Background

UNDP mission in Montenegro is to promote economically viable, socially inclusive and environmentally friendly sustainable development.
In cooperation with the Ministry of Culture of Montenegro, UNDP will be implementing the following two projects, both under Urban Development and Infrastructure Program: "Strengthening the Cultural Heritage Management System" in the country and "Creative Montenegro – Economic Valorisation and Creative Industries".
"Strengthening the Cultural Heritage Management System" project deals with economic revitalization of cultural heritage in Montenegro. This will be achieved through the revitalization of cultural heritage and its sustainable protection and usage, by supporting development of new regulations, enhancing existing legislative frameworks and through the delivery of vocational training. Thus, the support will be provided for enhancing the entire management system relating to the protection of cultural heritage. Special attention will be paid to cultural tourism and to the sustainable transport infrastructure in order to enable integrated urban revitalization of Montenegro’s core historic cities. This is of great importance, not only in terms of the Boka Kotorska remaining on the UNESCO list, but is also very important regarding initiatives concerning new nominations for the UNESCO list.  
UNDP Montenegro provides support to the country in addressing these challenges. Specifically, UNDP provides assistance to Ministry of Culture in the strengthening capacities within specific directorates: Directorate or Cultural Heritage Protection, Directorate for Cultural and Artistic Creativity and newly established Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries, which will be of great importance and help for implementation of Creative Montenegro – Economic Valorisation and Creative Industries " project.

Organizational setting:
The Senior Consultant, Anthropologist, who will be responsible to provide support to all bodies in the Ministry of Culture for the development of cultural policies will be based in the Ministry of Culture, in Cetinje. Under the direct supervision of the UNDP Programme Manager, in cooperation with the representative/s from the line ministry, the incumbent will be responsible for projects implementation through coordinating day-to-day project activities, ensuring efficient delivery of envisaged project’s outputs, providing support and advice on all activities to be carried out under the Projects related to strengthening cultural heritage management system, assisting with routine technical coordination and supervision and preparing or assisting in preparation of the relevant project documentation to the Ministry of Culture.

Duties and Responsibilities

Objectives of the assignment: 

The objective of the assignment is to provide support to the Ministry of Culture in implementation and monitoring of the implementation of the Action plan for 2019, through engagement of the Senior Consultant who will provide direct support to Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries, within Ministry of Culture.

Job content:

Under direct supervision of the UNDP Programme Manager, in cooperation with the representative/s from the line ministry, the incumbent will:

  • Provide support in the implementation of all activities planned in the projects;
  • Logistic support to all bodies in the Ministry of Culture;
  • Development of Concepts given by the Executive bodies or Creative directors for various activities in framework of cultural polices;
  • Ensure effective support in implementation and monitoring of the implementation of the Action Plan for 2019 adopted by Ministry of Culture and Action Plan for 2019 and 2020 for the joint project of Ministry of Culture and UNDP Montenegro;
  • Evaluation and monitoring of the project’s activities, budgets and programmes implemented by Ministry of Culture;
  • Proactively collect data and analyze relevant data, with special attention on the current archeological and anthropological spots in Montenegro;
  • Contribute to the preparation and updating of all necessary reports/documents/plans pertaining to the activities of Ministry of Culture;
  • Keep track of deadlines for implementation and submission of reports on implementation of relevant documents;
  • Coordinate collection of inputs from the local government and organize field visits to the local governments if needed;
  • Prepare monthly reports on implemented activities;
  • Perform other relevant tasks upon request of the Head of Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries within the Ministry of Culture and UNDP Programme Manager and Team Leader for DG and EE within UNDP Montenegro.

The expected results: It is expected from the incumbent to coordinate and deliver above mentioned tasks, in order to provide support to the Ministry of Culture and support the implementation of both projects jointly implemented by Ministry of Culture and UNDP office.

Timing and reporting: The incumbent will work under direct supervision of the UNDP Programme Manager, in cooperation with the representative/s from the line ministry. S/he will be obliged to provide monthly reports on the deliverables during the assignment to Programme Manager of UNDP.   

Time duration and travel: The incumbent will be engaged in the period from May 2019 until May 2020. S/he will be placed at the premises of the Ministry of Culture in Cetinje and work during the working hours of the Ministry.

Required Skills and Experience

Education:

  • University degree in anthropology; advanced degree would be considered as an asset;

Experience:

  • Minimum 10 years of relevant working experience, with an international organization, government institution, private sector or an NGO;
  • A proven capacity in designing and coordinating complex and multi layered activities related to cultural policies and/or anthropology;
  • Proven ability to think strategically, to express ideas clearly and concisely, to work both independently and in teams, to demonstrate self-confidence combined with sensitivity to gender and culture;
  • A proven experience in preparing and managing donor funded project; 

Language:

  • Proficiency in English and local language.
  • Proficiency in second foreign language would be considered as an asset.

Other:

  • Excellent inter-personal and communication skills;
  • Excellent organizational skills with developed attention to detail.
  • Excellent computer skills;

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
