Background

The UNDP Global Centre for Technology, Innovation and Sustainable Development (GCTISD) has the mandate to co-design and share innovative tech solutions for sustainable development. GCTISD will work closely with UNDP’s Accelerator Labs Network and Policy Advisors at Regional Hubs, in the Global Policy Network and at HQ who guide programme and policy.

We aim to catalyse new insights, partnerships and action on the ground. Above all, we want to make a difference in the development journeys of our partners – Governments and development partners who are working towards achieving the Sustainable Development Goals (SDGs).

GCTISD was announced as a new multi-year initiative of the Singapore Government and UNDP in late 2018. Government partners include the Ministry of Foreign Affairs (MFA), the Ministry of Environment and Water Resources (MEWR), the Singapore Food Agency (SFA), the Public Service Division (PSD) and the Economic Development Board (EDB). A small team is currently in the process of executing the programme planned and establishing partnerships with public and private sector partners in Singapore. One of the activities for the 3rd quarter of 2019 is the Singapore edition of Youth Co:Lab. The Youth Co:Lab is a signature event co-created by the Regional Youth Programme on Leadership, Innovation and Entrepreneurship supported by UNDP’s Regional Hub in Bangkok, and the Citi Foundation in 2017. The Programme aims to establish a common agenda for countries in the Asia-Pacific region to empower and invest in youth to accelerate the implementation of the Sustainable Development Goals (SDGs). Together with UNDP’s partnership network in the public and private sectors, it is hoped that young people could utilise their skills and connections to take the lead in finding and developing innovative solutions aligned with the 2030 Agenda for Sustainable Development.

From its inception in 2017, the Youth Co:Lab has already scaled to 21 countries and territories in the region, including: Bangladesh, Bhutan, Cambodia, China, Fiji, Hong Kong SAR, India, Indonesia, Malaysia, Maldives, Myanmar, Nepal, Pakistan, Philippines, Samoa, Solomon Islands, Sri Lanka, Thailand, Timor-Leste and Vietnam.

The Singapore edition of the Youth Co:Lab will be organised by the GCTISD with support of UNDP’s Regional Youth Programme and Citi Foundation (regional headquarters in Singapore) to create a platform for youth of different nationalities to co-design and develop the next generation of solutions which could be prototyped, scaled and implemented in developing country contexts. Overall, Youth Co:Lab will support youth and other stakeholders to:

  • Strengthen the ecosystem through building partnerships amongst young entrepreneurs, social innovators with leaders and experts in the fields of business, development, finance, technology and innovation;
  • Build the capacity of young entrepreneurs and social innovators in creating solutions which could be scaled to developing countries for sustainable development.

 

Duties and Responsibilities

The Youth Engagement and Partnership Consultant is expected to perform the following duties:

Programme Coordination

  • Develop a detailed project concept note, workplan and budget for GCTISD in collaboration with the Regional Youth Programme team at UNDP’s Regional Hub in Bangkok;
  • Conduct background research on policies, strategies and priorities related to social entrepreneurship, innovation and youth development;
  • Draft background notes, briefing materials and speeches for GCTISD speakers, if required;
  • Coordinate programme design and communications/messaging with the Regional Youth Programme team at UNDP’s Regional Hub in Bangkok;
  • Provide regular project updates to the GCTISD management and other project partners;
  • Support the organisation of other related activities and events as applicable.

 

Fundraising and Partnership Management

  • Map potential partners and funders for the event and follow-up support;
  • Develop a fundraising strategy and database for the project;
  • Identify local partner(s) in the field of social entrepreneurship, social innovation and youth-development in Singapore for the execution of the project;
  • Prepare fundraising collaterals and communication materials;
  • Formalise and manage partnerships and liaise with funders, implementing partners and other key stakeholders.

 

Event Management

  • Manage project workflow process including scheduling, budgeting, procurement and payments in collaboration with the UNDP operations team (based in Malaysia and New York);
  • Ensure compliance with UNDP’s procurement policies and guidelines;
  • Provide and coordinate project related administrative and on-site logistics support;
  • Prepare project progress and financial reports;
  • Act as focal point for speakers, participants and partners;
  • Prepare outreach/communication materials (PPTs, brochures) for the project;
  • Drafting of report / event documentation.

 

Key Deliverables:

The consultant/advisor is expected to submit the below key deliverables:

  • Prepare detailed concept note, workplan and budget;
  • Secure partner(s) to co-organise Youth Co:Lab in Singapore;
  • Secure funding to support the implementation of the Youth Co:Lab and follow-up support to the winning teams;
  • Build and maintain network with funding and implementing partners, as well as other stakeholders from the social enterprise, innovation and youth ecosystems;
  • Prepare progress reports and financial reports.

 

Institutional Arrangement:

The consultant will report to the GCTISD Director.  The consultant will also work closely with the Regional Youth Programme team at the UNDP Bangkok Regional Hub.

The present ToR may be subject to modification, without changing the overall objective and the scope of work on the basis of mutual consultations. UNDP will hold the copyright of the assignment deliverables.

 

Duration of the Assignment, Duty Station and Expected Place of Travel:

Contract duration: 105 days over 6 months

Duty station: Global Centre for Technology, Innovation and Sustainable Development (GCTISD), Singapore

Travel: The consultant may be required to attend events relevant to the project in Singapore and overseas. Travel expenses, to be covered by the project, shall be agreed prior to travel

Required Skills and Experience

  • Advanced university degree in international development, social sciences, development, international relations, media, business administration or related fields.

 

Experience:

  • At least 5 years of relevant work experience in Singapore on youth engagement and/or social entrepreneurship/innovation desirable;
  • Proven partnership experience in Singapore with international development organisations, private sector, and in the youth, social innovation and social enterprise eco-systems;
  • Proven fundraising experience in Singapore for the execution of large-scale events;
  • Proven experience in executing and managing large-scale events in Singapore;
  • Demonstrated capacity in writing and preparing proposals and reports;
  • Excellent communication, interpersonal and liaison skills.

 

Language

  • Fluency in written and spoken English is essential;
  • Fluency in spoken and written English; excellent English writing skills is requirement;
  • Working knowledge of another UN language is considered an asset;
  • Working knowledge of other local and regional languages also considered an asset.

Criteria for selection of the best offer:

The award of the contract will be made to the Individual Expert who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  1. The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
  2. The financial proposal will weigh as 30% of the total scoring.
