Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women is mandated by the UN Security Council to support UN system-wide coordination on women, peace and security, and to this end UN Women has been working with governments, UN partners and civil society throughout the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflicts. UN Women has worked closely, and continues to work, with a number of governments in the region to develop their national action plans on UNSCR1325 and its subsequent resolutions. Complementing this is work with national actors to support women’s engagement in peace-making, peacekeeping, recovery and prevention of violent extremism (PVE) throughout the region.
To this end UN Women Regional Office for the Arab States (ROAS) is implementing a regional project in North Africa to build an evidence base around issues of preventing violent extremism, gender equality and masculinities across North Africa and increase awareness on gender specific issues related to violent extremism. The two-year project is generating research and supporting advocacy work in North Africa.
Objective of the Assignment:
The Consultant will support ROAS in designing and drafting the second phase of the project, building on the achievements of phase I, in close consultations with partners and UN Women offices. The Consultant will be responsible for reading the background to the project (project documents, budget, progress reports, review, etc) and interviewing project staff and partners, and based on this, developing a Phase II project document.

Duties and Responsibilities

Design the phase II of a research and advocacy regional project on gender and violent extremism, PVE and CVE.

  • Review project documents (3 days)
  • Consult with UN Women project staff and partners, review phase I project documents and evaluation to build on phase I (4 days)
  • Design and write the narrative project proposal, including budget (in pounds sterling, detailed by activity by month) logframe and risk framework (10 days)

Functional Competencies:

  • Experience in programme design for international donors, including budget breakdown;
  • Good knowledge of PVE/CVE programming and evaluation ;
  • Proficiency in oral and written English and French;
  • Experience in programme implementation is an asset;
  • Good IT and web-based management skills.

Required Skills and Experience

Education:

  • Master Degree or equivalent (required education in International Relations, Political Studies, Gender Studies, Social Sciences or related fields).

Experience:

  • At least 5 years of professional experience in gender programming including on issues related to women, gender and the prevention of violent extremism;
  •  Experience in programme design, management and evaluation;
  •  Knowledge of North Africa;
  • Experience programming with the UN is an asset.

Language Requirements:

  • Proficiency in oral and written in French and English.
  • Arabic is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Education: (10 points)
  •  Relevant Experience: (50 points)
  • Language: (10 points)

Financial Weight: Lowest Financial Proposal: 30% (30 points)

  • The points for the Financial Proposal will be allocated as per the following formula:  Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  •  'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
