Background

Overview:

 

In September 2015, the world’s leaders signed off on the new Sustainable Development Goals (SDG), a global agreement identifying the world’s policy priorities for the next 15 years.  UNDP, as an SDG integrator, sees the importance of innovation in achievement SDGs. UNDP recognizes that if we shall ever achieve the Sustainable Development Goals in this increasingly complex world where development challenges are continuously emerging and changing, there is an urgent need to move away from business as usual and respond with agile and flexible solutions.

 

Thailand has a rapidly growing innovation landscape, with government entities, private sector firms and non-profit organizations all working to promote innovation.  In addition to the UNDP, there are therefore several different organizations in Thailand that recognize the immense value of innovative solutions to societal and economic issues, and are working to promote innovation. However, much of the work surrounding social innovation in Thailand remains ad hoc and uncoordinated, lacking a central organizing entity that can successfully engage and unify the disparate innovation initiatives taking place in Thailand. We believe it is important to follow a system-wide approach to innovation rather than simply innovation in a product. For issues with a high level of complexity and dynamism, UNDP value addition is therefore strengthening the wider social innovation ecosystem by connecting all the social entrepreneurs in Thailand.

 

With all this in mind, UNDP aims to establish a multilateral, digital platform to engage, inspire and connect actors from different sectors within the area of social innovation to seek and make experiments with innovative approaches to society’s problems with a strong focus on the Sustainable Development Goals. UNDP wants to strengthen the social innovation ecosystem of Thailand by bringing together innovators that would not otherwise meet, avoid poor coordination and duplication of efforts with other actors in the field of social innovation causing delays in implementing activities and confusion amongst beneficiaries.

 

This digital platform will collate all on-going innovative projects and solutions to societal issues in Thailand, which will be connected to relevant SDGs including targets and indicators. In order to better be able to connect the right social innovators, the platform will encourage project owners to write the need, such as funding, partnership and capacity building, in order to scale up. The platform will link social innovators in Thailand to be part of this so that it becomes a co-creation process. Everyone shall be able to submit either their own projects and solutions or some other projects they have heard of to the platform.

 

In addition to this, the digital platform will collate information regarding job postings within the field of social innovation in Thailand as well as asking anyone involved in the social innovation ecosystem of Thailand to address an issue in the field of social innovation in Thailand. The platform will be a free place for influential social innovators to express their opinions and open up for a discussion on the topic.

 

Moreover, this digital platform will include SDGs groups or 17 small communities, one group for each goal where people can discuss, debate and share experiences related to social innovation within the field of the selected goal.

Duties and Responsibilities

Scope of work:

 

The consultant works and plans closely with Project Manager of Thailand Social Innovation Platform (TSIP), UNDP, and designer to develop the website and create content to ensure that it will align with the identity and objective of the platform with details as follow;

 

1. Thailand Social Innovation Platform (TSIP) Website/Social Media Administration

1.1) Review, post, update content, and create artwork (if necessary) to submit to the website and Facebook, e.g., events. articles, news, social innovation projects, info, etc.

1.2) Monitor new project input, analyze, and upload as well as manage data

1.3) Promote Thailand Social Innovation Platform website to new players to call for project submission

1.4) Build and engage TSIP’s community by answering inquiries and ensure member engagement through online platform by managing the back-end system.

1.5) All contents in the website require 2 language (English and Thai) – if one language is submitted by the member, the web admin is responsible to translate into another language.

 

2. Thailand Social Innovation Platform Website Development

2.1) Understand the objective and goal of Thailand Social Innovation Online Platform clearly

2.2) Re-structure the existing online platform for a better UX/UI.

2.3) Develop and design the feature of each online platform’s functions as agreed with Thailand Social Innovation Platform’s manager and UNDP team for both the front-end and back-end programming.

       2.4) Website CSS development font-end and CMS development

       2.5) Evaluating code to ensure that it is compatible and responsive with the standard browsers and devices(tablet/smartphone).

       2.6) Identifying, testing, and correcting technical problem occurs

       2.7) Training to Thailand Social Innovation Platform team on website maintenance, operation and content update

 

3. Content Creation

3.1) Create knowledge-based/inspiring articles related to social innovation and SDGs with the minimum of  1-2 article(s) per month in English and Thai to be published on Thailand Social Innovation Platform Website and Facebook page

3.2) Write/re-write and manage Facebook content post ordered by Thailand Social Innovation Platform team of up to 10 posts per month.

 

Expected Outputs and Deliverables:

 

1) Thailand Social Innovation Platform Website/Social Media Admin

     1.1) Updated of Website in events, articles, news, and projects.

     1.2) TSIP’s member inquiries managed and ensure engagement and participatory of potential member.

     1.3) New social innovation projects listed in the website.

 

2) Thailand Social Innovation Platform Website Development

     2.1) The re-structuring of existing online platform according to the planning, which is also compatible and responsive to standard browser and mobile/tablet devices.

     2.2) Effective layout, function, and transition of each page for a more user friendly with clear navigation

     2.3) Operative and functional back-end and CMS.

     2.4) Project’s map view page section added with a complete functional feature

     2.5) Smooth and approachable ways of communication with the online audiences of Thailand Social Innovation Platform.

 

3) Content Creator

3.1) 1-2 articles related to social innovation and SDGs per month post in website and Facebook in English and Thai

3.2) At least 10 Facebook posts per month for Thailand Social Innovation Platform Facebook

 

 

Institutional Arrangement:

 

The consultant will work under the guidance of Team Leader/Programme Specialist of Democratic Governance and Social Advocacy team and work closely Project Manager and team of Thailand Social Innovation Platform, UNDP Thailand, who will review the progress and quality of assignment upon outputs prior to issuance the payment.  Review/approval time required to review/ approve outputs prior to authorizing payments is 7 – 10 days.

 

 

Duration of the Assignment:

 

1 August 2019 – 31 January 2020 (with a maximum of 100 working days).

 

Duty Station:

 

Home Based with possible travel in Thailand

 

A consultant may be required to travel to project sites or attend the events relevant to the project within Thailand. Travels will be authorized by Programme Specialist/Team Leader, Democratic Governance and Social Advocacy when required. Travel expenses (ticket, living allowance and local transport) shall be agreed prior travel and reimbursed after trips completed.

Required Skills and Experience

I. Academic Qualifications:

  • Bachelor Degree or above in communication, media and design studies, innovation studies, development studies.

 

 

II. Years of experience:

  • At least 2 years of experience in designing website, media design, or communication design.
  • Experience in designing website or media/programme for related social, design, education, community development or social innovation projects
  • Demonstrated experience in website design, programming, or communication

 

III. Language:

  • Excellent command of English, both spoken and written

 

IV. Competencies:

Functional Competencies:

  • Strong interpersonal and communication skills;
  • Strong sensibility of design skills;
  • String Motivation to create change;
  • Strong understanding of Thai culture and ways of communication.

Criteria for Selection of the Best Offer:

 

Candidates are required to provide lumpsum quotation to deliver outputs required under this TOR. Selection of candidates will be conducted under price-performance basis. 70 point are given for qualification of candidates to deliver delivery. 30 points are given for price offer.

 

Technical Criteria for Evaluation (Maximum 70 points)

•             Criteria 1 Eg. Relevance of Education – Max10 points

•             Criteria 2 Eg. Special skills, Language, etc.- Max20 Points

•             Criteria 3 Eg. Relevance of experience in area of Web Development and communication Max40 points

 

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

 

 

 

Documents to be included when submitting the proposals:

 

Interested individuals must submit the following documents /information to demonstrate their qualification, experience and suitability to undertake the assignment.

     

  1. Personal CV, indicating all past experience from similar projects, as well as the contact details email and telephone number of the Candidate and at least three (3) professional references;
  2. Letter of Confirmation of Interest and Availability and Financial Proposal indicating professional and service fee. Note: National consultants must quote prices in Thai Baht. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

Incomplete proposals may not be considered. The shortlisted candidates may be contacted and the successful candidate will be notified
