Background

Human Rights Programme (HRP) is an initiative of UNDP that aims to strengthen capacity of state institutions (including NHRC), Civil Society Organizations, national stakeholders and community-based groups for better promotion and protection of Human Rights in Bangladesh. HRP has five components and off them component-5 is designed to support national stakeholders (including multi ethnic/religious/social leaders, youth, Human Rights Defenders journalists) to better protect and promote the rights of vulnerable groups and minorities in Bangladesh. This is complemented with output 2 which is designed for enhanced capacity of civil society and community-based organisations to engage in human rights advocacy and awareness raising.

During implementation of component-5, HRP has realized that the ethic and excluded minorities in specific areas of Bangladesh are struggling to live with rights, peace and dignity. Regarding this, multi-ethnic/religious/social leaders can paly an effective role to ensure peace and peaceful co-existence of all segments of people in the society.

Duties and Responsibilities

The assignment is an integral part of the Human Rights Programme (HRP), UNDP and strategically aligned with the activity 5.4.1 and action: support developing peace platforms for promotion of peace, peaceful co-existence and capacity development of peace leaders. Under this activity, HRP-UNDP has taken initiative to connect the potential peace leaders (multi-ethnic/religious/social leaders) in HRP’s priority districts [1] in promotion of peace, peaceful co-existence of all segment of people/groups in the society.

Regarding this, the assignment will focus on:

  • mapping information of risk issues/drivers in the society that may create conflicts and violence;
  • Develop an informative list of potential multi-ethnic/religious/social leaders, who have wider acceptance and ability to resolve conflicts and promoting peace and religious tolerance in the society;
  • Supporting capacity development of multi-ethnic/religious/social leaders on promotion of peace, Human Rights and conflict prevention issues;
  • Develop a brief guideline (with the highlights of formation proceedings, guiding principles and key voluntary functions of peace leaders/forum) for peace forum (platform) at district level;
  • Develop peace forum (platform) with active multi-ethnic/religious/social leaders in the selected districts.

Thus, the National Consultant will assign to comply with above mentioned focusing issues and support to develop a functional peace forum in the selected districts of Bangladesh.

The overall objective of the assignment is to connect the potential peace leaders (multi-ethnic/religious/social leaders) in HRP’s priority districts[1] in promotion of peace, peaceful co-existence of all segment of people/groups in the society.

Scope of works:

The specific objectives are as follows:

  • To mapping of risk issues/drivers in the existing society, which are creating conflicts and violence;
  • To develop an informative list of potential multi-ethnic/religious/social leaders, who have wider acceptance and ability to resolve conflicts and promoting peace and religious tolerance in the society;
  • To organize orientation and consultation events with multi-ethnic/religious/social leaders on promotion of peace, Human Rights and conflict prevention issues to develop a comprehensive guideline;
  • To develop a guideline (highlighting the proceedings and functions of the peace leaders) for peace forum (platform) at district level;
  • To form five Peace Forums (platforms) at five selected districts by involving most potential and committed multi-ethnic/religious/social leaders as per guideline.

The consultant should produce all deliverables by the dates. HRP-UNDP will take max. 2-7 working days to review the draft document and share feedback with the consultant.

Supervision and Performance Evaluation:

The National Consultant will closely work with Communities and Minorities Expert, and overall guidance of Chief Technical Advisor of HRP-UNDP, Bangladesh. HRP will provide all necessary logistic support, if required. The Consultant will directly report to Chief Technical Advisor of HRP and copy to Communities and Minorities Expert of HRP-UNDP.

Duration of the Work and Duty Station

The duration of the assignment will be 40 working days over a period of 4 months expected to start from 22nd April 2019. The duty station will be in Dhaka with field work at Mymensingh, Dinajpur, Sirajganj, Khulna, Habiganj districts of Bangladesh.

Travel and DSA:

No DSA will be paid at the duty location (including field work). If unforeseen travel outside the duty station and assigned field not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Required Skills and Experience

Educational Qualification:

  • Minimum Master’s Degree in Peace and Conflict Studies/Human Rights/ Social-Science/ Political Science or any other related field for the assignment.

Experiences:

  • Minimum 7 years of relevant working experience on Human Rights or Peace/Religious tolerance/Social Cohesion and Conflict Prevention issues;
  • Experience in Mapping of risk issues/drivers in the society that may create conflicts and violence;
  • Experience in work with multi-ethnic/religious/social leaders and their capacity enhancement.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70 marks.Only candidates obtaining a minimum 49% mark in technical evaluation will be considered eligible for financial evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
