UNDP’s Global Policy Network (GPN) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. The GPN assists UNDP and its partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. The GPN also supports UNDP and partners to be more innovative, knowledge and data-driven, including in its programme support efforts.
Within the GPN, the Effectiveness Group provides crucial support to ensure that UNDP is an effective, accountable and transparent thought leader and partner of choice for sustainable development. Through support to the Global Partnership for Effective Development Co-operation (GPEDC), the Effectiveness Group fosters multi-stakeholder actions for more effective cooperation and partnerships, including strengthening policies, institutions and systems, as well as cultivating strategic partnerships to make the best use of all available resources to realise national development goals. Drawing on the comparative advantages of UNDP in strengthening country capacities to manage and coordinate development cooperation, the Effectiveness Group supports the Global Partnership for Effective Development Co-operation, as part of the OECD-UNDP Joint Support Team.

UNDP’s work in this area is guided by principles of effective development cooperation and supports global policy dialogue and mutual learning on effective development cooperation, helping increase the availability of transparent data on development cooperation, while supporting countries in implementing and monitoring the effective development cooperation principles.

In partnership with OECD, the Co-Chairs and Steering Committee of the GPEDC, UNDP will support the substantive organization of the inaugural Senior-Level Meeting of the GPEDC in July, 2019. Given its location in New York, UNDP will also act as the focal point on logistical and operational matters working closely with Co-chairs and Steering Committee representatives in the UN Permanent Representative Offices. This includes sourcing and management of the SLM venue (UNHQ). UNDP will lead on enhanced communications and outreach efforts in support of the GPEDC stakeholders in the lead-up to and during the Senior-Level Meeting.

Duties and Responsibilities

Under the overall supervision and guidance of Global Policy Adviser and with day-to-day reporting to the Knowledge Management and Communications Specialist, the consultant will focus on the following:

Deliverable ##1-2 Logistical / Event Support (70%)


  1. Provide logistical support to the Senior-Level Meeting of the GPEDC, including support to coordination of event venue; tracking invitations and participation; supporting the effective functioning of the GPEDC Core (Planning) Group; procurement activities related to event preparation (e.g. interpretation, catering, printing, etc.); among others. Deadline: End of the workshop 15 July 2019.
  2. Perform other logistical tasks, as assigned, including closure of procurement transactions related to the Senior Level Meeting. Deadline: By the end of the 3rd contractual month.

Deliverable #3 Knowledge Management (30%)

  • Support refinements to the Global Partnership’s data visualization dashboard;
  • Act as the day-to-day focal point for an online community of practice / knowledge-sharing platform for effective development cooperation practitioners, including through day-to-day management and outreach. Deadline: By the end of the 3rd contractual month.


  • Excellent organizational, event planning, and time management skills, attention to detail and proven ability to work independently under tight deadlines;
  • Strong service and team-work orientation; evident cultural sensitivity and ability to work in a multi-national environment;
  • Demonstrated enthusiasm and commitment to learning; and
  • Commitment to UNDP vision, mission, and values and knowledge of UN work environment an advantage.

Required Skills and Experience



  • Minimum Master’s degree in business administration or development-related field such as public policy, or international relations/international development studies.


  • At least 1 year of professional working experience in international development
  • At least 1 year of direct experience with logistical planning of major international events, workshops, etc.
  •  At least 1 year ofirect experience with creating or managing digital knowledge-sharing platforms.
  • Knowledge of, or direct experience working with effective development co-operation issues or the GPEDC will be considered an asset.
  • Prior experience working with UNDP will be considered an asset.


  • Excellent written and oral communication skills in English - competency in other UN language(s), especially French and / or Spanish, is an asset.

Application Procedure

Given the short-term and time-bound nature of this consultancy, a desk review will be conducted to decide the winning offerer.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  The selection of the best offer from the candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points.

Technical evaluation (desk review) - Total 70% (70 points):

  • Knowledge of, or direct experience working with effective development co-operation issues or the GPEDC (20 points)
  • Direct experience with logistical planning of major international events, workshops, etc. (-20 points)
  • Direct experience with creating or managing digital knowledge-sharing platforms (20 points)
  • Prior experience working with UNDP (up to 5 points)
  • Excellent written and oral communication skills in English – competency in other UN language(s) especially French and/or Spanish is an asset (up to5)

Only those applicants obtaining a minimum of 49 points (70% of points obtainable in the desk review) will be considered for further evaluation.
Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
Working arrangements

UNDP will provide office space, access to internet and a printer during the assignment. The consultant will be responsible for providing his or her own laptop.

Payment modality

Payments are to be made monthly based on an all inclusive daily fee foractual days worked uponupon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
