Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country programme and in line with UN Partnership for Sustainable Development (2016-2020), UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security #1325 et al. and to achieve targets of the nationalized SDG 5 and 16.

2020 will mark the 20-year anniversary of the ground-breaking UN Security Council Resolution #1325 — the first resolution to link women’s experiences of conflict to the international peace and security agenda. It focused on the disproportionate impact of conflict on women and girls and called for their engagement in conflict transformation and peacebuilding. The UN Security Council has passed 8 additional resolutions on women, peace and security since the adoption of resolution 1325.

UN Women, with generous support of the UK Conflict, Stability and Security Fund (CSSF) has been implementing a project “Strengthening Women’s Meaningful Participation in Peacebuilding and Gender Mainstreaming in Security Sector in Georgia”, which aims at enhancing the women’s meaningful participation in peacebuilding, including the internally displaced and conflict-affected women and girls, as well as gender mainstreaming in the policies, procedures and operations of security sector in Georgia. Within this framework, UN Women supports the security sector actors, including the Ministry of Defense and the Ministry of Internal Affairs to mainstream gender into the Security Sector Reform process and its outcomes.

The outcome of the project is to contribute to the enhancement of women’s meaningful participation in peacebuilding enhanced and to increase duty-bearers’ accountability to implement Women, Peace and Security Agenda in Georgia. To achieve this outcome, the proposed project has two outputs:

Output 1: Capacities of IDP and conflict-affected women and girls are enhanced to meaningfully participate in the implementation of the Women, Peace and Security agenda.

Output 2: Key security sector partners have enhanced capacities to mainstream gender into their policies, procedures, and operations.

The activities planned under this output are aimed at achieving transformative change in the government’s effort to implement Women, Peace and Security Agenda; this change will be achieved through improved gender capacities of relevant public officials resulting in gender sensitive policies, procedures and operations of security sector institutions.

In order to support consistency and complementarity among planned project activities and results in line with the project outputs and outcome, as well as to facilitate the working process towards the gender mainstreaming in security sector in Georgia, UN Women will recruit a national consultant, who will work closely with relevant stakeholders on the security sector reform. Reporting to UN Women Country and/or Deputy Country Representatives and Project Analyst, local consultant will be responsible to support the UN Women interventions in the area of Output 2. She/he will work in close collaboration with the programme and operations team in Georgia, and relevant Government officials, civil society and development partners to ensure successful implementation and achievement of planned results.

The national consultant will be responsible to accomplish the tasks as spelled out in the sections below.

Duties and Responsibilities

The duties and responsibilities of the National Consultant are:

  • To organize consultation meetings with the key security sector stakeholders (Ministry of Defence (MoD), Ministry of Internal Affairs (MIA) and National Security Service (NSS) to obtain relevant inputs and information for the establishment of the sex-disaggregated data collection and analysis systems;
  • To work in tandem with international consultant/s towards the development of guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the above listed key security sector institutions to monitor progress on gender equality;
  • To organize a workshop to facilitate the translation of guidelines into practice;
  • To support identified security sector institutions to develop consistent and coherent policies and procedures (stemming from the guidelines) for the establishment of the sex-disaggregated data collection and analysis systems;
  • To provide technical support to the Ministry of Defence with the revision process of its Gender Equality Strategy and consequent Action Plan;
  • To provide technical support to the Ministry of Internal Affairs in replicating the successful example of the Ministry of Defence in terms of establishment of the Gender Advisors’ function especially in the police divisions stationed across the ABL;
  • To provide technical support to the Ministry of Internal Affairs in the development of technical proposal / concept for the regular dialogue meetings between the Georgian police forces stationed and patrolling across the ABL and IDP and conflict-affected women residing in the villages adjacent to the ABL - linking this work with technical support around MIA Gender Advisors’ function;
  • To reflect the work carried out with key security sector institutions/identified responsible parties in the final report.

Deliverables:

  • A detailed work plan related to the consultancy (3 working days) – by 21 June 2019;
  • Draft guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the security sector institutions (10 working days) – by 19 July 2019;
  • Workshop to facilitate the translation of the guidelines into practice (6 working days) – by 31 July 2019;
  • Final guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the security sector institutions (5 working days) – by 23 August 2019;
  • Technical support rendered to Ministry of Defence (MoD), Ministry of Internal Affairs (MIA) and National Security Service (NSS) to develop consistent and coherent policies and procedures (stemming from the guidelines) for the establishment of the sex-disaggregated data collection and analysis systems (10 working days) – by 18 October 2019;
  • Draft of the Ministry of Defence Gender Equality Strategy and consequent Action Plan prepared in consultation with relevant MoD staff (10 working days) - by 31 October 2019;
  • Technical support and coaching of MIA to establish Gender Advisors function within the system (10 working days) - by 6 December 2019;
  • Technical proposal / concept for the regular dialogue meetings between the Georgian police forces stationed and patrolling across the ABL and IDP and conflict-affected women residing in the villages adjacent to the ABL (10 working days) – by 6 December 2019;
  • Final report with respective annexes (as many as necessary) describing all work undertaken during the given assignment (5 working days) – by 31 March 2020.

Required Skills and Experience

Education:

  • Master’s degree in social and political sciences, human rights, gender/women’s studies or related field;

Experience: 

  • At least 3 years of practical experience of work in the area or gender equality, women’s rights and gender mainstreaming;
  • At least 5 years of practical experience of work in security sector institution/s;
  • Sound knowledge and understanding of gender equality context in Georgia;
  • Sound knowledge of women, peace and security agenda and what it entails;
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset;

Language:

  • Fluency in Georgian and English.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • Master’s degree in social and political sciences, human rights, gender/women’s studies or related field (max 30 points);
  • At least 3 years of practical experience of work in the area or gender equality, women’s rights and gender mainstreaming (max 80 points);
  • At least 5 years of practical experience of work in security sector institution/s (max 70 points);
  • Sound knowledge and understanding of gender equality context in Georgia (max 70 points);
  • Sound knowledge of women, peace and security agenda and what it entails (max 70 points);
  • Fluency in Georgian and English (30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management Arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country and/or Deputy Country Representatives in Georgia and in collaboration and day to day management of UN Women Project Analyst.

Financial Arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women that the services have been satisfactorily performed as specified below:

Instalment I: 30% upon the submission of deliverable 1, 2, 3 and 4;

Instalment II: 60% upon submission of deliverables 5, 6,7, and 8;

Instalment III: 10% upon the submission of deliverable 9.
