Background

The UNDP Namibia office on beahalf of the Namibia Statistics Agency (NSA) is seeking applications for web developers to assist with the development of the SDG portal, which includes the development of API’s and platform’s for stakeholders/partners to exchange data to the SDG portal. NSA strives to enable an SDGs portal that will support, guide and strengthen the development and monitoring of SDGs in Namibia.

 

Duties and Responsibilities

The Web Developer will be part of a team responsible for the development and maintenance of SDG portal systems and services. The post-holders will be involved in all phases of the development of new services, maintenance of current systems, changes and system upgrades, using requisite functional and technical expertise in a timely and cost-effective manner. The post holders will contribute significantly to third-tier support processes, resolving problems, documenting root causes and improving service levels.

Systems Development and Administration:

  • Methodically investigate, monitor performance and continuously analyze and review the SDG systems.
  • Ensure the monitoring of performance of systems, in relation to their contribution to desired service levels. Ensure system security and system sustainability and documentation in accordance with agreed standards and procedures.
  • Ensure systems change management is carried out in accordance with agreed standards and procedures. Create and manage test & development environments to allow system improvements to be made with the minimum impact on services.
  • Design, script, code, test, and document the development of custom software, using agreed standards and tools, to achieve well-engineered solutions, especially when linking together existing systems or providing novel interfaces to existing data.
  • Provide third-tier system support. Analyze third-tier requests, identifying patterns and providing appropriate tools, documents or training to the supporter teams and service desk.
  • Undertake research into suppliers, markets and product and service categories, to inform and develop purchasing strategy and sourcing plans. Create specifications for procurement of key products and services.

Web portal Development - The main activities will include:

  • Build on the existing SDG site; preservation and safeguarding of all data content and functionalities.
  • Improve the existing portal and implement new features that add value
  • Use simple, cost-effective techniques to test designs with representative users before implementation of major features.
  • Optimize the site for low bandwidth users.
  • Develop open APIs onto our stakeholder’s databases
  • Implement a basic function to integrate the SDG Hub, twitter and Facebook account posting (NSA currently has active LinkedIn and Facebook groups; website should facilitate streaming of information between these different platforms)
  • Browser compatibility. The site must be compatible with the current versions of the following browsers (Firefox, Internet Explorer, Safari, and Chrome), as well as Internet Explorer version 6 onwards.
  • The web developer will ensure the effectiveness through testing is accessibility, usability SEO.

SDG Portal Maintenance:

  • Web site content updates: the web developer will assist with content update when the changes that have to be made are not possible from the CMS user interface. It should be endeavored that as much changes as possible be made from the CMS user interface.
  • The web developer will maintain full backup of the web site through the duration of the contract. The code and source files will be retained by the NSA in full on closing of the contract.
  • The web developer will have monitored the SDG portal for broken hyperlinks or non-functionalities on the site.
  • The web developer will follow the terms of reference (tor) provided in the proposal.
  • The web developer will verify regularly that the site is up and running and will revert to the back up whenever necessary.
  • The web developer will give training to end users as identified.
  • Monitor the server logs to see most popular pages and downloads and generate regular reports.

Required Skills and Experience

Education:

  • University degree in information systems development, software development or computer science.

Professional experience:

  • Proficiency in system development, analysis and design.
  • A minimum 3 years of experience in programming
  • Good sound understanding of the following languages and tools:
    • Jekyll (Ruby)
    • Python
    • HTML
    • CSS
    • JavaScript
    • JSON
  • Experience with API development.
  • Experience with D3.Js, Chart.js, Underscore.js  and continuous integration platform such as Jenkins, CircleCI will be an advantage
  • Ability to handle a large volume of work in an effective and timely manner
  • Punctuality, willingness to take initiative and work under pressure to meet deadlines.

Language:

Absolute fluency in written and spoken English is required. Express ideas and facts in writing and orally in a clear, organized and convincing manner appropriate to the audience and occasion.

5. Duration of assignment and duty station

Duration: 02 September 2019 - 31 December 2019 (estimated 90 working days)

Duty Station: NSA Head Office, Windhoek, Namibia

Required documents

Interested candidates are required to provide the following documents/information to demonstrate their qualifications, experience and suitability to undertake the assignment

  • Personal CVor a P11 Personal History form, : indicating all past experience from similar projects, as well as the contact details (name, email and telephone numbers) of the candidate and at least three (3) professional references.
  • Letter of Confirmation of Interest, Availability and Financial Proposal using the template provided by UNDP;  including professional and service fee. Note: National consultants must quote prices in Namibian Dollars (NAD). If a candidate is employed by an organization/company/institution and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP/NSA the candidate must indicate this point, and ensure that all such costs are duly incorporated in the submitted financial proposal.

Criteria for selection

Candidates are required to provide a lumpsum quotation to deliver the outputs required under this TOR. Selection of candidates will be conducted under price-performance basis. 70 points are given for qualifications of the candidate. 30 points are given for price offer.

Only candidates obtaining a minimum of 70% of the total technical points will be considered for the Financial Evaluation.
