Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals. It does so in part through its comprehensive knowledge network, which includes expert practitioners that provide focused advice and support in strategic policy areas.
UNDP’s Global Policy Network (GPN) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. The GPN assists UNDP and its partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. The GPN also supports UNDP and partners to be more innovative, knowledge and data-driven, including in its programme support efforts.
UNDP’s work in this area is guided by principles of effective development cooperation and supports global policy dialogue and mutual learning on effective development cooperation, helping increase the availability of transparent data on development cooperation, while supporting countries in implementing and monitoring the effective development cooperation principles.
In partnership with OECD, the Co-Chairs and Steering Committee of the GPEDC, UNDP will support the substantive organization of the inaugural Senior-Level Meeting of the GPEDC in July, 2019. Given its location in New York, UNDP will also act as the focal point on logistical and operational matters working closely with Co-chairs and Steering Committee representatives in the UN Permanent Representative Offices. This includes sourcing and management of the SLM venue (UNHQ). UNDP will lead on enhanced communications and outreach efforts in support of the GPEDC stakeholders in the lead-up to and during the Senior-Level Meeting.
Duties and Responsibilities
Under the overall supervision and guidance of Global Policy Adviser and with day-to-day reporting to the Knowledge Management and Communications Specialist, the consultant will focus on the following:
Deliverable ##1-2 Logistical / Event Support (70%)
Deliverable #3 Knowledge Management (30%)
Required Skills and Experience
Given the short-term and time-bound nature of this consultancy, a desk review will be conducted to decide the winning offerer.
Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. The selection of the best offer from the candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points.
Only those applicants obtaining a minimum of 49 points (70% of points obtainable in the desk review) will be considered for further evaluation.
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
UNDP will provide office space, access to internet and a printer during the assignment. The consultant will be responsible for providing his or her own laptop.
Payments are to be made monthly based on an all inclusive daily fee foractual days worked uponupon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
