Background

The National Registration Act (No. 13 of 2010) mandates the National Registration Bureau (NRB) to establish and maintain a national population register of citizens aged 16 and above.

NRB in collaboration with development partners instituted a National Registration and Identification System (NRIS) project with the aim at strengthening the continuous, universal and compulsory registration system, in line with international obligations.
The 9.7 millions of Malawian national IDs currently in circulation are compliant with the International Civil Aviation Organization (ICAO) standards and incorporate a chip where several applications that could be loaded on them.

Recently, an e-payment taskforce, chaired by the Department of Economic Planning and Development
was created and endorsed UNDP to scope out the e-wallet functionality of the National ID as a means of introducing cost- and service-efficiencies for payment transfers across various programmes.

The objective of this assignment is to conduct a feasibility assessment of the E- wallet functionality on the National IDs.

Duties and Responsibilities

The overall requirement of this exercise involves the provision of the following elements

  • Inception report with methodology, assessment of the chip personalization - Assess the options of operating an e-wallet system with National ID (offline and online) with cost analysis (Home Based)
  • Cost of equipment, software and systems required for each of the possible solutions (Home Based)
  • Cost of operationalizing the implementation of both options (online/offline) (Home Based)
  • Consultations with relevant stakeholders ( NRB, GoM Taskforce on e-payment, Ministry of Agriculture, BAM, FIA, DPs) (Malawi)
  • Proposed a sustainable infrastructure accountability(Malawi)
  • Value for money analysis on possible savings for social cash transfer activities as well as banks (Malawi)
  • Final report (Home Based).

Competencies

  • Excellent system analysis skills
  • Excellent understanding and experience working with Smart Card Chips, especially NXP’s JCOP (version 3.0 desired).
  • Excellent understanding and knowledge of Smart Card Chip Personalization, especially the e-Wallet applet.

Required Skills and Experience

Academic Qualifications:

  • Master’s degree or first degree in Computer Science or related field, Electronic/Electrical Engineering or a field related to Integrated Circuits used in Smart Cards.
  • Any qualification/certification in smart card personalization will be an added advantage.

Experience:

  • Minimum 5 years’ experience for those with a Masters’ Degree or 7 years’ experience for those with a First Degree in in Smart Card Personalization.
  • Proven experience working with Smart Cards / Smart Chips especially JCOP based Smart Cards
  • Proven experience and knowledge of working with NXP smart card chips, especially JCOP 3.0.
  • Proven work experience in card issuance, design of smart card production systems and processes.
  • Experience and knowledge in the design and implementation of a Smart Card based e-Wallet solution;
  • Experience of conditions in Africa, preferable Malawi.

Language:

  • Fluency in English.

Expected Outputs and Deliverables:

Evaluation

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%

Please note that the Office might choose desk review or/and interview to assess candidates. If interview the committee will draft questions that fall under evaluation criteria below. Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation

Criteria A: Minimum Qualification:

  • Master’s degree or first degree in Computer Science or related field, Electronic/Electrical Engineering or a field related to Integrated Circuits used in Smart Cards.

Criteria B: Professional Experience:

  • Minimum 5 years’ experience for those with a Masters’ Degree or 7 years’ experience for those with a First Degree in in Smart Card Personalization.
  • Proven experience working with Smart Cards / Smart Chips especially JCOP based Smart Cards
  • Proven experience and knowledge of working with NXP smart card chips, especially JCOP 3.0.
  • Proven work experience in card issuance, design of smart card production systems and processes.
  • Experience and knowledge in the design and implementation of a Smart Card based e-Wallet solution = 45 points.
