Background

UNDP launched a project to develop legal aid services for the poor in Lebanon in 2017. In 2018, UNHCR joint the initiative that became a joint project and was submitted to the Ministry of Justice (MoJ) accordingly. The document was approved in January 2019 and implementation of activities started accordingly. The joint project is part of a broader UNDP programme on community security and access to justice that aim at developing basic security and justice services for all.
UNDP and UNHCR established, jointly with MoJ, a joint working group on access to justice to which the Bar Associations of Beirut and Tripoli participate. The joint working group established a roadmap for developing a legal aid policy and piloting legal helpdesks at local level.
In order to implement the joint project, UNDP is requesting the services of a senior legal specialist to
provide guidance and support the joint project team in the implementation of the activities.

Duties and Responsibilities

The scope of work will include, but not be limited, to the following activities:

  • Organize workshops with the justice sector and civil society actors in Beirut and at national level;
  • Organize and provide necessary technical support to the monthly meetings of the Access to Justice
  • Working Group (chaired by the MoJ);
  • Organize consultations with the MoJ, MoIM and relevant security institutions regarding legal aid
  • in detention centers;
  • Produce analysis, reports, concept notes, terms of reference, job descriptions, and other necessary
  • documents to establish the legal helpdesks;
  • Organize meetings and necessary consultations with UNHCR and other relevant partners of the
  • project;
  • Conduct field and monitoring visits;
  • Coach the project’s junior specialist on legal aid who will assist the Senior Expert in the activities;
  • Provide UNDP with regular updates on progress.

Competencies

Functional Competencies:

  • Fluency in Arabic, French and English (oral and written).

Corporate Competencies:

  • Demonstrates integrity by modeling the UN’s values and ethical standards;

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Academic Qualifications:

  • Masters’ Degree in Law or related field.

Professional Experience:

  • Eight years of relevant professional experience in the area of access to justice and legal
  • empowerment;
  • 2 years’ experience in the provision of legal aid services and legal awareness for the Poor
  • (experience in protection is an asset);
  • Work experience with the United Nations is an asset;
  • Experience in providing training to justice sector professionals;
  • Demonstrated experience working with Ministry of Justice.
