Background

UN Women is the UN’s global entity for gender equality and women’s empowerment. It is an inter-governmental body that provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality at global, national, regional and sub-national levels. The UN Women Multi Country Office (MCO) works for countries including India, Bhutan, Maldives and Sri Lanka.

UN Women’s Office based in New Delhi covers four countries: India, Bhutan, Maldives and Sri Lanka. In these countries, we strengthen women’s rights by working with women, men, feminists, women’s networks, governments, local authorities and civil society.  With all of them, UN Women helps to create national strategies to advance gender equality in line with national and international priorities. UN Women stands behind women’s equal participation in all aspects of life, focusing on four priority areas: Ending violence against women, Promoting Leadership and Participation, National Planning and Budgeting and Economic Empowerment.

Under the guidance and supervision of the End Violence against Women Specialist, the Programme Assistant will undertake the following key tasks and other responsibilities as may be assigned.

Duties and Responsibilities

Summary of Key Functions:

  • Support to ensure programme planning, implementation and monitoring including the projects under United Nations Trust Fund Programme and Safe City and Safe Public Spaces;
  • Documentation of specific stages of projects/programme implementation, best practices, case studies;
  • Efficient coordination support to the Programme Unit;
  • Support for resource mobilization;
  • Effective support to EVAW programme through maintenance of budgets;
  • Supports knowledge building and knowledge sharing in the Programme Unit.

Support the management of the on-going programmes in the EVAW Unit including projects under United Nations Trust Fund Programme:

  • Support monitoring of activities;
  • Review the projects’ progress and financial reports;
  • Review project implementation and expenditure using ATLAS;
  • Support the drafting of progress reports;
  • Support the documentation of good practices from the programmes;
  • Prepare briefing notes on relevant issues as required;
  • Provide support for developing annual work plans;
  • Provide support for drafting quarterly and annual reports.

Efficient coordination support to the Programme Unit focusing on achievement of the following results:

  • Coordinate on the programmatic implementation of the Safe Cities Programme with relevant partner organisations and agencies in various states;
  • Coordinate for activities on EVAW/G with relevant team members and work with them in close collaboration to ensure successful implementation of the programmes;
  • Provide coordination and logistical support for events and workshops;
  • Facilitate and supervise trainings on ending violence against women and girls, with focus on select laws, policies and programmes;
  • Provide effective coordination support relating to operations on procurement, contracting, finance functions and settlement of travel reimbursements;
  • Maintenance of records/documents/files relating to the projects;
  • Effective coordination and management of consultants and partners;
  • Maintain/update database of partner agencies (government, non-government, donors, research institutes);
  • Draft Expression of Interest and proposals for funding on End Violence against Women and Girls;
  • Support coordination between headquarter, regional office and other multi –country offices for the development of project proposals.

Provides effective support to management of the programme unit focusing on the achievement of the following results:

  • Support in creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
  • Support review of FACE/expenditure reports submitted by partner agencies, review vouchers/receipts and prepare supporting documents for recording expenditure in ATLAS and transfer of funds;
  • Coordinate with consultants/partner agencies on submission of deliverables, review and submit supporting documents for payment release /closure of projects.  

Support management of the UN Women supported technical experts placed at offices of Government partners, both at the national and state levels:

  • Provide support for the management of the  technical experts placed at e.g. the Ministry of Women and Child Development, Department of Women and Child Development, and other relevant Departments;
  • Support the Programme Specialist with work undertaken with the consultants.

Supports knowledge building and knowledge sharing in the programme units focusing on achievement of the following results:

  • Participation in trainings for project staff Contributions to knowledge networks and communities of practice;
  • Prepare dissemination plan for research/advocacy outputs.

Any other tasks assigned by the supervisors.

Impact of Results:

  • Accurate data entry and financial information have an impact on the quality and implementation of UN WOMEN’s EVAW programme.
  • A client-oriented and efficient approach impact on the image of UN WOMEN in the MCO region.

Required Skills and Experience

Education:

  • Minimum secondary education;
  • University degree or equivalent in social sciences, women’s human rights, gender studies, international studies, law or any other related discipline is an asset.

Experience:

  • 4 years of professional and relevant experience at the national or international level in programme management and support. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.
  • Experience in working in a computer environment using multiple office software packages, experience in ATLAS an advantage.

Language:

  • Fluency in Fluency in English and working knowledge of the national language of the duty station.
