Background

Overview:

 

As the world is moving forward to achieve the Sustainable Development Goals, there are still many actions to be done. Poverty, unemployment, underemployment and lack of economic opportunities have become the key barriers of development in many parts of Thailand. Limited access to recourses and quality education have generated income instability, especially for those who live in the rural areas, and sometimes lead to environment in which confrontational narratives flourish and reinforce perception of social exclusion across the country.

 

In order to tackle challenges that are increasingly complex, interrelated, and unpredictable, innovation and entrepreneurship can be used to solve today's most pressing human rights and social issues. Also, social enterprise and social innovation address challenges and opportunities within communities and, in many ways, favour inclusion of the most vulnerable and marginalized as well as providing a platform for voice and economic participation for those who left behind.

In recent years, there has been a continual increase in number of social enterprises in Thailand due to the increase in public awareness and the creation of SEs through various incubation programs such as Banpu Champion for Change, School of Changemaker, and SE101of the Stock Exchange of Thailand (SET). With the SE Promotion Act passed in February 2019, the trend is expected to persist. However, the majority of social entrepreneurship and social innovation knowledge and resource network are limited to Bangkok, while in reality, there are many potentials talents and conveners living all over the country.

Moreover, each regions of Thailand are very different in term of needs, challenges, conditions, resources, etc., therefore, a deep understanding of local context and a wide range of network to connect with are crucial. For this reason, local people and local spaces are ultimately the key sites of development to drive force the SE and SI ecosystem in their respective regions, thus, it is necessary to disseminate knowledge and resource to a wider area – to localise SE for a greater societal impact.

As the startup nature of SEs in general leaves them less likely to be able to survive in the market compared to those set up by corporations, they are most in need of external support. Realising that the current support given to SEs in local level is fragmented and lack of systematic approach, the project aims to

  1. empower and build capacity of local talents and influencers to be an incubator and be able to groom and prepare local SEs at grassroots from both business and psychological perspective.
  2. create toolkits for social incubators by consolidating SI and SE tools used by various schools/organisations that are most suitable to apply in local context of Thailand.

With these components mentioned above, Thailand Social Innovation Platform seek to strengthen the social innovation ecosystem in Thailand in order to support the achievement of the SDGs

Duties and Responsibilities

Scope of work:

 

The consultant is responsible for planning with Thailand Social Innovation Platform team and to understand the context and identify the scope of agenda for co-creation and train the trainer workshop, and ensure all stakeholders’ engagement with details as follows;

 

1. Co-creation workshop to create toolkits for incubators (1 day)

1.1) Workshop: Plan and facilitate the co-creation workshop and sharing of knowledge between various schools/organizations on social innovation and social entrepreneurship tools in order to design the toolkits for social incubators in local level.

 

1.2) Toolkits: Take notes, consolidate all information from the workshop, and design toolkits for social incubators in local level.

 

1.3) Consultant to submit the draft of toolkits to Thailand Social Innovation Platform Team for review and approval

 

1.4) The final version of toolkits which consolidate all information, and friendly-designed with graphic as needed.

 

1.5) Full usage rights for fonts (or font for which copyright has been granted)

 

2. Train the Trainer Workshop (3 days)

 

2.1) Plan and facilitate train the trainer workshop for approximately 20 local incubators from all regions of Thailand in Thai languages using the toolkits designed from co-creation workshop

 

2.2) At the end of the workshop. All participants understand, able to plan and implement to build and groom the social entrepreneurs in their respective regions.

Institutional Arrangement:

 

The consultants will work under the guidance of Team Leader/Programme Specialist, Democratic Governance and Social Advocacy Team, and work closely with Project Manager of Thailand Social Innovation Platform, Project Manager of Southern Thailand Empowerment and Participation for Sustainable Development Goals and team.  The consultant will also work closely with the Thailand Social Innovation Platform team who will review the progress and quality of assignment upon outputs prior to issuance the payment.  Review/approval time required to review/ approve outputs prior to authorizing payments is 7 – 10 days.

 

Duration of the Assignment:

 

2 August 2019 – 31 January 2020 (Maximum of 80 working days)

 

Duty Station:

 

Bangkok, Thailand, with possible travel in Thailand

 

A consultant may be required to travel to project sites or attend the events relevant to the project within Thailand. Travels will be authorized by Programme Specialist/Team Leader, Democratic Governance and Social Advocacy when required. Travel expenses (ticket, living allowance and local transport) shall be agreed prior travel and reimbursed after trips completed.

Required Skills and Experience

I. Academic Qualifications:

 

  • Bachelor Degree or above in management and design studies, innovation studies, development studies.

 

II. Years of experience:

  • At least 5 years of experience in design thinking, design management and social innovation process
  • Experience in facilitation and toolkit/process design for social innovation projects or related
  • Demonstrated experience in designing social innovation/ social enterprise incubation/acceleration programs/workshops.

 

III. Language:

  • Excellent command of English, both spoken and written

 

IV. Competencies:

Criteria for Selection of the Best Offer:

 

Candidates are required to provide lumpsum quotation to deliver outputs required under this TOR. Selection of candidates will be conducted under price-performance basis. 70 point are given for qualification of candidates to deliver delivery. 30 points are given for price offer.

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Eg. Relevance of Education – Max 10 points
  • Criteria 2 Eg. Experience on Social innovation/ Social Enterprise/ NGO program facilitation skills and etc.- Max 20 Points
  • Criteria 3 Eg. Relevance of experience in area of program/workshop and toolkit design – Max 40 points

 

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

 

 

Documents to be included when submitting the proposals:

 

Interested individuals must submit the following documents /information to demonstrate their qualification, experience and suitability to undertake the assignment.

 

  1. Personal CV, indicating all past experience from similar projects, as well as the contact details email and telephone number of the Candidate and at least three (3) professional references;
  2. Letter of Confirmation of Interest and Availability and Financial Proposal indicating professional and service fee. Note: National consultants must quote prices in Thai Baht. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
