As a party to the UN Convention on Biological Diversity (CBD) since 1992, St. Vincent and the Grenadines (SVG) it is completing its sixth national report (6NR) for submission to the CBD Secretariat this year. The 6NR will detail the measures that have been undertaken in SVG towards achieving the Aichi Biodiversity Targets under the Global Strategic Plan for Biodiversity 2011-2020. It will also outline the challenges encountered in meeting targets and identify the actions necessary to move closer to those targets. Globally, the 6NRs are the last national reports to be considered by the Conference of Parties to the CBD before the expiration of the Global Strategic Plan in 2020 and therefore are the last opportunity for countries to help set the stage for a new global plan. They will also contribute to the development of the fifth edition of the Global Biodiversity Outlook (GBO5).

The Technical Consultant to the UNDP with responsibility for preparing the 6NR has noted that despite the good progress that St. Vincent and the Grenadines has made towards the achievement of the CBD’s Aichi Biodiversity Targets (the global targets) many of the key stakeholders were unaware/have low awareness of biological diversity and its importance to a healthy natural environment.

A communications strategy has been developed to accompany the Sixth National Report, and contains actions which could be adapted and expanded to form the basis of a broader national (inter-agency and cross-sectoral) biodiversity communications strategy. The objectives of the biodiversity communications strategy are:

  • To inform stakeholders and the general public about St. Vincent and the Grenadines’ implementation of the CBD and the Strategic Plan for Biodiversity, and about the country’s progress towards the Aichi Biodiversity Targets;

  • To highlight success stories and good practices as described in the 6NR;

  • To mobilise national, regional and international stakeholder support for and involvement in continued action to achieve the Aichi Biodiversity Targets;

  • To inform the public about the 6NR preparation process; and

  • To influence behaviour change congruent with biodiversity conservation and management in the selected target audiences.

The communications products developed under this consultancy will be used by the Sustainable Development Unit (SDU) and other members of the 6NR Steering Committee during the public launch of the 6NR and other communications events throughout the year. The SDU will be the clearing house for these materials and will be responsible for ensuring their effective utilization.

 

Duties and Responsibilities

A Communications Consultant is required to prepare and develop a set of communications materials, which highlight the key messages related to biodiversity. The Consultant will also oversee, advise and coordinate the work of the other multi-media developers hired under this project to ensure a cohesive approach to the various elements of the communication strategy and provide quality assurance for the deliverables of the other consultancies as they integrate those products/concepts into their own work.

The Communications Consultant will liaise with the CBD Focal Point in SVG to produce the following:

  • A digital biodiversity education kit (audience as outlined in the communications strategy) which includes:

    Developing and delivering a PowerPoint or Prezi presentation on definition of biodiversity, key areas of importance for SVG, key actions individuals, businesses and government can take to be biodiversity-friendly and list of NGOs and government departments already involved; and
  • Design and develop high resolution infographics suitable for use on digital media platforms such as Facebook and the Government website and in print media such as banners, posters and brochures, providing rough drafts with 3-5 rounds of edits based on feedback from UNDP, the Government of St. Vincent and the Grenadines and relevant stakeholders. The infographics are to be delivered as an electronic, vector-based application file that includes editable layers. All linked/embedded files and fonts should be included (Adobe Illustrator is preferred). The products should be easily used on social media applications including but not limited to Facebook, Twitter, Instagram, and be easily utilised on a website. The infographics should be vertical, size: approx. 800 px wide and between 3000-5000 px in height depending on the content (i.e the amount of text, icons and charts used). At least five (5) awareness raising electronic infographics that communicate the key messages identified in the communications strategy and 6NR with a focus on actions that can be taken to conserve biodiversity and the vital ecosystem services it provides will be created. The specific concepts to be developed for communication in these materials will be informed by the 6NR Project Steering Committee. 

    Design and produce 50 copies of each of six (6) posters and 100 copies each of six (6) brochures based on the six (6) thematic areas covered in the focus group discussions (i.e. reducing pollution; ecosystem services; agriculture; marine living resources; protected areas and tourism; and stewardship and sustainability). The tone of these materials should be positive and enable celebration of any progress made towards the relevant targets, while at the same time, pointing out where more work is needed and practical steps that can be taken to address any shortcomings.

    Two (2) standing banners highlighting the key messages from the Biodiversity Communications Strategy. The banners should be attractive, with clear messages and suitable for re-use at other biodiversity communications events.

    Plan and execute a public launch of the 6NR.

    Weekly progress reports should be emailed outlining the work undertaken since the last deliverable, any challenges encountered, and plans overcoming these and for successfully meeting the next deliverable. The Consultant will coordinate their work with the videographer to ensure a cohesive approach to the various elements of the communication strategy.

    Subcontracting is permitted, and the qualifications of any proposed subcontractors must be submitted for evaluation. However, the Consultant will be wholly responsible and liable for delivery of the outputs and will be.

    The Consultant will be guided by the Sustainable Development Unit and report to the UNDP Programme Manager. Payments will be remitted on written acceptance and approval of outputs and submission of the invoice.

    The Government of St. Vincent and the Grenadines will reserve the copyright of the produced materials. The Government of St. Vincent and the Grenadines and the 6NR Project Steering Committee Members should be permitted to use the materials without a time limit or cost. The Contractor may be allowed to use the materials produced in their portfolios and otherwise, with the Government of St. Vincent and the Grenadines’ written permission. Written consent from the Government of St. Vincent and the Grenadines will be required before the Contractor moved any materials on the wire or uploads them in any website.

Required Skills and Experience

  • At least an undergraduate qualification in mass communication, public relations, advertising, marketing, communication analysis and  planning, social development communication or other relevant field

  • At least an associate degree in graphic arts or related discipline. An additional 2 years of experience would be accepted in lieu of qualifications
