Background

UNDP Armenia, with financial support from UK Good Governance Fund, and in partnership with the RA Ministry of Territorial Administration and Development and OxYGen Foundation, is implementing the “Women in Politics” project aiming at advancing political participation of women and youth leadership in local governance processes.

The project objectives are:

  • Research on policy gaps and perceptions for women’s political participation;
  • Women empowerment through leadership schools, pre- and post-electoral support, setting female-led integrity islands, etc.;
  • Strengthening the role of political parties for inclusiveness and gender equality;
  • Facilitation of bottom-up policy dialogue and networking events;
  • Advancing public discourse, awareness raising and advocacy campaigns on gender equality;
  • Advancing youth leadership though upscale of UNDP’s “I AM the Community” youth leadership model, and engaging youth in community democratization and development processes.

Throughout the implementation of this program, UNDP will combine conventional and innovative approaches, allowing room for experimentation and testing of new solutions with application of design thinking and user-centric approaches.

For capacity development of project beneficiaries including women, youth, representatives of local self-government bodies and political parties the project is planning numerous training sessions and workshops in Yerevan and in ten regions of Armenia.

To that end, UNDP Armenia creates a roster of qualified trainers/consultants who will provide sessions within the following broad topics:

  • Gender Equality and Women Empowerment;
  • Community Development and Local Self-Government processes;
  • Participatory democracy
  • Evidence-based Policy Making
  • Management and Leadership.

The trainer(s) will work under overall supervision of the Programme Manager, direct supervision of the Project Task Leader and in close cooperation with the project team.

Duties and Responsibilities

The overall objective of the assignment is the capacity development of women, youth, representatives of government (at all levels) and political parties on the aspects of community development, policy design, local democratization affairs.

The incumbent can apply for one or more topics mentioned or fields of assignment. Principles of adult learning, with strong focus on experiential learning, shall be at the core of the assignment.

 

To develop training materials, exercises and distributing materials

In close collaboration with the respective Project Task Leader and the project team the incumbent will develop training modules, which shall include: planned session’s agenda; profile of training/workshop participants; concept of the sessions describing the logic, approach and  outline and format of the planned sessions; description of interactive exercises in ‘learning  by doing‘ approach; pre-and post-evaluation forms and handout material on one or more topics presented in the table below. The modules shall be discussed and agreed on by UNDP team:

Evaluate, research and gather information

At the training module development phase, the incumbent will be required to:

  • Review existing training materials to build the new ones on the basis of the changed context and lessons learnt
  • Conduct research and compile materials from wide-ranging sources to ensure course content reflects the latest developments within the international community on the subject matter;
  • Conduct research and gather material to ensure content reflects the latest policy and practice developments within UNDP and the UN.
  • In some cases, the incumbent will be requested to conduct and analyze training needs of some target groups.

 

To support the project team in organization of the training session or the workshop

  • In preparation phase s/he will guide, consult and assist the team in preparation of the sessions, as well as develop and submit in advance the list of equipment and materials necessary for delivery of the training sessions.

 

To conduct training sessions

The trainer alone or in cooperation with other trainer(s) will conduct up to 50 half- or full-day training sessions, as well as ad-hoc consultation in the communities of Armenia using adult learning and experiential learning techniques. During the training sessions the incumbent will:

  • Provide the overview of the training content, process and context,
  • Deliver or facilitate the training sessions in variety of methods,
  • Facilitate the work in big and small groups
  • Evaluate the training.

 

To prepare the training report

After each training within five working days the incumbent should prepare the training/workshop report that will include:

  • Summary (narrative) report of the training session,
  • Analysis of the pre- and post-evaluations,
  • Preparation of an accurate electronic registration list,
  • Filling in the online database of the project beneficiaries.

 

Training follow up and consultation

  • The incumbent will also be responsible for follow up assessments as well as providing hands on consultation to the participants who will use the tools, methodologies, approaches presented during the training sessions.

 

Note:  For each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

Competencies

  • Knowledge of:  international and national frameworks and instruments on gender equality and Armenia’s commitments and obligations in the sector; (and/or)  trends in women’s political participation in Armenia and beyond; (and/or)  Republic of Armenia electoral and local self-government systems; (and/or)  leadership and management (and/or);  citizen participation.
  • Experience in designing training modules for different target groups;
  • Experience in development of pre-post training evaluation questionnaires;
  • Experience in evaluating the training results and preparation of the reports;
  • Ability to manage the groups dynamics and conflicts;
  • Strong verbal and written communication skills;
  • Demonstrated initiative, tact and high sense of responsibility and discretion;
  • Proven ability to work in a team;
  • Ability to work under the pressure;
  • Strong computer literacy and proficiency in MS Office (MS Word, Excel, Power Point, etc.)

Required Skills and Experience

Education:

  • University degree in social or political sciences, law, management, other relevant fields;

Experience

  • Minimum three years’ experience as trainer, facilitator, consultant in the above-mentioned or relevant thematic areas.

Languages:

  • Fluency in Armenian (verbal and written) is required. Knowledge of English and Russian is an asset.   

 

APPLICATIONS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
