Background

UNDP Lebanese Electoral Assistance Project (LEAP) has the main objective to strengthen the capacity of stakeholders for the conduct of transparent and inclusive elections in Lebanon. Through a multi-component approach, the project has the intended outcomes of providing technical assistance and support in the following key electoral areas: (1) management and administration of Elections (2) supervisory commission for elections (3) provision of voter education initiatives (4) resolution of electoral disputes, and (5) initiatives to improve election opportunities for women.

Duties and Responsibilities

Provide analysis and advice on legal issues relevant to elections in Lebanon, based on legal research and the existing legal framework.
• Conduct legal electoral research and elaborate comparative studies in the research areas.
• Comment on legal documents and preparing and presenting position papers on legal issues including electoral legal reform, elections rules and procedures and subsidiary legislation.
• Provide advice and legal inputs in the drafting and reviewing legal procedures and regulations according with the electoral laws.
• Provide legal advice and assistance in the review and implementation of all procedures, guidelines and code of conducts to ensure consistency with the international principles on elections and clarity of concepts.
• Prepare legal opinions, studies, briefs, and reports.
• Provide interpretations of published legal decrees and legal procedures in relations to elections.
• Provide support to the MoIM and official counterparts in relation to legal electoral laws, decrees and legal procedures.
• Track and follow up electoral and legal developments and their impact on project management
• Conduct additional tasks as required by the CTA.

Competencies

Functional Competencies:

  • In-depth knowledge of the Lebanese legal framework and processes
  • In-depth knowledge of the legal and electoral management system in Lebanon
  • Ability to adapt to new work environment and manage last minute changes in a positive and constructive manner.
  • Proven inter-personal written and oral communication skills.

Required Skills and Experience

Academic Qualifications:

  • Masters in Law or any other related field. A Phd would be a plus.

Years of experience:

  • Minimum of 10 years of relevant work experience in legal research or legal advisory positions.
  • Minimum of 5 years of experience in working with central institutions for institutional strengthening and capacity development;
  • Experience working with the UN will be a plus.

Technical experience:

  • Proven record in legal advice, drafting of legal opinions and legal documents.
  • Experience in conducting thematic comparative studies and research papers on legal matters related to elections, human rights and inclusiveness.
  • Solid experience in providing legal advisory support on institutional strengthening and good practices in the area of democratic consolidation.
  • Excellent oral and written communication skills
  • Demonstrated experience of an advisory role on elections/legal advice
  • Experience working with government institutions and international organizations on democratic governance/electoral assistance projects. Ability to adapt quickly to new work environments, to establish and maintain good work relations with individuals of differing backgrounds, and to work under pressure.
