The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with Government, civil society and other relevant actors. UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women’s empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under international GEWE normative frameworks (CEDAW, Beijing +20 Plan of Action, SDGs, UNSCR 1325) and Gender Responsive Budgeting is to institutionalize gender equality by ensuring that National and local plans and budgets are gender responsive through strengthening the capacity of the MGLSD and other selected MDAs and local governments to, plan, coordinate, monitor and track allocations for GEWE. Under the overall guidance and leadership of the Country Representative, and under the direct supervision of the Ministry Gender, Labour and Social Development and the Deputy Country Representative UN Women, the Officer for Accountability and Gender Mainstreaming will be responsible for liaising with the Equal Opportunities Commission (EOC), Ministry of Gender Labour and Social Development (MGLSD) Ministry of Finance Planning and Economic Development (MFPED) Uganda Bureau of Statistics (UBOS) and the National Planning Authority (NPA) for effective and efficient management and implementation of the UN Women’s GEWE Programme. She/he will provide technical and capacity building support on gender mainstreaming, women’s empowerment and gender responsive budgeting with a holistic approach to development challenges facing women and girls. The Programme Officer will facilitate the process of disseminating Gender Statistics for Evidence based Planning and Budgeting in sectors and Local Governments. In addition, the officer will analyse the GEWE related policy and legal frameworks to identify gaps for redress based on the political, social and economic trends and inform programming and actions. The Programme Officer will also provide coordination and programme design support to both the MGLSD and EOC for effective management, implementation and reporting on progress. While the officer will be based at the MoGLSD and sometimes the EOC, she/he will also from time to time be expected to make regular visits to districts under the Programme being implemented.

Duties and Responsibilities |
|
1. Contribute technically to the development of Programme strategies in GRB and Gender mainstreaming
2. Provide substantive technical support to the implementation and management of the GRB and Gender Mainstreaming initiatives (Including International and regional normative GEWE frameworks and recommendations)
3. Provide technical assistance and Capacity Development to Sectors and Local Governments.
4. Provide technical inputs to the monitoring and reporting of the programme
5. Provide substantive inputs to building partnerships and resource mobilization strategies
6. Provide substantive inputs to advocacy, knowledge building and communication efforts
