The Global Centre for Technology, Innovation and Sustainable Development (GCTISD) was announced as a new project of the Singapore Government and UNDP in late 2018. A small team is currently setting-up the programme and key partnerships with public and private sector partners in Singapore. Government partners include the Ministry of Foreign Affairs (MFA), the Ministry of Environment and Water Resources (MEWR), the Public Service Division (PSD) and the Economic Development Board (EDB). 

The Center acts as a hub for knowledge and policy relating to sustainable development. The emphasis is on connecting top policy-makers, practitioners, think tanks, business and other relevant stakeholders for learning and sharing on innovation and partnerships for sustainable development, considering in particular how these can be powered by people and technology.  

The Centre serves as a platform to identify, and where possible, co-design development solutions leveraging Singapore’s innovation and technology ecosystem with an emphasis on (a) financing through innovative approaches that mobilise the private sector, (b) the use of innovative technologies and (c) digitalisation to advance sustainable development. These solutions are meant to ultimately create tangible impact on sustainable development objectives, aligning with the priorities set out in the 2030 Agenda for Sustainable Development and the demand from our partners in developing countries around the globe. 

The provisional thematic focus areas of the Centre are: sustainable agriculture), digitalization (governance, economy, society) and digital finance, pending the completion of mapping exercises that will assess both the supply side (focus on Singapore) and demand side (developing countries in which UNDP has ongoing programme activities).

Collaboration and partnership with innovators, practitioners and thought leaders in the private sector, think tanks and academia will be key to its success as a facilitator, broker, curator and convener of cutting-edge technologies and innovative solutions. Mobilising resources through partnerships – both financial and non-financial – will be another key priority for the Centre’s own sustainability and expansion during this project phase.

The Advisor will report directly to the Director of the Center. 


Duties and Responsibilities

Duties and Responsibilities:

The Advisor will:

1) Support the Director and Partnerships Advisor in identifying and securing opportunities for strategic engagement with external and UNDP internal partners. Lead the follow-up and formalisation of such engagements in coordination with UNDP headquarters;

2) Advise the Director on the strategic engagements with the host Government, Country Offices, partner Governments, International Organisations and Development Banks, including the elaboration of funding/cooperation agreements, joint programming, claims processing and progress reporting;

3) Support and guide the supply and demand side scanning and sense-making exercises undertaking by Centre’s thematic leads, ensuring cross-fertilisation and systems thinking in view of developing an attractive activity portfolio.

4) Provide advice and support to the Director with regards to procurement of goods and services as well as the recruitment and management of consultants, secondees and interns;

5) Lead thought-leadership activities on emerging technologies and their adoption in developing countries by designing technology foresight activities and engaging relevant partners;

6) Prepare high-quality content for both internal and external knowledge sharing/communications, and though leadership products, related to innovation, technology and the SDGs; 

7) Represent GCTISD at public events and in meetings, as requested by the Director;

8) Support other relevant functions as requested by Management.

Required Skills and Experience


  • Advanced university (Masters) degree in international development, international affairs, political science or related field;


  • At least 12 years of proven professional experience in strategy development and programme design, with a focus on developing country contexts.
  • Professional experience in advising Governments and/or development agencies on technology adoption, technology foresight, innovative solutions and institutional reform towards sustainable development
  • Knowledge of Singapore’s technology and innovation ecosystems;
  • Prior work experience with the UN and field experience is an added advantage.

Language Requirements:

  • Fluency in spoken and written English; excellent English writing skills is requirement;
  • Working knowledge of another UN languages is considered an asset.
  • Working knowledge of other local and regional languages also considered an asset.

Criteria for selection of the best offer:

The award of the contract will be made to the Individual Expert who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  1. The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
  2. The financial proposal will weigh as 30% of the total scoring.
