UNDP supports stabilization, State-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government of the Islamic Republic of Afghanistan (GIROA), the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the State, Ministries, Government agencies and commissions at the national and sub-national levels. UNDP has played a role in the management of the Law and Order Trust Fund for Afghanistan (LOTFA), which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in

Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground.

Duties and Responsibilities


Provides support to the planning and design of internal and external strategies for communications and outreach:

  • Conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc);
  • Elaboration of the CO communications and outreach strategy based on corporate strategic priorities and UNDP External Communications Action Plan Analysis of requirements and synthesis of proposals for elaboration of the CO communications and outreach strategy based on corporate strategic priorities and the UNDP External Communications Action PlanDevelopment/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials in coordination with the supervisor;
  • Synthesis of proposals for project formulations to integrate advocacy and communication strategies into all aspects of UNDP’s development programme.

Ensures the implementation of the CO publications strategy and plan:

  • Effective implementation of the CO publications strategy and plan;
  • Identification and development of storylines for publications and substantive articles contributing to debates on key development issues;
  • Management of CO publication activities, such as drafting articles, content management, norms for publishing, design, maintenance of regular contact with printers and other suppliers to ensure production and publications dissemination.

Provides support to the maintenance of the UNDP web site, intranet, CO web-based knowledge management system:

  • Management of the office web sites based on corporate requirements in cooperation with the ICT staff;
  • Preparation of the content for the web sites and social media platforms to ensure consistency of the materials.

Supports the business development:

  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report;
  • Creation, promotion and maintenance of public information campaigns on issues including UNDP activities, Sustainable Development Goals, UN Reform, etc. in association with other staff from Business Development Team;

  • Promotion and maintenance of public information campaigns on issue including UNDP activities, Sustainable Development Goals and UN Reform, under the supervision of Communications Specialist;
  • Preparation and dissemination of newsletter to donors, donor reports, civic education and community awareness, where appropriate, to support projects.

Facilitation of knowledge building and management:

  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities;
  • Contributions to knowledge networks and communities of practice including corporate communications repositories;
  • Provision of trainings for UNDP staff on internal and external communications for development
  • Professional growth through active learning.

Expected Outputs, Deliverables:

The National Consultant Support to Communication Unit will:

  • Provide technical assistant and support to the Communication Advisor/Specialist and Executive Office in close coordination with the International Strategic Communication Consultant;

  • Submit monthly and ad-hoc reports during the consultancy period.

Payment Modality, Schedule and Percentage:

Payments under the contract will be linked to deliverables and made on receipt of the specific milestones indicated above and including a timesheet according to UNDP procurement formats for individual contractors.

Payments shall be done based on the deliverables and for actual days worked, upon verification of completion of specific reports and approval by the consultant’s supervisor and a timesheet according to UNDP procurement formats for individual contractors

Institutional Arrangements:

The National Consultant will be reporting to the office daily during office working hours, reporting to the direct supervisor and International Strategic Communication Consultant

The National Consultant will submit a monthly report to the direct supervisor on activities of support during this period;

The Communication unit will provide the consultant with office space, IT equipment (mobile phone, SIM card & laptop) as well as security equipment (handheld radio, PPE) and office transportation for official meetings and events.

Duration of the Work:

The National Consultant Communication Support to Executive and Communication Offices shall work for maximum 132 working days (6 months) on 5 days a week, 40 hours max per week basis.

Required Skills and Experience

Required expertise and experience:              

  • Minimum Bachelor’s degree in media relations, journalism, publishing or other related discipline with 3 years of professional experience;
  • At least 03 (three) to 05 (five) years of communication experience in at the national or international organizations;
  • Strong Data analytical skills;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) (mandatory)
  • Experience in the usage of Graphics designing software, such as Adobe Creative Suite, Adobe Illustrator, Adobe Indesign, Corel Draw, etc. shall be advantageous.
  • Prior experience in social media in conflict environment will be considered an added advantage;


  • Excellent written and oral English.
  • Fluency in local languages Dari/Pashtu is required.


The Contractor shall submit a price proposal as below:

  • Daily Fee – The National Consultant shall propose an all-inclusive daily fee for the contract period of 132 days (6 months). The term “all-inclusive” implies that all costs (professional fees, communications, insurance and transportation costs) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal.

Payment schedule - Payments shall be done upon verification of completion of reports and approval by the consultant’s supervisor and a monthly timesheet according to UNDP procurement formats for individual contractors


Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Criteria weight 70%;

    Financial Criteria weight 30%.

    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

    Technical Criteria 70 points:

    Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

  • Workplan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

    Qualification and Experience (40 marks) [evaluation of CV, shortlisting]:

  • Relevant education (15 marks);

  • Experience relevant to the assignment (25 marks).
