Background

Objective of the Assignment:

UN Women regional office supports its presence across the Arab States. Under the daily supervision of the HR Associate, the Human Resources (HR) Assistant is responsible for administratively and logistically supporting the recruitment and placement, administration of the benefits and entitlements of staff and local external contractors, other HR administration issues and separation of personal.  

Duties and Responsibilities

 Under the overall supervision of Human Resources Associate, the Human Resources Assistant will be responsible for the following duties:

  • Implement HR policies and procedures in RO in full compliance with UN Women rules, regulations, and HR policies and guidelines:
  1. Provide support to HR recruitment processes: organize interviews, panels, renting of laptops,.etc., including logistical preparations, preparation of reports, ..etc.
  2. Follow up on candidate’s vendor and soliciting of references and P11s;
  3. Follow up on contracts after being signed by UN WOMEN Director to ensure completion of processes (including PO and vendor creations by colleagues);
  4. Administer interns’ agreements for Associate review and OM clearance and ensure compilations of intern’s requirements on file;
  5. Draft HR communications such as HR letters, written response to queries concerning HR related matters, and apology emails to candidates who were not selected;
  6. Collection of background information/ documents on candidates as required;
  7. Maintenance of proper filing system for all HR recruitments;
  8. Submit SSA payments and new entry medical examination AP forms for newly-hired staff members;
  9. Assistance in organizing the trainings for the operations/projects staff on HR related matters;
  10. Assistance provided on HR briefing to newly hired staff.
  • Collect and Maintain HR information in full compliance with UN Women rules, regulations, and HR policies and guidelines:
  1. Maintain and update internal database and files on administrative HR matters in a confidential and secure manner;
  2. Print and file the mandatory certificates for each staff and assist in the update of information on the excel sheet (dates of modules completion)

Deliverables:

 Under the overall management and supervision of the Operations Manager and direct daily guidance and supervision of the HR Associate, the HR Assistant is expected to perform the following duties:

  • Recruitment’s documentation is completed and filed for each case and on monthly basis;
  • Administer placement interns;
  • Contacting Shortlisted candidates;
  • Collecting reference check data;
  • HR Inquiries, letters, correspondences are properly communicated and filed;
  • Ensuring Proper filling system for staff members contracts and leaves;
  • Perform other HR duties, as required – as per attached TOR.

Required Skills and Experience

Education:

  • Completion of secondary education is required.
  • Bachelor’s degree in HR, Business or Public Administration is an asset.

Experience:

  •  0-1 Years of experience in office administration and/or human resource management;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management system.

Language Requirements:

  • Fluency in English and Arabic is required.

Financial: Lowest Financial Proposal: 30%:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30; "Lowest Bid Offered" refers to the lowest price offered by offerors scoring at least 49
