Being LGBTI in Asia and the Pacific is a regional programme aimed at addressing inequality, violence and discrimination on the basis of sexual orientation, gender identity or intersex status, and promotes universal access to health and social services. It is a collaboration between governments, civil society, regional institutions and other stakeholders to advance the social inclusion of lesbian, gay, bisexual, transgender and intersex (LGBTI) people. The programme recognizes that LGBTI people are highly marginalized and face varied forms of stigma and discrimination based on their distinct sexual orientations, gender identities and expressions. The programme is supported by UNDP, the Embassy of Sweden in Bangkok, the U.S. Agency for International Development, the Australian Department of Foreign Affairs and Trade, the Ministry for European Affairs and Equality (Malta), the Government of Canada and Faith in Love Foundation (Hong Kong).
Transgender people in Thailand face stigma, discrimination, social exclusion, and stereotyping in their daily life because their gender identity and/or expression does not coincide with their sex assigned at birth. There is evidence of discriminatory and abusive treatment when transgender victims seek assistance from the legal system. Large percentages of transgender people in correctional institutions also reported abuse committed by criminal justice personnel, including harassment, assault, and a lack of protection from other inmates. Accordingly, there is a need for work to de-stigmatize the legal and criminal justice systems.
To address this issue, UNDP Thailand in partnership with the Inspire Project of Her Royal Highness Princess Bajrakitiyabha Mahidol of Thailand and the Department of Corrections of the Ministry of Justice will jointly develop a guideline for correctional officers on managing transgender inmates. This activity is a follow-up to an event UNDP co-organized with the two agencies in September 2018 in raising awareness on sexual orientation, gender identity and gender expression (SOGIE) in closed settings for department of correction officials. The guideline will be presented at the regional conference of ASEAN countries on managing transgender inmates in prisons.
UNDP Thailand is recruiting an experienced national consultant to develop a guideline for correctional officers on managing transgender inmates, using an existing mapping of international good practices to inform the drafting of the guideline. The consultant will also be working with the international consultant and LGBTI partners in Thailand to adapt the international practices to Thai context.

Duties and Responsibilities
Scope of work:
As per the objectives of the assignment and expected deliverables, it is proposed that the timeline for carrying out the consultancy, will be 1 August – 15 October 2019. The consultant will be responsible for delivering the following output:
Expected Outputs and Deliverables:
Under the overall guidance of the Programme Specialist/Team Leader, of the Democratic Governance and Social Advocacy Unit, the national consultant will report directly to and work closely with the Project Manager - Business, Human Rights and LGBTI. Review/approval time required to review/ approve outputs prior to authorizing payments is 7 – 10 days.

The duration of the assignment is 1 August – 15 October 2019 with a maximum of 15 working days.

Price Proposal and Schedule of Payment :
Consultant must send a financial proposal based on the lump sum amount.
The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:
In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed. Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.
Criteria for Selection of the Best Offer:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
Technical Criteria for Evaluation (Maximum 70 points)
Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.
