Background

The Green Technology Application for the Development of Low Carbon Cities (GTALCC) is a UNDP-GEF funded project to facilitate the implementation of low carbon initiatives and to showcase a clear and integrated approach to low carbon development in Malaysia focusing in five participating cities – Putrajaya, Cyberjaya, Petaling Jaya, Melaka and Iskandar Malaysia. It is expected to generate direct GHG emission reductions of 346,442 tonnes CO2eq by end of project and 2,152,032 tonnes CO2eq over the lifetime of project investment. The objective will be achieved by removing barriers to integrated low carbon urban planning and development through 3 components :

  1. Policy support for the promotion of integrated low carbon urban development, which will enable cities to implement and adopt integrated low carbon urban development plans;
  2. Awareness and institutional capacity development, which will expedite appraisal, approval and the implementation of strategic urban development, and ensure cities are aware of planning and implementing low carbon technology applications, and;
  3. Low carbon technology investments in cities, where there is an increase in investment in low carbon technologies with more low carbon projects implemented.

The Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC) is the implementing partner of this project and Sustainable Energy Development Authority (SEDA) Malaysia, an agency under MESTECC is appointed as the lead consultant.

Iskandar Malaysia Bus Rapid Transit (IMBRT)

Iskandar Regional Development Authority (IRDA) is a body responsible for the direction, policies, strategies in relation to the development within the Iskandar Malaysia, the main southern development corridor in Johor, Malaysia.

IRDA has established a Public Transport Master Plan for Iskandar Malaysia through the Iskandar Malaysia Transportation Blueprint 2010-2030. It has identified a Bus Rapid Transit System (BRT) as the main mass transit mode for the region. The master plan identified a complete BRT busway and service network of about 386 km covering 90% of the Iskandar Malaysia region. The planned overall system consists of ten (10) BRT corridors, Urban Busway infrastructure on road right-of-way (ROW), stations, interchange and hubs; shall be implemented in three (3) phases.   

Phase 1 alignments were identified and agreed for implementation. The plan was endorsed by Cabinet Minister during the Iskandar Malaysia City and Corridor Lab in 2012 and approved by the Economic Council as a national priority project in January 2016.

A lead consultant will be appointed by IRDA to carry out the design, supervision and commissioning of Phase 1 infrastructure works and operating assests; and advise on BRT operations, management, and financial sustainability and financial models for the whole scheme of the Iskandar Malaysia BRT (IMBRT) project.

BRT Standard International Peer Reviewer for IMBRT

To ensure the success of IMBRT in achieving its main objective to increase its transport modal split to 50% by 2030 and reduce Iskandar Malaysia’s transport-sector emissions by 1,916 ktCO2eq (15% of total emission reduction) in 2025, the BRT Standard, an evaluation tool developed by the Institute for Transportation & Development Policy (ITDP) based on international best practices, shall  be used to help guide planning and design decisions in achieving good quality BRT systems/corridors that deliver world-class passenger experiences, significant economic benefits, and positive environmental impacts.

As The BRT Standard Assessment for certification for Gold, Silver, Bronze and Basic BRT Standard will only be carried out after a BRT corridor has opened, the current scope for BRT Standard International Peer Reviewer in this Terms Of Reference shall be to carry out a review during the design stage to provide an early assessment and recommendations to assist the IMBRT in achieving a BRT Gold-standard status.

Duties and Responsibilities

The Consultant will perform the following tasks:

  1. To carry out a Knowledge-Sharing Workshop with stakeholders and consultants on the BRT Standard and obtain necessary feedback and factfinding;
  2. To review the preliminary design/schematic design based on The BRT Standard;
  3. To recommend improvements to be carried out towards achieving gold-standard BRT certification for IMBRT;
  4. To recommend improvements to be carried out towards lower carbon emissions in cities through promoting non-motorised transportation (NMT);
  5. To provide technical recommendations on Low-Carbon Bus Technologies for Public Transportation; and
  6. To present findings and recommendations of the study in a one (1) day workshop.

 

Methodology:

The consultant will report to the National Project Manager for the GTALCC project in consultation with the UNDP Assistant Resident Representative (Programme). He/She will work closely with the GTALCC project team based at the Sustainable Energy Development Authority (SEDA) Malaysia, and the Iskandar Region Development Authority (IRDA).

The consultant shall propose the methodology to carry out the study and shall include but not limited to site visits to Iskandar Malaysia, standards and practices to be used, review of drawings, active consultation and engagements with IMBRT Team and their consultants, local authorities, and all relevant stakeholders involved in IMBRT.

 

Deliverables and Timeline:

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline below.

All outputs will be technically cleared by the GTALCC project team, verified and accepted by the National Project Director and the UNDP Assistant Resident Representative (Programme) before payment for each deliverable will be effected.

 

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by SEDA/MESTECC and UNDP Malaysia. Please refer the above schedule of payments.  Prices should be in US Dollars Per day rate inclusive of all expenses (insurance, local travels and communications) related to the assignment. The consultant is responsible for payment of all relevant taxes. Breakdown and schedule of payments is mentioned in the above timeline.

 

Travel:

3 missions in total to Johor and Kuala Lumpur are expected, with duration varying from 5-7 days for each mission. The BSAFE online security awareness course must be successfully completed prior to commencement of travel. Guidance will be provided upon award. 

 

Duration:

The consultancy is expected to be completed in the course of seven (7) months after signing of work contract by successful consultant. The consultant shall work for a total of 66 man-days during this duration. The deliverables and timeline are as per the Financial Proposal form. The consultancy will take place from 26 August 2019.

 

Eligibility:

The consultant shall have demonstrated a successful completion of similar BRT planning and design services including service planning and infrastructure design based on The BRT Standard for at least one full BRT system that is currently in operation.

Competencies

Functional Competencies:

  • Knowledgeable in the BRT Standard Assessment Tool;
  • Knowledgeable in design to support walking and cycling environments integration with public transportation; and
  • Knowledgeable in sustainable low-carbon bus technologies for public transportation

Development and Operational Effectiveness:

  • Relevant experience in BRT assessment using The BRT Standard evaluation tool;
  • Relevant experience in sustainable low-carbon bus technologies for public transportation
  • Ability to analyse technical requirements in the BRT context; and
  • Demonstrate strong analytical skills

Management and Leadership

  • Focuses on impact and result for the client and responds positively to feedback;
  • Consistently approaches work with energy and a positive, constructive attitude; and
  • Demonstrates strong oral and and written communication skills.

Required Skills and Experience

  • A Master’s degree in transport planning / urban planning/ environment/ engineering or other similar/related fields.

 

Experience:

  • At least ten (10) years of working experience including five (5) years of experience in planning, design, and the implementation of BRT projects based on The BRT Standard by ITDP;
  • Relevant experience in sustainable low-carbon bus technologies for public transportation.

 

Language:

Fluency in both written and spoken English.

When using this weighted scoring method, the award of the contract should be made to the individuals whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
