Background

As a result of the Rohingya refugee influx to Bangladesh, the population of two Upazilas (sub district) of Ukhia and Teknaf in the southern part of Cox’s Bazar has risen to around 1.5 million people. This has strongly contributed to existing health and environment challenges, including underfunded and under resourced solid waste management (SWM) services. It is estimated that over 10,000 ton or around 22,000 cubic meter of waste per month is generated in the two Upazilas which do not have a functioning SWM system.

UNDP with funding from the Swedish International Development Agency (SIDA) is implementing a project called Sustainable Solid Waste Management. This project is a response to the Rohingya crisis in Bangladesh and the pressing SWM needs both in the host communities and refugee camps.

The UNDP SWM project is targeting the protection of women and children, the prevention of diseases, as well as the promotion of hygiene and proper sanitary standards. This project will be implemented: a) In the host communities within six unions in Ukhia and Teknaf, and b) In the camps where UNHCR and IOM implement their WASH activities, for three-year implementation phase.

In line with developing a solid waste management system, UNDP conducted a Recycling Value Chain Analysis study to identify the main bottlenecks of the value chain that hamper the value and flow of waste recyclables, as well as do no harm to the livelihoods of those individuals or enterprises formally or informally involved in the recycling sector in both Upazilas. The research identified 21 scrap dealers along the main road that connects Ukhia and Teknaf and an estimated 181 waste pickers/feriwallas collecting waste from the streets and market and supplying these local dealers (these figures are actually higher than the real number in the area). Moreover, this study estimated that from 2.5 to 4 Ton/day in Teknaf Pouroshova and 150 Ton/day in CXB Pouroshova of waste are recovered through the recycling chain and not dumped to the environment (these quantities include other unions within the Upazila not only those targeted by the project). Besides identifying the main limitations of the local market of recyclables and other challenges to consider when planning any intervention in this sector, the study includes a list of recommendations to improve the flow of recyclables and capacity to accommodate larger quantities from the demand side. One of the recommendations is to build capacity to the local dealers to improve their business capacity and access to banking opportunities. To this purpose, UNDP is planning to design a Teknaf-Ukhia Grant Facility Program (TUGFP) to facilitate access to financial and technical support to any local recycling initiative.

UNDP is looking for a Value chain specialist who can design the Teknaf-Ukhia Grant Facility Program (TUGFP) as well as to launch its implementation. To this purpose the consultant will need to get first a proper understanding of the situation and also assess the value chain potentialities in the selected area.

OBJECTIVE OF THE ASSIGNMENT

The overall objective of the consultancy work is to develop a Teknaf-Ukhia Grant Facility Program (TUGFP) for the local dealers and recycling initiatives in Teknaf and Ukhia upazilas and provide technical advice on strategies to add value to the chain of waste recyclables. These includes the next sub-objectives described hereunder:

  • Define the eligible criteria to select the local recycling enterprises that the program is targeting and can submit their business plans (location, type of activity, added value, etc.).
  • Define the disbursement modality of the grant facility against the achievement of specific objectives, and the co-finance approach between UNDP and the recycling enterprise.
  • Develop the Standards of Operation Protocol (SOP) of the Grant facility to be shared and disseminated among the potential candidates.
  • Develop the application form (Project Concept Note Form and Full Project Proposal Form) and guidelines for the TUGFP.
  • To suggest an Independent Investment Panel to select the best business proposals selected.
  • Provide specific information of the profitability of the recycling sector at early stages and power relations between the different steps of the value chain to avoid do harm the existing enterprises.
  • To design strategies to build up the value chain of recyclables with short value in the market, above all the organic waste (compost), and plastics with low value in the local market.

Duties and Responsibilities

DETAILED SCOPE OF WORK:

The required consultancy service shall include the following tasks but not limited to:

Task 1 – Desk review of national/international grant programs in the SWM sector.

Task 2 – Field visits / data collection for a better understanding of the context and training needs of the scrap dealers/recycling enterprises.

Task 3 – Design the Teknaf-Ukhia Grant Facility Program (TUGFP).

Task 4 – Develop the Standard Operating Procedure (SOPs) of the TUGFP for dissemination, application form and guidelines.

Task 5 – Provide technical support/advise to the recycling enterprises to develop their business plans for the TUGFP.

Task 6 – Design strategies to short/build up the value chain of recyclables in the local market, such as organic waste and plastics without value.

Task 7 – Support UNDP and the implementing partner in implementing the strategy.

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will report to the UNDP Cox’s Bazar Project Management and Livelihoods Specialist. He/she will also closely coordinate tasks with the Programme Coordinator in Cox’s Bazar.

INPUTS:

The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address, ID Card & office space.

TRAVELING:

The consultant will work from Cox’s Bazar during the first 60 days. All travels from Cox’s Bazar to the project areas in Teknaf and Ukhia will be facilitated by the UNDP vehicle.

Language skills:

Duty Station:

The main duty station is in Cox’s Bazar (UNDP CXB Sub-Office). The assignment requires travel to Ukhia and Teknaf Upazilas for conducting field visits and data collection, which will be facilitated by UNDP vehicle. The potential consultant will need to participate in sharing and progress meetings with UNDP CXB Sub-Office.

FINANCIAL PROPOSAL

Daily Professional Fee

The financial proposal shall specify a total Daily Professional Fee, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this daily professional fee (including travel, per diems, and number of anticipated working days).

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

Financial Evaluation: (Total obtainable score – 30)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:

Recommended Presentation of Offer

Interested individuals must submit the following documents/information to demonstrate their qualifications.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/ he will approach and complete the assignment.

If an Offeror is employed by an organization/company/institution and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate this? at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
