Background

The “Office of the Minister of State for Administrative Reform” (OMSAR) is supported by a working group of technical teams entrusted with developing and enhancing the government’s structure and operations to achieve the ultimate goal of modernization and reform.
The mission of OMSAR is to lead in "Bringing the Lebanese post-war public administration into the 21st century through an optimal and coherent introduction of Institutional Development (rehabilitation and reform) and Information Technology (systems and communications) measures that render streamlined, transparent and traceable processes fulfilled by productive civil servants for the benefit of both the general public and government."

Duties and Responsibilities

To this end, a dedicated multidisciplinary digital transformation team will be based at the Ministry of State for Administrative Reforms. The team collaborates with international groups using open source codes, cutting-edge technologies and best practices to deliver innovative digital services across a range of government projects. The post provides a great opportunity to work closely with researchers and practitioners within a wide range of technical expertise. It will support career development in advanced technical skills and in the co-creation of world-class citizen focused services.
Under the direct supervision and overall guidance of the UNDP Project Manager and the Senior Digital Transformation Advisor, the Senior Information Security Engineer will be responsible for the delivery and continuous improvement of one or more information security solutions.
The Senior Information Security Engineer will be responsible for the following functions:

  • Lead, analyze, assess, anticipate, and track the dynamic cybersecurity issues, corrective actions, requirements, and information security risks of OMSAR and its stakeholders
  • Evaluate a combination of technology solutions (both hardware and software) along with risk analysis based on operations requirements gathered from various OMSAR stakeholders and projects
  • Participate in the implementation of all ICT solutions related to the digital transformation of the public sector in Lebanon
  • Develop an expert understanding of OMSAR’s information security needs and champion these in the delivery of digital services
  • Define, explain and iterate OMSAR’s information security policies, processes, and procedures to users, teams, and stakeholders
  • Conduct secure code reviews using tools
  • Share knowledge of tools and techniques with your wider team, developers, non-developers, and other information security professionals within and outside OMSAR
  • Fulfill any additional related function as per the request of the Senior Digital Transformation Advisor.

Competencies

Competencies:

  • Experience in vulnerability assessments and black/grey/white box penetration testing techniques using different open-source and commercial tools such as Metasploit, Kali, Nessus, Qualys, Acunetix, Burp, Nikto, and other
  • Experience with application development such as ASP.NET, C#, C++, and Python is preferable
  • Experience in security of Open Source related products such as Linux, Apache, MySQL, etc.
  • Experience in Log Management and Correlation Solutions such as Splunk, ArcSight, ElasticSearch, and others
  • Strong knowledge in authentication and access control, systems monitoring, and multi-tier network and security architectures
  • Strong leadership skills
  • Work openly and collaboratively in a multi-disciplinary team
  • Clear and strong verbal, written and visual communication skills
  • Ability to prioritize workload
  • Ability to work under pressure and deliver at pace.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s Degree in Computer and Communications Engineering (CCE), Computer Engineering, or related field

Years of Experience:

  • At least 10 years of relevant experience

Technical Experience:

  • At least 10 years of experience in the field of information technology innovation, digital strategies, organizational management, change management, and administration in international and multicultural institutions
  • At least 10 years of experience in leading and managing enterprise software projects using the software development life cycle (SDLC) using multi-tier architecture, Web and mobile presentation layers, and scalable solutions
  • At least 3 years of experience in assessing and auditing information technology solutions at the enterprise and governmental levels. An IT audit certification would be a plus
  • Experience in undertaking change management and culture change activities to support an organization’s transformation
  • Experience in forming partnerships in the field of digital technologies to advance organizational objectives.
