Background

1.Background

The serious deficiencies in the governance structures, operations, ICT infrastructure, strategic planning, human resource management and practices in the Lebanese ministries and public entities impede the development process at all levels and widens the gap between the Government of Lebanon (GoL), on one hand and the citizens, businesses and civil society on the other hand. This project aims at supporting civil service reform initiatives that are undertaken by the Office of the Minister of State for Administrative Reform (OMSAR) to modernize public sector organizations by providing them with the latest management and ICT tools to further improve their service delivery and facilitate the fulfilment of their missions.After the official announcement, on 20 March 2019, by Prime Minister Saad Hariri to launch the Lebanon Digital Economy Initiative (LDEI), OMSAR has undertaken large-scale efforts prepare and deliver various components of a Digital Transformation Initiative (DTI) in support of the LDEI. To achieve this goal, OMSAR is seeking talented and experienced individuals to assist its current staff in formulating, planning, and executing its DTI.

Duties and Responsibilities

Lead and coordinate the implementation of the OMSAR Digital Transformation Strategy 

  • Under the direction of the Minister of State for Administrative Reform, serve as the digital champion and lead for implementation of the Digital Transformation Strategy.
  • As focal point and responsible party for the implementation of the Digital Transformation Strategy, convene, empower, and lead cross-ministry and cross-organizational teams to support the identification, testing, design and scaling (as applicable) of initiatives that are supportive of the Lebanese government’s digital transformation.
  • Ensure that OMSAR has the requisites, capacities, and resources to enable achievement of the Digital Transformation Strategy.
  • Lead the internal governance mechanism supporting ICT and Digital Transformation efforts of OMSAR.
  • Work with internal and external stakeholders to continually optimize digital governance and decision-making processes as the business context and technology landscape changes.
  • At the direction of the Minister of State for Administrative Reform, act as a trusted advisor to Ministers and other senior staff of the Government of Lebanon as they set about digitally transforming their respective areas of work.

Strategic management and coordination of initiatives

  • Coordinate the implementation of the digital transformation activation plan including supporting the design of initiatives related to digital transformation, progress monitoring, and consolidated reporting of results.
  • Keep abreast of innovation and emerging applications of digital technologies to support their testing, validation, and scaling, in OMSAR and to ensure synergies are built between different work processes.
  • Ensure coordination between ongoing organizational transformation processes so that the digital strategy both informs and is informed by such.
  • Participate in key OMSAR meetings and other related forums to ensure programmatic, policy, external relations, operational, and other activities are fully supported by appropriate digital technologies.
  • Provision of strategic advice and support to the Minister of State for Administrative Reform in relation transforming the Government of Lebanon through digital technologies.
  • Owns the process of defining and managing one or more of the organizational changes (lighthouse projects) that underpin successful digitization/digitalization as the opportunity arises using change management expertise and an end-to-end understanding of the digital value chain to coach public sector leaders on driving organizational change.
  • Manage the financial resources assigned to the Digital Transformation Action Plan.

Advocacy and engagement with internal and external stakeholders

  • In close cooperation with other stakeholders, support the Minister of State for Administrative Reform in positioning OMSAR in relevant forums and events related to digital transformation and digital technologies to raise the profile of the ministry and support for its work.
  • In close cooperation with other stakeholders, forge partnerships with external actors supportive of OMSAR’s mission and capable of advancing OMSAR’s digital transformation.
  • Ensure donor engagement, partnership, and resource mobilization for the implementation of the Digital Transformation Strategy, in close consultation with the Minister of State for Administrative Reform.
  • Continually expand scope and depth of engagement of OMSAR colleagues in support of digital transformation efforts.
  • Liaise with digital and ICT experts within the Government of Lebanon and in the private sector to build coordinated efforts towards digital transformation.

Knowledge management and knowledge sharing

  • Build from the distributed knowledge of OMSAR staff and their experience of developing, adapting and applying digital solutions to develop a ministry-wide source of information for digital transformation.
  • Provide thought leadership on how digital technologies can transform OMSAR’s work including policy, programming, operations, advocacy, and external relations.
  • Make available best practices in digital transformation from non-governmental organizations.
  • Engage with the OMSAR staff to bolster knowledge, debate, and discussion on how digital transformation can support achievement of respective organizational mandates.

Support the establishment of a “Digital By Design” culture via best practice/peer examples and innovative approaches to addressing complex issues around people, process, and implementation methods to operationalize shared capabilities between business and technology.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s Degree in Management, Business Administration or any other related field and Master’s Degree in Computer Science, Computer Engineering, MIS or any other related filed.

Years of Experience:

  • At least 10 years of relevant experience in designing, developing, and implementing digital solutions to an organization’s (either public or private sector), business challenges, with demonstrated application of new technologies to one or more business process areas.

Technical Experience:

  • At least 10 years of experience in the field of information technology innovation, digital strategies, organizational management, change management, and administration in international and multicultural institutions.
  • At least 10 years of experience in leading and managing enterprise software projects using the software development life cycle (SDLC) using multi-tier architecture, Web and mobile presentation layers, and scalable solutions.
  • At least 3 years of experience in assessing and auditing information technology solutions at the enterprise and governmental levels. An IT audit certification would be a plus.
  • Experience in undertaking change management and culture change activities to support an organization’s transformation.
  • Experience in forming partnerships in the field of digital technologies to advance organizational objectives

Languages:

  • Fluency in oral and written Arabic and English is required. French is a plus.
