Background

The Arab Initiative to Build National Capacities to Combat Human Trafficking in the Arab Countries aims to build national capacities in the Arab region to effectively combat human trafficking, through supporting target countries in: (i) establishing national and regional networks to fight human trafficking, (ii) promoting the ratification and implementation of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol), (iii) strengthening the institutional and human capacities of criminal justice systems, (iv) improving mechanisms for the appropriate identification referral, support, and protection of trafficked victims, and (v) raising awareness about crime and its devastating consequences on individuals and societies at large.

The Arab Initiative seeks to achieve these objectives through building national, sub-regional and regional networks in order to increase national and regional coordination to combat human trafficking and conduct regional and national specialized training workshops to build the capacity of all stakeholders concerned to prevent, prosecute and adjudicate human trafficking cases, whilst protecting the rights of victims.

Consultations carried out by UNODC with the Arab countries and the partners identified the need to further complement the regional capacity-building activities by developing and strengthening the capacities of the Anti-Human Trafficking Coordination Unit at the League of Arab States to ensure its ultimate support to the Arab countries and their networks post Arab Initiative.

Duties and Responsibilities

Under the overall support and guidance of the Representative in the UNODC Office for the GCC Region and in coordination with the Task Force of XAMX59, the incumbent will perform the following substantive duties and responsibilities:

  • Provide expertise and technical support to the Anti-Human Trafficking Coordination Unit of the League of Arab States in the field of human trafficking related information management, including by:
  • Assisting in the maintenance of the relevant data management mechanism to gather information from the targeted Arab countries,
  • Conducting actual legal and institutional assessments as well as substantive analysis and desk review of the data collected, and producing recommendations and reports,
  • Facilitating and coordinating information exchange amongst the Arab countries;
  • Provide support towards the establishment of the Arab Network against Trafficking in Persons within the framework of the League of Arab States in order to facilitate information, experience and policy sharing;
  • Assist in the preparation of human trafficking briefing sessions;
  • Assist in the development and implementation of public awareness campaigns;
  • Participate in the delivery of regional training sessions on combating and preventing trafficking in persons, including specialized sessions for criminal justice practitioners on topics such as mutual legal assistance and extradition practices, as well as training-of-trainers sessions for criminal justice and law enforcement practitioners;
  • Provide legal and technical assistance to support and enhance the legal, regulatory and institutional frameworks of the Arab countries;

Provide full assistance and support to the Anti-Human Trafficking Coordination Unit and contribute to the overall efforts and initiatives in the field of human trafficking within the framework of the League of Arab States, in order to support the development and implementation of the Arab strategy.

Required Skills and Experience

 Academic Qualifications

  • Master’s degree in law, criminology or a related field.

Years of Experience

  • A minimum of 15 years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law or related areas.

Technical experience

  • Sound knowledge in the field of trafficking in persons, the UN Convention against Transnational Organized Crime and its supplementing Trafficking in Persons Protocol, and Islamic law, in addition to familiarity with the Arab Regional Anti-Human Trafficking instruments.
  • Experience in conducting legal assessments in the areas of criminal justice, law enforcement and trafficking in human beings or relevant fields, and in the delivery of relevant trainings in the Arab region;
  • Experience in participatory approaches;
  • Very good knowledge of the region and its political context;

Language requirements

  • Fluency in English and Arabic (written and spoken), is required

DURATION OF THE WORK

50 days over the period of 5 months starting from 01st August 2019 to 31st December 2019

DUTY STATION

This is a home-based assignment with travel to the Arab region

TRAVEL PLAN

If unforeseen travel outside the consultant home based city is requested by UNODC and not required by the Terms of References (ToR), such travel shall be covered by UNODC in line with applicable rules and regulations and upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs of professional fees and other cost that could possibly be incurred are already factored into the final amounts submitted in the proposal.

The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) in line with the schedule of payments table mentioned in Procurement Notice.

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodology.

Applications will be first screened and only candidates meeting the following minimum requirements will progress to the pool for shortlisting:

  • Master’s degree in law, criminology or a related field
  • Fluency in English and Arabic (written and spoken), is required

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Technical evaluation Criteria max 100 points (Weighted 70):

  • Master’s degree or equivalent in law, criminology or a related field (30 points);
  • A minimum of 15 years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law or related areas (25 points);
  • Sound knowledge in the field of trafficking in persons, the UN Convention against Transnational Organized Crime and its supplementing Trafficking in Persons Protocol, and Islamic law, in addition to familiarity with the Arab Regional Anti-Human Trafficking instruments (20 points);
  • Experience in conducting legal assessments in the areas of criminal justice, law enforcement and trafficking in human beings or relevant fields, and in the delivery of relevant trainings in the Arab region (15 points);
  • Fluency in English and Arabic (written and spoken), is required (10 points).

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points.                 
The other offers will receive points in relation to the lowest offer, based on the following formula:
(PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

Step II: Final evaluation

The final evaluation will combine the scores of the desk review and the financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
