Background

CAS has been compiling the national accounts since 2013, and the GDP series from 2004 till 2017, which are available on CAS’s website. The work initially started with the support of an EU twinning project with UK, then with support from UNDP for the period 2012-2013. This was followed by support from an EU project in the field of National Accounts in March 2018, with the objective of improving the yearly National Accounts estimates produced. Consequently, the current system has been enhanced and more stable procedures have been designed to support the data production. Additional data sources from the Ministry of Finance are currently being analyzed, but the work has not been completed.
The project also assisted CAS in building a system that would allow initiating the production of quarterly GDP estimates. CAS will migrate to the new system for the production of yearly estimates as well. To ensure that the new system is stable, backward checking of previously published series is being undertaken.
The project ended in mid-February 2019. The main features of the quarterly system have been built but the system has yet to be tested for several quarters. This will ensure the stability of the system and the availability of data from data providers prior to the decision to start publishing quarterly estimates.
The expert is required to assist CAS to complete this work and to produce preliminary estimates for 2018 as soon as possible and later in the year to produce the final estimates for 2018.

Duties and Responsibilities

The National Accounts expert will be responsible for the following functions:
• Preparing and publishing preliminary estimates of GDP for 2018, after conducting quarterly series checks
• Preparing and publishing the final 2018 National Accounts, after conducting quarterly series checks up to the second quarter of 2019 and incorporating new data sources

Required Skills and Experience

Academic Qualifications:

  • Master’s Degree in Economics or Statistics

Years of Experience:

  • At least 15 years of relevant experience

Technical Experience:

  • At least 10 years of experience in the compilation of national accounts in several countries.
