Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under its Strategic Note 2018-2022; PNG Country Office focuses on delivering programmes under four thematic areas;

  • Women’s leadership and political participation
  • Ending Violence Against Women
  • Women, Peace, Security and Humanitarian Actions
  • Global Norms, Policies and Standards

UN Women is embarking on a new project titled “Women Make the Change” under the thematic area 1. of “Women Leadership and Political Participation. This project aims to contribute towards longer-term outcome on women’s full and effective participate in and have equal opportunities for leadership at all levels of decision-making in political and public life. In order to achieve the longer-term outcome; the project will contribute towards four sub-outcome areas:

Outcome 1: Legal and Policy frameworks promote gender balance throughout the electoral cycle

Outcome 2: A cadre of interested, diverse and capable women political leaders is formed at national and sub-national levels

Outcome 3: Significantly increased perception of women as equally legitimate and effective political leaders as men

Outcome 4: Women are promoted as leaders in gender sensitive political institutions

UN Women is the implementing partner of the project in partnership with UNDP, Department of Community Development, Sports and Religion.

Reporting to National Programme Specialist, the National Programme Coordinator is responsible for coordinating the Women Make the Change Programme portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio. 


Duties and Responsibilities

 Coordinate the Women Make the Change Programme /Portfolios

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note/ programme document;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the Donor, MPTF and UN Women;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

  Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Women Leadership and Political Participation Programme/Portfolio, raise potential problems and provide solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

Coordinate the monitoring and reporting on the Women Make the Change Programme/Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from Women Leadership and Political Participation Programme activities and results to Country Office reporting

Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

 Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification:       

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A project/programme management certification would be an added advantage

Experience:       

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women Leadership and Political Participation Programme;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language Requirements:            

  • Fluency in written and spoken English as well as in local language (Tok-Pisin) is required;
  • Knowledge of the other UN official working language is an asset.
