Background

The second phase of the Via Dinarica Project seeks to further economic development opportunities along Via Dinarica trails predominantly in Bosnia and Herzegovina (BiH) but also in the region, by supporting sustainable nature-based tourism development. It is a successor of the phase I of the project entitled Via Dinarica: A Platform for Sustainable Tourism Development and Local Economic Growth, implemented during the period October 2014 - December 2017.

The project intends to advance the Via Dinarica concept as a mechanism connecting cultural, historical, and natural resources, working in partnership with relevant institutions and other stakeholders, and contributing to improved livelihoods and economic growth, particularly for rural communities along the trails in Bosnia and Herzegovina. This will be achieved through the following outcomes:

  1. Via Dinarica further affirmed and sustained as a safe internationally recognized tourism brand, and
  2. Via Dinarica as a tourism platform offering economic development opportunities for local communities.

The project will be implemented during the period 2018 - 2021, in partnership with the Ministry of Foreign Trade and Economic Relations of BiH, the Ministry of Trade and Tourism of Republika Srpska, the Ministry of Environment and Tourism of the Federation of BiH, United States Agency for International Development (USAID) in BiH and Italian Development Cooperation Agency (AICS).

The purpose of this consultancy within the Via Dinarica Phase II Project (Via Dinarica Project) is to conduct verification field visits and assessment of the proposed project construction sites, review and assess technical design of documents for infrastructure interventions, prepare BoQs for rehabilitation /construction of facilities selected by the project and finally provide the supervision/quality control and second-level verification of the quality execution of the Contracts as specified in this ToR.

The main objective of the consultancy in terms of Via Dinarica Project is to assess the locations and interventions of projects proposed for funding, verify existing technical project documentation/technical documentation for construction/reconstruction, develop BoQ if needed, follow up/monitor the construction/reconstruction interventions in relation to scheduled payments and ensure handover of finalized works.

Duties and Responsibilities

  3. Provides effective support throughout all stages of tendering processes;
  4. Monitors and supervises improvement/(re)construction works;
  5. Provides various status reports.

1. Conducts field visits and prepares assessment of improvement/(re)construction interventions:

The Consultant shall perform field visits to project sites and respective facilities, most often in rural, mountainous areas, selected for improvement/(re)construction and verify their current conditions, assess the proposed scope of works needed for improvement/(re)construction of private and public facilities and suggest corrections, if needed. There are 20 project sites and respective facilities at 15 locations: Banja Luka (3 locations), Foca (2 locations), Konjic (2 locations), Mostar (2 locations), Livno, Ribnik, Grude, Posušje, Kupres, Višegrad, Ilijaš, Rogatica, Vareš, Travnik and Tomislavgrad;

2. Reviews and assesses technical design documents for improvement/(re)construction interventions:

The Consultant shall review technical documentation (Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for proposed improvement/(re)construction of selected project sites and respective private and public facilities, communicate the results to the project team and significantly contribute to preparation of tendering procedures for the improvement/(re)construction works;

3. Provides effective support throughout all stages of tendering processes:

  • Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific improvement/(re)construction tasks;
  • Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific improvement/(re)construction tasks as required by the specific project and specified by the Programme/Project;
  • Ensure that necessary supporting documentation is in place prior to issuance of tender;
  • Participate in evaluation of bids and selection of best bidder to the tender for improvement/ (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;
  • Analyze measures, quantities and description of each item in the offers against the advertised BoQ;
  • Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;
  • Provide written report about the compliance of the evaluation process with UNDP procurement procedures;

4. Monitors and supervises construction works:

  • Perform 3 monitoring field/on-site visits to each project location (in addition to 1 field visit as specified under 1. “Conducts field visits and prepares assessment of improvement/(re)construction interventions”) upon engagement of a Construction Company for the provision of improvement/(re)construction activities for the specific required projects (introduction of construction companies to the site, visit on 50% of completion and final reception) during the specific assignment at the 20 project sites and respective facilities at 15 locations: Banja Luka (3 locations), Foca (2 locations), Konjic (2 locations), Mostar (2 locations), Livno, Ribnik, Grude, Posušje, Kupres, Višegrad, Ilijaš, Rogatica, Vareš, Travnik and Tomislavgrad;
  • Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works;
  • Sign off the final handover documentation upon completion of all (re)construction works in each project;

5. Provides various status reports:

  • Prepare and maintain status reports for projects under implementation and for completed projects.

All of the above listed tasks shall be performed under the supervision of Project Manager in cooperation with other project staff.

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in Civil Engineering/Architecture;
  • Professional licensure/state exam in areas of architecture/civil engineering in accordance with Entity Spatial Planning and Construction Acts and relevant by-laws;

Experience:

  • Minimum 10 years of professional experience in the relevant field of civil engineering especially in preparation of construction technical documentation;
  • Experience on similar projects with focus on implementation/ supervision/ quality control in regard to improvement/(re)construction of private and public facilities;
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the improvement/(re)construction of private and public facilities, technical regulations, general and special technical conditions and professional codes;
  • Excellent and proven experience in dealing with contractors and local partners;
  • Knowledge of BiH regulations and requirements on procurement, tendering and contracting;
  • Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;
  • Knowledge of the UNDP rules, procedures and regulations would be an asset;
  • Knowledge and understanding of energy efficiency issues in the regional and local context and relevant experience will be considered as an asset.

Languages Requirements:

  • Fluency in both written and spoken languages of Bosnia and Herzegovina;
  • Knowledge of English language would be an asset.

Other Requirements:
