Background

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 26,098 Euro yearly.

Introduction

The position is located in Pristina, Kosovo being part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 countries of Central and Eastern Europe (for more see www.ilo.org/budapest).
ILO is implementing the MAP’16 project, a global project funded by the US Department of Labor (USDOL) that aims to increase the knowledge base, raise awareness, strengthen capacity, and conduct policy engagement in support of international efforts to achieve Sustainable Development Goal Target (SDG) 8.7. Project implementation will be framed within a combined strategy involving improved research methods and tools, empirical research, data-driven awareness raising, and policy engagement. It will be directed towards achieving four inter-related strategic outcomes:

Outcome 1 – Improved knowledge base on child labour forced labour and human trafficking
Outcome 2 – Improved application of knowledge in support of efforts to eliminate child labour and forced labour
Outcome 3 – Strengthened policies and improved capacity of governments, national authorities, workers’ and employers’ organizations, and other relevant entities to combat child labour, forced labour, and human trafficking through national, regional, and global initiatives.
Outcome 4 – Strengthened partnerships to accelerate progress in combatting child labour, forced labour and human trafficking.

The Project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of ILO and is administratively managed from DWT/CO Budapest.
The duration of the project in Kosovo is 13 months. Envisaged start date 1 August 2019. End date 1 September 2020.

Reporting lines

This position will work under the overall guidance of the ILO National Coordinator for Serbia and direct supervision of the Director of DWT/CO-Budapest. It will work under the technical guidance of the Project Manager of the MAP’16 project within the Fundamental Principles and Rights at Work (FPRW).

Duties and Responsibilities

Collect and analyze information about child labour and technical activities of the above-mentioned FPRW project in Kosovo and identify the need for coordination.
Assist the relevant authority in the preparation/ implementation of the child labour policy, meetings, preparation of programs for project activities, including providing inputs and preparing background documents towards the implementation of the child labour policy, development/implementation process and organizing and facilitating training workshops and technical consultations to implement the child labour policy.
Assist in the programming and control of resources, prepare budget estimates and expenditure forecasts by analyzing and monitoring the situation of the resources as compared to planned activities and making recommendations to DWT/CO-Budapest for remedial action.
Ensure financial and administrative tasks related to the project are conducted according to ILO’s rules and procedures (for meetings, purchase of goods and services, hiring collaborators, etc.).
Follow-up with relevant departments at headquarters and regional office, executing agencies, constituents and other organizations to expedite implementation and meet project targets.
Prepare detailed work plans, facilitate and conduct capacity building activities, legal reviews and other activities as per the approved list of project activities, ensure the timely and efficient implementation of project activities in compliance with rules and procedures of the ILO for all administrative and financial matters and prepare bi-annual technical progress report on the project country level work.
Monitor the implementation progress of the project workplan and that of the implementing partners to ensure timely delivery of the specified activities and provide necessary technical support, as and when necessary.
Establish and maintain close links with relevant partners, including government agencies, employers’ and workers’ organizations, NGOs, the UN agencies and others active in the field of child labor and fundamental principles and rights at work.
Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Serve as a focal point for selected technical subjects and attend meetings, workshops and inter-agency meetings.
Perform other duties as may be assigned by the supervisor.

Required qualifications

Education

First level university degree in social sciences, economics or related field.

Experience

At least two years of professional experience at the national level, preferably on child labour or child protection.

Languages

Excellent knowledge of English, both oral and written with a good command of Albanian language (written and spoken). Good command of Serbian language would be an advantage.
