Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count” (Women Count) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional component of the MEWGC Programme envisions a multi-year and multi-country programme of work with particular focus on implementing and supporting the regional and country activities in the region. This includes enhancing the linkages between normative and technical work on gender statistics at the regional and national levels in the three inter-related key areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs;
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

For the implementation of the Women Count Project, UN Women Colombia works together with the National Administrative Department of Statistics (DANE) as the governing entity of the national statistical system, with the Presidential Advisory Office for Women's Equity (CPEM) as the national mechanism for the advancement of women, and with the National Planning Department (DNP) as the governing entity of national planning. The project will support interventions aligned with national priorities to improve the government's capacity to generate and use gender statistics to inform policies and programmes aimed at gender equality and women's empowerment, as well as for SDGs programming and monitoring. To this end, the key objective is to ensure that gender statistics are available, accessible and analyzed to inform timely policy formulation, advocacy and accountability for gender equality and women's empowerment, with three proposed outcomes:

  • Outcome 1: National Statistical System strengthened in normative, technical and financial terms for its gender-sensitive adaptation and intersectionality for effective monitoring of SDGs.
  • Outcome 2: Production and accessibility of gender statistics strengthened to allow the monitoring of national policies and international commitments assumed within the framework of the SDGs.
  • Outcome 3: Increased use of gender statistics by different actors to guide and inform advocacy, research, policies and programmes on gender equality and women's empowerment.

Under the supervision of the Country Representative and in liaison with Planning and M&E Team, the Gender Statistics Specialist is responsible for providing technical advice to the Country Representative and strategic guidance and oversight to the programmatic and operational management of the project, contributing to ensure the effective implementation of the Women Count Project in Colombia. She/he will also provide technical assistance and capacity development to partners as well as lead resource mobilization, knowledge management and communication efforts.

Duties and Responsibilities

Oversee the implementation, monitoring and reporting of the Women Count project in Colombia:

  • Provide advice and guidance for the formulation and implementation of the Annual Work Plans (AWPs);
  • Participate in the Project Steering Committee in Colombia, project review and/or evaluation meetings, as needed;
  • Provide advice and guidance to the project proposed activities, results and budget ensuring consistency with the Project Document and the objectives of the Women Count global programme;
  • Provide advice and strategic technical inputs to the project and UN Women Colombia to strengthen gender statistics in the country.
  • Oversee, provide advice and guidance for the monitoring and reporting of the Women Count project in Colombia: oversee regular collection of data and information about the impact of the project at the national and local level, leads quarterly updates and contribute to the Women Count donor annual report and other UN Women reports as needed.

Provide advice, technical assistance and capacity development to the Women Count project partners and UN Women in Colombia:

  • Ensure that the implementation of the Women Count project follows strict quality standards, as established under the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities;
  • Build and manage the partnerships needed to implement Women Count in Colombia, particularly with National Administrative Department of Statistics (DANE), and relevant stakeholders;
  • Identify capacity development needs of partners and provide technical assistance, advisory support, and capacity development to partners on Gender Statistics, including strategic direction, training and positioning of gender statistics in national policies, plans and strategies;
  • Produce and disseminate guidance notes, tools and methodologies on gender statistics and provide technical inputs to statistical products developed by partners;
  • Provide oversight on new and current relationships with national partners and other key stakeholders, including UN agencies and any other organizations working on gender data/statistics, to support the effective implementation of the project and contribute to the monitoring of the Colombia gender equality commitments in the 2030 agenda.

Oversee advocacy, resource mobilization Knowledge Management (KM) and communication efforts related to the project in Colombia:

  • Identify and implement advocacy and resource mobilization opportunities in line with the Women Count global programme Advocacy and Resource Mobilization strategy;
  • Provide strategic advice to the design of a KM plan building on the Women Count global programme KM strategy, articulating actions with other areas of UN Women Colombia, observing Women Count global programme branding and publication guidelines;
  • Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary;
  • Perform other related tasks as requested by the UN Women Representative in Colombia.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in statistics, economics, social sciences, population studies, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 5 years of technical experience in gender statistics in the context of a National Statistical System;
  • At least 2 years of work experience in management and development of gender statistical projects;
  • Work experience in topics such as time use and care systems;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset.

Languages:

  • Fluency in English and Spanish is required;
  • Working knowledge of another official UN language is an asset.
