Background

As an integral part of visa liberalization and the EU integration process, Kosovo Institutions have so far signed 22 bilateral agreements on readmission with EU member states and countries in the Western Balkans. The number of the agreements signed is expected to increase. Since 2009, about 38,000 persons have been readmitted to Kosovo, while only during 2015, 17,000 persons were repatriated. The readmission process in Kosovo is regulated by the Law on Readmission (03/L-208), and other by-laws and administrative instructions.
Kosovo has adopted several strategic and legal documents when it comes to reintegration of readmitted persons. The Ministry of Internal Affairs, as the lead ministry in the process, in cooperation with other line Ministries and with the support of different International Organizations and NGOs are continuously making effort to reintegrate the readmitted persons through providing several support packages, such as food and hygienic kits, healthcare, temporary housing, education support, etc. However, as it is widely recognized by all stakeholders, more effort should be made towards socio-economic sustainable reintegration of readmitted persons.
UNDP has been supporting the Ministry of Internal Affairs and the Ministry of Labour and Social Welfare to implement the strategic measures aiming economic reintegration of the readmitted persons since April 2012. During the reference period, several active employment measures have been tailored and implemented throughout Kosovo in close cooperation with the Public Employment Services at the local level, the MOCRs as well as the private sector companies. UNDP has supported MIA in revising the Reintegration Strategy 2018-2022. In order to settle a functioning management of reintegration issues achieving the objectives defined by the Strategy, the Ministry is managing a Case Management System (CMS), which is considered as the main steering tool for the overall management of the Reintegration program and the Fund.
CMS is an electronic system administrated by the MIA where all requests and other relevant data related to repatriated persons and their benefits are recorded, saved, processed and archived. Through the CMS the reintegration process of repatriated persons is completely managed from the moment of entry in Kosovo until closing of the case, according to procedures defined in line with approved legislation. Data of repatriated persons are treated in harmony with Law on Protection of Personal Data.
CMS is a cooperative process where issues of supplies and social services are collected, planned, implemented, coordinated, observed and evaluated in order to ensure that the needs of individual support are fulfilled within the existing system, resources and means of communication.
The data system serves for recording of expenses in accordance with the Reintegration Program and Fund. The intention is that the system provides general information, to serve as supervising and evaluation mechanism in order to enable a better planning of budgetary activities and requirements and to improve the applicable policies.
The overall Case Management System requires a focused involvement of all defined institutions in all dimensions of relevant activities, as it is a combination of case and the system. It includes not only the institutional level of provision of services and benefits, but also the level of the direct work with repatriated persons.

Objectives of Assignment
The objective of the assignment is to manage the reintegration cases and to electronically file the documents of repatriated persons. In order to contribute to the fulfilment of the DRRP’s objectives, the senior database officer will additionally offer electronic monitoring services for registration for the municipalities in the case management system (CMS) while working under limited supervision.

Duties and Responsibilities

Under the direct supervision of the ALMP 2 Project Manager, and in direct collaboration and functional leadership of the Head of the Department for Reintegration of Repatriated Persons of MIA, and in close cooperation with the Kosovo Agency of Statistics and the Employment Agency of Kosovo, the senior database officer is expected to:

  • Develop and attain the consent of work plans and meet the deadlines of the manager and professional staff for reintegration in order to implement the case management services;
  • As per request and within certain time limits, perform monitoring process of case registration and filing in CMS by central and municipal level in accordance with laws, regulations, policies, and procedures;
  • Perform counselling tasks with a reasonable degree of independence under occasional supervision and guidance;
  • Conduct research and analyses upon request and contribute to the composition of recommendations for review of the highest levels;
  • As necessary, participate in working groups in the field of case management;
  • Exchange information within and outside the institution with regards to the development of the work in the related field;
  • Verify the status of repatriated persons for the Employment Agency;
  • Report to the supervisor on regular basis about the progress made regarding the approved work plans;
  • Prepare statistical reports as per DRPR request for the implementation of  National plan on the Stabilization and Association Agreement;
  • Manage the coordination of beneficiary data from all the local and international organizations in Kosovo;
  • Liaison the case management of each individual beneficiary between MIA and other organizations in Kosovo.

Expected Outputs and Deliverables

  • Each individual case is processed in a prompt, effective and efficient manner;
  • The database within MIA contains unified and required information and is up to date in accordance to the strategy of MIA;
  • Exchange information within and outside the institution with regards to the development of the work in the related field ensured;
  • Coordination and facilitation of cooperation between all involved stakeholders ensured;
  • Transparency in the management of the Reintegration fund ensured;
  • Monthly reports documenting the work delivered and results achieved, with a Final Report upon the completion of the assignment drafted and validated by UNDP along with DRRP/MIA.

Remuneration - Lump Sum Amount
The Contract is based on a lump-sum remuneration, monthly, subject to submitting a monthly report summarizing the work done, cleared by DRRP/MIA representative and approved and certified by the direct supervisor in UNDP. The final payment is to be released upon acceptance of the final report by DRRP/MIA and UNDP.

Recommended Presentation of Offer
The following documents are required to be submitted.

  • P11/CV (signed), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references; 
  • Financial proposal, the consultant is expected to provide an all-inclusive, monthly lump sum amount financial proposal. The Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The contract price is fixed regardless of changes in the cost components.

Criteria for selection of the Best Offer
Offers will be evaluated utilizing a combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • University degree in social sciences is required, preferably in economics or human resource development.

Experience:

  • At least 5 years of relevant professional experience as per the ToR (reintegration case management, reintegration services, business process case management in the public domain) is required.
  • Proven professional experience in data management and experience in carrying out consultative research and in producing high quality analytical reports is required.
  • Familiarity with the system for reintegration of the repatriated persons in Kosovo is required.

Language requirements:

  • Excellent written and oral communication skills in Albanian; knowledge of English and Serbian is an asset.
