necessary.

Description: UNDP Ocean Innovation Facility provides grants to start-ups on a competitive basis to finance solutions to recurrent ocean problems.

The consultant will support the Ocean Innovation Facility (OIF) Secretariat.

2- UNDP’s platform for ocean (Ocean Action Hub):

  • Research and provide daily updates with relevant contents and information;

  • Research and post daily news on ocean conservation and sustainable development.

  • Research and update country case studies section of the hub.

  • Write Voluntary Commitments summary to post in the Hub

  • Research and post new publications on the hub.

  • Research and post global, regional, national events on ocean conservation and sustainable development on the hub.

  • Research and update video section of the hub with new relevant videos.

  • Provide updates and post contents to the social media channels of the hub.

  • Coordinate major revamps of the hub with the Knowledge Manager and Senior Drupal Manager as necessary.

Description: This is the UNDP-managed online interactive public knowledge platform for SDG14 – Ocean Action Hub

Timeline: Throughout the contract period

3- Ocean Action Volunteers:

  • Engage with volunteers to provide guidance and support with their own actions as necessary

  • Create additional assignments for the core volunteers and post on the UN online volunteers portal, as necessary

  • Promote volunteers’ stories through the social media channels

  • Facilitate a Community of Practice of Volunteers to exchange ideas and energize the volunteers

Description: UNDP launched a global campaign – Ocean Action Campaign – to recruit volunteers globally to take action in June 2018. There are number of active volunteers (200+) that joined the campaign.

The consultant will support engagements with Ocean Action Volunteers to support them to take ocean action.

The consultant will support the registration of new voluntary commitments in the Ocean Platform managed by UNDESA.

4- UNDP Knowledge Platform on Sustainable Urbanization (SDGs4Cities):

  • Research and provide daily updates with relevant contents and information;

  • Research and post daily news on sustainable urbanization and sustainable development.

  • Research and update country case studies section of the hub.

  • Research and post new publications on the hub.

  • Research and post global, regional, national events on sustainable urbanization and sustainable development on the hub.

  • Research and update video section of the hub with new relevant videos.

  • Coordinate major revamps of the hub with the Senior Drupal Manager as necessary

Description: This is the UNDP-managed online interactive public knowledge platform for sustainable urbanization and the SDG11 (SDGs4Cities).

Timeline: Throughout the contract period

5-  Monthly Sustainable Development Newsletter (SD Uber):

  • Design layout of the newsletter

  • Source global, regional, and national content on SDGs implementation by reaching out to colleagues at the HQ, regional hubs, and COs.

Description: The newsletter aims to provide monthly updates to UNDP internal and external audiences on global, regional, and national SDGs implementation, and latest publications on the 2030 Agenda.

Timeline: Throughout the contract period

6- Bi-weekly Community of Practice on Poverty & Inequality Newsletter:

  • Design layout of the newsletter

  • Source relevant content on poverty and inequality by reaching out to colleagues at the HQ, regional hubs, and COs.

Description: The newsletter aims to provide bi-weekly snapshots for the members of UNDP Community of Practice on Poverty and Inequality.

Timeline: Throughout the contract period

7- Research, create, and maintain updated a curriculum of Massive Online Open Courses (MOOCs) relevant for SDGs for use of UNDP Staff.

  • Send out updated MOOC Curriculum in August 2019;

  • Survey and analysis on the use of MOOC Curriculum in November 2019.

Description: This curriculum of MOOCs will serve as educational tools for UNDP BPPS teams globally.

5 iterations of the MOOC has been created and sent out to UNDP Staff for use to date.

Timeline: 2 months

8- Preparation of research and analysis on the SDGs

Description: The consultant will assist in the research and analysis on the SDGs periodically with a focus on SDG1, SDG 11, SDG 14 – and all poverty and inequality related SDG issues.

Timeline: Throughout the contract period

9- Preparation for the PrepCom on 2020 Ocean Conference (Date TBC 2019)

Description: Government of Portugal and Kenya will convene the 2nd UN Ocean Conference in 2020. A team from UNDP BPPS working on ocean issues will attend the PrepCom in 2019.

Timeline: 2 months

10- Assist with the organization and coordination of events and high-level events

Description: The consultant will assist with the organization and coordination of high-level events, in particular:

  • The SDGs4Cities Event to be held in May/June 2019

  • The high level side event on cities leadership at the 2019 High Level Political Forum (HLPF)

  • The cities leadership event at the 2019 UNGA

Timeline: Throughout the contract period

11- Support and update the preparation of Resource Mobilization proposals on sustainable development areas:

  • Update the research on the thematic areas on sustainable development;

  • Update the research on philanthropy organizations;

  • Update the research on donor strategies and focus on sustainable development areas.

Description: The consultant will assist with resource mobilization proposals on sustainable development areas as described.

Timeline: 2-3 months

Required Skills and Experience

           Academic qualifications:

  • At least advanced university degree (Master's Degree) in development studies, economics, statistics, international relations, public administration or relevant field is required.

    Years of experience:

  • At least four years of relevant experience working in the international development field is required

  • At least 3 years of prior experience of working with, or dealing with UN/UNDP is required

  • At least 3 years of prior experience of working on ocean conservation (SDG 14) and sustainable urbanization (SDG 11) would be an asset

  • At least 3 years of sound analytical and qualitative skills is required

  • At least 3 years of knowledge of the 2030 Agenda for Sustainable Development and the sustainable development goals is required

  • At least 3 years of experience in organizing events, and in coordinating multiple initiatives is required

  • At least 3 years of knowledge management experience in facilitating the management of knowledge platforms, design of newsletters, and dissemination of information are required.

    Language:

  • Fluency in written and spoken English is required;

Application Procedure

The application package should contain the following documents:

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;

  • Personal CV, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and

  • A two-page methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period; Failure to meet this requirement will lead to automatic disqualification of application; and

  • Financial Proposal using template provided.

Financial Proposal

  • Applicants must submit their financial proposals in US Dollars for this consultancy to cpu.bids@undp.org. The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).

  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.

  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • Criteria 1. Extent of relevant experience working in international development; Max Points: 50;

  • Criteria 2. Prior experience of working with, or dealing with UN/UNDP; Max Points: 50;

  • Criteria 3. Written note presented by the consultant on experience and methodology for conducting the work; Max Points: 150;

  • Criteria 4. Sound analytical and qualitative skills; Max Points: 150;
  • Criteria 4. Knowledge of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals; Max Points: 100;
  • Criteria 6. Experience in organizing events, and in coordinating multiple initiatives; Max Points: 100;
  • Criteria 7. Knowledge management experience in facilitating the management of knowledge platforms, design of newsletters, dissemination of information etc; Max Points: 100;

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the UNDP BPPS SD Cluster Policy Specialist on Sustainable Development and will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

  • Payments will be made upon submission of time sheet in accordance with number of days worked and certification of payment. All payments are subject to the clearance and approval of the direct supervisor. The contract price is fixed regardless of changes in the cost of components

The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
