Background:
United Nations Development Assistance Framework (UNDAF) is an approach for UN to align its interventions to the national priorities presented in the national five-year plan and sustainable development goals. It builds on the areas of UN’s comparative advantage and overall normative agenda. The existing five-year UNDAF (2016-2020) aligned with the national priorities, contributing to accelerating the achievements of the Sustainable Development Goals (SDGs).         
In the context of SDGs and Agenda 2030, the next development assistance framework is renamed as United Nations Sustainable Development Cooperation Framework (UNSDCF). In Bangladesh, the development of the new UNSDCF for next five years has been initiated. One of the guiding principles of the UNSDCF is gender equality and women’s empowerment and a focus on these issues need to be integrated throughout the Cooperation Framework. The UNSDCF will be informed by a Common Country Analysis (CCA) in order to identify gaps and causal analysis of the challenges; and will be guided by the UN CCA guidelines as well as UNSDCF formulation guidelines. The CCA will be based on the existing and relevant analytical work. The UNCT-SWAP Gender Equality Scorecard requires that the CCA include a gender analysis across all sectors including an analysis of underlying causes of gender inequality and discrimination in line with SDG priorities including SDG 5. This is a key step towards a gender-responsive UNSDCF. As such, the UN Gender Equality Theme Group (GETG) will prepare a Gender Equality Situation Analysis paper as a background paper for the CCA. The Gender Equality Situation Analysis paper will highlight pressing gender equality issues in the economic, political and social sphere against international norms and standard and national/international commitments taken, and the root causes that need to be addressed.
In this context, UN Women as Chair of UN GETG is looking for a suitable consultant to develop the Gender Equality Situation Analysis paper.

Objectives of the consultancy:
The key objective of this consultancy is to prepare a Gender Equality Situation Analysis that will identify key gender issues that need to be addressed, especially in the context of the Sustainable Development Goals;

Duties and Responsibilities

Scope of Work/Duties and Responsibilities:     
Under the overall guidance of UN Women Country Representative and direct supervision of the UN Women Programme Management Specialist, and in close consultation with GETG members:

  • Undertake a desk research of the available analytical studies, recent reports and data to analyze progress, challenges and priorities for gender equality and women’s empowerment in line with international and national commitments and produce a report. The report should provide qualitative information, sex-age disaggregated data to the extent available, and analysis on the gender situation of the SDG priorities;
  • Conduct at least one consultation with relevant stakeholders on GEEW in Bangladesh;
  • Conduct face to face interviews with selected GEEW experts and practitioners;
  • Share initial findings from the desk review with the Gender Equality Theme Group (GETG) and receive feedback;
  • Finalize draft report based on the feedback and comments from GETG and Progamme Management Team (PMT) of the UNCT;
  • The final report will be of max 15 pages

Inputs:

  • UN Women will provide the Consultant with the guidelines for Common Country Analysis which would provide a basis for the assignment;
  •  UN Women will coordinate consultations/face to face meetings with respective colleagues from UN agencies;
  •  The consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should s/he be required to work on-site at any point during the assignment;
  • UN Women will support the consultant with logistical arrangements for the stakeholder workshop.

Duration of the assignment:
The assignment will commence on 03 July 2019 and be completed by 30 Aug 2019.

Deliverables

  1. Desk review of publications, materials and relevant documents -by 20 July 2019-10 days;
  2. Prepare first draft report  by 30 July 2019-08 days;
  3. Submission of the final draft by 15 August 2019-07 days.

Performance evaluation:
Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

Education:

  • Master’s Degree in Social Science, Political Sciences, Public Administration, International Relations, Journalism, Gender Studies, or related field;

Experiences:

  •  Minimum 05 years of experience in the delivering similar type of services;
  • Substantial experience with research or delivery of analytical outputs in this field of Gender Equality and/or women development for programming and strategy development purposes;
  • Track records of working effectively within tight deadlines.

Language

  • Excellent writing and editing skills, as well as strong analytical aptitude, communication and presentation skills (in English and Bengali);
