Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has begun implementing a new Strategic Plan (2018-2021) which outlines the Entity’s strategic direction, objectives and approaches to support efforts to achieve gender equality and empower women and girls. One of the strategic outcomes of the new Plan is to ensure that “Women lead, participate in and benefit equally from governance systems.” In Turkey, the new country strategy of UN Women Strategic Note (2019-2022) also prioritizes increasing women’s political participation and supporting the government to meet its commitment to gender equality through the development of gender responsive plans and budgets.

The second phase of the Gender Equality in Political Leadership and Participation in Turkey project (WPP) seeks to support women in various positions of leadership , with a renewed focus on women elected to municipal councils and in municipal government as well as media, and continuing the work in the Turkish Grand National Assembly and with civil society. The project brings together gender equality advocates and women in leadership positions to encourage multi-stakeholder dialogues on issues that can advance gender equality and women’s empowerment at the national and local level such as the application of gender responsive budgeting (GRB) and gender sensitive governance. The project  includes capacity development and training activities, advocacy and the exchange of best practices within Turkey and with women leaders in the region. The project is implemented by UN Women, in partnership with the Inter-Parliamentary Union (IPU) and funded by Swedish International Development Cooperation Agency (SIDA).

This project will continue to work to ensure that:

  • legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented;
  • women’s leadership and participation in politics is promoted by gender responsive measures (parliamentary mechanisms, processes and services); and
  • legal frameworks and policies to increase women’s leadership and political participation are influenced by gender equality advocates.

 

In this respect, UN Women is planning to support theelected women at local level (mukhtars, members of municipal councils (local councillors) and mayors) to provide gender sensitive local policies,municipal and local services. UN Women will be doing this through; provision of capacity development trainings/workshops and by creating a cross party, cross region (province and town) solidarity and experience exchange network among the elected women, local women’s organisations and gender equality advocates. UN Women will conduct two regional capacity/network development workshops in two different provinces, which will be selected based on the results of the March 2019 local elections (pending official announcement) by the High Election Board). There will be a regional grouping of the elected women and they will be invited to the province with geographical proximity.  Provinces will be identified based on the number of the elected women in that specific region, accessibility and availability of venue. 

In line with the Project’s objectives and the necessities of the capacity development of the elected women, UN Women Turkey Office plans to hire two national consultants to develop the content of and the delivery of the trainings/workshops. The consultants are also expected to develop a practical tool kit for for the locally elected women and gender equality advocates at local level to advocate at their localities and respective institutions. At the end of the workshops a networking strategy will be developed based on the feedback from the participants.

Duties and Responsibilities

Under the direct supervision of UN Women WPP Project Coordinator and overall guidance of UN Women Programme Manager, the National Consultants will be responsible for the following specific tasks:

  • Profiling the participants and assess their needs regarding gender sensitive service delivery and gender responsive local administrations,

Development (including pre-post tests and the training material) and delivery of the 2-day training/workshop on gender sensitive service delivery and gender responsive local administrations. Training is expected to cover basic concepts of gender equality and women’s 

  • empowerment, main tools for gender sensitive service delivery such as gender responsive budgeting, gender equality and women’s empowerment related international conventions and related commitments of Turkey to the treaty bodies and Agenda 2030 for Sustainable Development Goals. Content of the training will be fine tuned based on the training needs assessment and the profile of the participants with input from UN Women.
  • Developing a practical toolkit for the elected women to support them in advancing  gender sensitive local governance. Toolkit is expected to include the legislative framework, policy framework, key data, responsibilities of local authorities as well as key gender concepts. Toolkit will be drafted prior to the trainings, tested during the training and will be finalized after the trainings based on the feedback from the participants. Inputs from UN Women Turkey Office will be received for the finalization of the toolkit.
  • Writing a combined training report as per the lessons learned and providing the future steps, including a suggested cross party network of locally elected women. The report format should be developed with inputs from UN Women Turkey Office.

The national consultants are responsible for updating regularly the UN Women WPP Project Coordinator and the project team about the developments and processes.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women WPP Project Coordinator shall be the only criteria for Consultants work being completed and eligible for payment(s).

 

Payment Schedule:

The consultants shall be paid upon successful completion of the deliverables in three installments as per the above table. Payment shall be affected only if all the deliverables in this TOR are submitted to UN Women WPP Project Coordinator within the timeframes stipulated in the TOR and they are approved by UN Women WPP Project Coordinator. Without submission and approval of the deliverables, Consultants shall not receive any payment even if they invest time for this assignment.

During assignment’s related missions, the National Consultants may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

Travel:

The Consultants will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Turkey Office and shall be included in the total contract amount of the contractor. There will be missions to 2 different cities in Turkey identified after the mapping study. There may also be missions to Ankara where UN Women Turkey Office is located.  The maximum number of travels is 6 and maximum expected number of days for travels is 12 during the consultancy. There may be different number of days required for accommodation. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of an unforeseeable travel, UN Women will handle the travel costs.

 

Mandatory Courses:

The Consultants shall complete all the mandatory and further required UN courses, training and modules on time. Their certificates shall be submitted to the Hiring Manager during the contract preparation process. Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. Hence, the Consultants are obliged to follow the instructions of his/her Hiring Manager upon which training modules to complete and when to complete them.

Evaluation of Applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
