The Beijing Declaration and Platform for Action originating from the Fourth Conference on the Status of Women in 1995 is one of the most comprehensive international commitments on the rights and benefits of women laying out strategic directions for states to implement on 12 critical areas of concern on gender equality and women’s rights. States are expected to undertake national level reviews and submit reports on Beijing’s implementation every five years. Accordingly, Ethiopia has submitted reports in 1999, 2004, 2009 and 2014. The Beijing+20 report submitted in 2014 after a comprehensive and participatory process was a success in showcasing Ethiopia’s accomplishments in the implementation of the Beijing Declaration as well as in identifying the gaps and limitations.

On the 25th Anniversary of the Declaration, countries are expected to undertake comprehensive reviews and report on the achievements, challenges and set-backs in the implementation of the declaration and platform for action in the period from 2014-2019. Multi- stakeholder consultative processes led by Ministries of Gender but including the other sectors and CSOs and UNCTs are to result into B+25 National Reports to be submitted to the UNECA by the deadline of 1 May 2019.

The UNECA has the overall responsibility of consolidating all the National Reports from the 53 African Member States resulting in the Africa Regional B+25 Report.  In doing so, UNECA works closely with UN Women Liaison Team in Addis Ababa to ensure that all reports are of good quality and are submitted on time working closely with the UN Women Regional and County Offices in Africa. A B+25 Core Group comprising members from the UNECA Gender Equality and Women’s Empowerment Section and the UN Women Liaison Team has been established to coordinate this process.  This TOR is therefore prepared to guide the recruitment and to inform the International Junior Consultant whose main responsibility is to support the UN Women Liaison Team in coordinating and following up on the National Reports, production of the Regional Report and finally the Regional Consultative processes expected to take place in October 2019.

Duties and Responsibilities

UN Women wishes to recruit an International Junior Consultant/Youth Volunteer who will provide logistical and administrative support for the UN Women Liaison Team and under the direct supervision of the Senior Liaison Advisor and with the mentorship and support of the UN Women Representative to Ethiopia, African Union and ECA. The Youth Volunteers will perform the following tasks:

  • Follow up with all UN Women Country and Regional Offices to ensure timely submission of National Reports;
  • Update the UN Women Internal Update table to ensure all the updates from the Countries are captured and shared with the UNECA.
  • Contribute to and support the B+25 Core Group Meetings ensuring that Minutes of meetings are captured, and summaries shared with the rest of UN Women Africa.
  • Support engagement of the UNLT and ensure that adequate updates are provided to all stakeholders.
  • Contribute to and support the planning of the B+25 Regional Consultations including the Young Women’s B+25 Conference.
  • Produce reports and minutes of all meetings held by the Core Group, the UNLT and ensure circulation of same to all participants.
  • Ensure follow up and implementation of all Action Points from all the Core Group Meetings.
  • Support editing and formatting of National Reports and the Regional Report
  • Support the Communications and media coverage of the Regional B+25 Consultative Meetings working closely with the UN Women Communications Team.
  • Undertake any other duties as may be requested by the Senior Liaison Advisor and Representative to Ethiopia, AUC and ECA.

Required Skills and Experience

Academic qualifications

MA or BA degree in Communications, Social Sciences, Law, International Relations, or Gender and Development is the basic requirement.  Experience of working on similar or comparable assignments, and knowledge of international/regional conference management desired.

Experience and qualifications

  • 1 to 2 years of expirence with diverse stakeholders including young women 
  • Personal commitment, ability to work without constant supervision, and capacity to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Good oral and written reporting skills including ability to communicate fluently in English language. Good listening skills
  • Assessment, analytical and planning skills
  • Excellent computer, drafting and editing skills

Language and other skills

  • Excellent knowledge of written and oral communication in English.
  • Candidates with French will be considered for Boot Camps in French Speaking countries.
  • Full command of Microsoft applications, particularly Word, and other relevant software.
