Background

The ‘Women Artisans Skill Enhancement Project’ is a skill development programme for women belonging to marginal communities in Mumbai and Thane, Maharashtra. The Project is funded by Larsen & Toubro Infotech CSR program and is implemented by UNDP (United Nations Development Programme), India and FUEL (FRIENDS Union for Energizing Lives). The project aims to revive Warli Art by skilling Artisans in this Tribal Art form, Terracotta and Clay Art with the intention to generate livelihood for the women.

Objectives:

  • To reach out to 250 artisans in and around Mumbai and Thane in order to train the women in Warli Art Terracotta and Clay Art leading to production of a wide range of Warli Products made by the beneficiaries.
  • To give entrepreneurial training to these women and facilitate them to start their own business (self-employment) or enterprises and to give them market linkage opportunities where their Products can be sold.
  • To create a sustainable eco-system for skilling these women artisans.

The project is being implemented in two phases:

Phase 1:

Establishing a foothold in marginalized communities of Aare Colony, Sanjay Gandhi National Park and Thane with Trainings in Terracotta, Warli and Clay Art.

Phase 2: Scale Up from Phase 1

This phase focused heavily on up-skilling women in Warli Art by providing intensive Warli training sessions and providing the necessary platforms to showcase their work in order to generate sales of the products as to create a sustainable eco-system for skilling these women artisans.

In Phase 1, 250 artisans were mobilized and trained across 10 Clusters in Aarey Colony, Sanjay Gandhi National Park and Thane. The project plans to institutionalise these women into producer institutions/self help groups and link them to bank for availing credit etc.

The next phase will reach out to 500 artisans in 20 Clusters of the 3 target geographical Regions as well as providing handholding and institution building support to the 250 Beneficiaries of Phase 1.

Over a period of two years, a total of 750 women will be mobilized of which more than 500 will be benefitting from the trainings and will have been involved in livelihood generating activities.

Duties and Responsibilities

Scope of Work:

To ensure program’s strategic objectives and results are fully accomplished on time, the Individual consultant must:

  • Mobilise artisans in the project geography and facilitate group formation (producer group/self-help groups) among artisans
  • Facilitate institutional linkages between groups and banks, NRLM & NULM program being implemented in the state
  • Handhold the artisans to start their own business (self-employment) or enterprises with support from partner agency.
  • Create suitable market linkage opportunities for the artisans and their producer group linking the artisans to the markets
  • Provide technical assistance on various warli, Terracotta & Clay art activities related practices to the technical partners.
  • Build a network of project stakeholders, facilitating relationship-building and market linkages
  • Conduct Quarterly and monthly (as needed) planning sessions to meet project targets.
  • Review and monitor the performance of partner agencies.
  • Provide supportive supervision to project and partner staff, including mentoring for the growth and development of supervisees.
  • Provide technical oversight and inputs and draw on industry best practices in strengthening warli art interventions.
  • Monitoring of milestones set and donor reporting.
  • Monitor implementation of initiatives for increasing beneficiary accountability and ensuring gender sensitive programming
  • Track progress and ensure robust M&E, intelligent analysis and use of information, strong organizational and sectoral learning.

Specific Responsibilities:

Domain Leadership

  • Under the guidance of Project Design & Partnership Officer, provide support to the partner agencies in leadership, supervision and oversight of all project activities that seek to improve the performance of all Warli, Terracotta & Clay Art related activities in the project, ensuring efficient and effective project implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
  • Work with the NGO partners in preparing domain related project work plans with clear objectives and achievable benchmarks, reflecting strategic long term and short-term priorities.

Program Quality and Management

  • Collaborate with UNDP project team, NGO partner and community cadre to support capacity building training sessions of warli artisans and other stakeholders.
  • Provide technical leadership to program activities such as access to market, finance, government schemes under the project leading to expected increase in household income.
  • Review the work of the field team in promotion of warli products with women/men members of the community.
  • Monitor the quality and appropriateness of activities to achieve the target indicators in a cost effective timely and sustainable manner.
  • Provide accompaniment and handholding support to the implementing partners to link with the technical agencies
  • Assist artisans to adopt new technologies and techniques to increase the quality and quantity of production.
  • Support selected artisans to grow their business through mentorship and market linkages.

Field Research & Data Collection on warli related products:

  • To meet and discuss with UNDP, NGO partners and other relevant agencies to understand the challenges related to mobilization of warli artisan, production of warli art products on scale, quality issues, market linkages etc
  • Conduct desk research to identify market demand of warli commodities
  • To visit the respective location and meet artisans, producer groups, and other institutions to understand their capacity and identify gaps

Provide Technical Expertise, Oversight & Capacity Building of NGO Partner Staff

  1. Provide oversight function to ensure that the activities being undertaken are in congruence with achievement of domain goal as well as overall goal of the project.
  2. Monitor the activities related to warli to ensure that these are in tune with the overall project objectives.

 

Competencies

Documentation & Communication

  1. Preparing progress report, briefs and supervision notes as and when required.
  2. Providing technical advice and direction in preparation of communication material for internal and external stakeholders
  3. Develop a plan for the development and dissemination of lessons learnt.
  4. Conduct regular supervisory/technical assistance visits to the field
  5. Coordinate with the M&E Coordinator to document success stories

Required Skills and Experience

Evaluation Criteria:

The consultant would be selected based on the following criteria:

Technical: 70 points

  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered. Criteria for Technical Evaluation would be as under:
  • Educational Qualification - 20 Marks;
  • Relevant Project Management Experience - 15 Marks;
  • Relevant Partnership Management Experience – 15 Marks;
  • Total experience - 20 Marks:

Required Academic Qualifications and Professional Experience: 

  • Master’s degree in Rural Management/ Social Sciences/Rural Development
  • 8 years of program management, team management, and management experience with progressive responsibility
  • At least 3 year experience of working in banking sector or financial sector
  • At least 2 year experience in business development & market linkages for farm and non-farm sector
  • Experience of managing relationships and interactions between government officials, university staff, farmers and other stakeholders
  • Excellent verbal and written communication skills
  • Experience in monitoring and evaluation, especially in software for data management
  • Strong computer skills (MS Word, Excel, Outlook and Power Point)

Schedule of Payment:

A lumpsum payment of INR 1,00,000 would be made to the Individual Consultant on a monthly basis (maximum 22 working days in a month) subject to clearance of the timesheet by the supervisor.

  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
