Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

A UN Women presence in the Gulf Region provides a strategic entry point and an opportunity to liaise with the Governments of the region, parliamentarians and key decision-makers, the local UN Women National Committee, and other key partners. It is also an opportunity to work closely with other UN entities based in the Gulf Region.

The work of the UN Women Liaison Office is shaped to contribute to UN Women’s Strategic Plan and the Resource Mobilization and Partnership Strategy 2018-2021. The strategic focus is on partnership development, notably resource mobilization (RM), policy dialogue and joint advocacy, as well as substantive support to Gulf Region on issues pertaining to UN Women’s mandate. 

Reporting to the Chief Resource Mobilization & Partner Relations, the Director of Liaison Office is responsible for leading resource mobilization and partner relations initiatives in the Gulf States region, managing external relations and building new partnerships, engaging in policy and political advocacy initiatives, liaising with other UN agencies, providing technical and coordination support as needed and managing the office.

Duties and Responsibilities

Lead resource mobilization and partner relations initiatives in the Gulf Region:

  • Identify and develop strategies to mobilize resources with partners in the public and private sector; mobilize core and non-core resources;
  • Provide technical and coordination guidance to other sections of UN Women in developing strategic fund-raising proposals and proposal modalities and developing strategic partners for Gulf Region and facilitate the negotiation of agreements;
  • Provide technical and policy guidance on priority issues for government/public sector/private sector in region;
  • Provide partner intelligence to UN Women on relevant developments;
  • Track and engage in relevant debates and negotiations related to partner funds for region;
  • Lead the development of partnerships with private sector, foundations and other institutions;
  • Raise awareness on Gender Equality and Women’s Empowerment in partnership with the Arab States Regional Office.

Manage partner relations and partnership development in the Gulf Region:

  • Manage the external relations with partners in the region;
  • Act as the strategic interface between partners and the Resource Mobilization  team and other UN Women sections, in particular with respect to communicating partner’s priorities and expectations;
  • Develop new partnerships, design and develop innovative strategies for new enhanced and sustainable relations with media, NGOs, networks and think tanks as applicable;
  • Represent UN Women at high-level meetings/conferences;
  • Facilitate and coordinate high-level policy dialogue with partners and other UN agencies.

Engage in policy and political advocacy initiatives and provide technical advice to partners in the Gulf Region:

  • Provide technical guidance to advance the status of women in the region and support national governments’ efforts;
  • Promote UN Women’s mandate and raise awareness on issues related to gender equality and women’s empowerment in the region;
  • Track and engage in policy dialogue at regional government level and feed information back to HQ and Regional Office(s);
  • In collaboration with relevant UN Women sections, provide policy advice for stronger integration of gender equality and women’s empowerment issues in regional development, foreign, security and defense policies;
  • Promote UN Women’s mandate in UN Coordination and joint programming.

Lead the liaison with other UN agencies in the region:

  • Represent UN Women in meetings with other UN agencies (i.e. speeches/presentations, contribute to relevant working groups, support for gender training);
  • Liaise with other UN agencies on behalf of UN Women as needed and as discussed with the Regional Office;
  • Organize meetings, expert workshops as required.

Provide technical and coordination support in programme formulation and monitoring:

  • Provide substantive support in developing programme that are funded by regional partners;
  • Provide technical support in the monitoring of regional funded programmes;
  • Coordinate and facilitate dialogue with partners around reporting and evaluation;
  • Provide expert policy advice for stronger integration of gender equality and women’s rights into GCC countries’ development, foreign and security and defense policies;
  • Lead and coordinate regional meetings, expert group workshops in GCC countries and enhance linkages between programming and policy developments in the region, in discussion with the Arab States.

Manage the Liaison Office:

  • Manage the development and implementation of workplan and budgets;
  • Provide operational and financial oversight of the office in line with UN Women policies, rules and procedures;
  • Recruit and supervise staff and consultants, ensure timely implementation of performance management process;
  • Coach, guide and advise team members and suggest learning and development opportunities;
  • Manage the security requirements for the office.

Key Performance Indicators: 

  • Resource mobilization strategy developed and implemented;
  • Number of funding / programme proposals submitted to partners;
  • Timely advice and guidance to UN Women offices on developing partner proposals/programmes;
  • UN Women is well represented at high level meetings;
  • Partnerships and engagements with other UN agencies;
  • Performance of staff and financial management of office, work in implement on time on scope on budget.

Required Skills and Experience

Education:

  • Master’s degree in development related area of study.

Experience:

  • At least 10 years of progressively responsible experience in partnership building, advocacy, outreach, resource mobilization and/or related area;
  • Experience in managing, supporting and overseeing development policy-making;
  • Experience in programme and/or operations management;
  • Experience in the area of gender equality and women’s empowerment;
  • Experience working in the region/sub-region where the Liaison Office is located;
  • Experience in partnership engagement with GCC bodies, Member States Permanent Delegations, Parliaments in GCC countries, NGOs, networks and think tanks.

Languages:

  • Fluency in English and Arabic is required;
  • Knowledge of other UN official working languages is an asset.
