Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Regional Office for Asia and the Pacific (ROAP) in Bangkok and a number of country and multi-country offices as well as programme presences across the region, UN Women builds on a long history of support to governments, civil society and other actors, including the UN, to promote gender equality and empower all women and girls. UN Women stands behind women’s equal participation in all aspects of life, focusing on five priority areas: addressing gender in governance and leadership; enhancing women’s economic empowerment; ending violence against women and girls; and promoting women’s participation in peace and security and humanitarian action.

Reporting to the Regional Strategic Planning and Coordination Specialist, the Strategic Planning and Coordination Officer will provide support to the Regional Strategic Planning and Coordination Specialist and senior management in strategic programme planning and inter-agency coordination, in line with the functions laid out below.

Duties and Responsibilities

1.  Provide coordination support to the implementation of regional UN Coordination activities 

  • Provide coordination support on agreed activities under the Regional Coordination Mechanism’s (RCM) Thematic Working Group on Gender Equality and the Empowerment of Women (TWG-GEEW), including joint UN advocacy efforts for GEWE, mapping and analysis work, as well as support to the regional preparations for the Beijing+25 and CSW 64 processes, International Women’s Day  2020, and other inter-agency meetings/events as needed.
  • Facilitate the coordination of UN Women activities undertaken in collaboration with ESCAP during the Beijing+25 regional review process including tracking of national review processes and communications with HQ, regional civil society engagement efforts- and other partnerships, and the roll-out of the Beijing+ 25 regional communications strategy.
  • Document good practices and lessons learnt and the application of UNSDG tools for UN System-wide coordination within the region, with focus on the UN Sustainable Development Cooperation Framework (UNSDCF), and joint programming in substantive areas of UN Women’s work.
  • Provide technical support to institutional capacity development initiatives on UN coordination and gender mainstreaming.
  • Provide technical support tostrengthening strategic partnerships and coordination for GEWE within the UN System and with external partners, including civil society and development partners.
  • Provide technical support to UN Women engagement in regional interagency mechanisms (including through the Quality Support and Assurance/Peer Support Group (QSA/PSG)) and participate in inter-agency meetings and other related activities as needed

2.  Provide technical support to priority countries in the Asia-Pacific region for the development and implementation of UNDAFs and their corresponding mechanisms and frameworks

  • Provide technical support to country offices and UNCTs on Common Country Assessments (CCAs) and UNSDCF with a focus on UNSDCF roll-out countries, based on the latest UNSDCF Internal guidance.
  • Facilitate UN Country Teams in conducting UN Country Team System-wide Action Plan (SWAP) Gender Equality scorecard exercises as needed and monitor the status of each country.

3.  Facilitate the formation and dissemination of results and strategic messaging for UN Women in the Asia-Pacific region

  • Facilitate the identification, management and dissemination of good practices, lessons learnt and results related to UN Women strategic programming priorities, UN coordination and normative work at the country and regional levels.
  • Provide technical support to the Deputy Regional Director pertaining to the collection of good practices, lessons learned, examples of results across the ROAP Strategic Note (SN) and SN’s the Region to include in presentations, talking points and other relevant documentation required for representational duties, exchanges and relationship cultivation as related to UN Women’s Strategic Note for ROAP.

4.  Provide coordination support on strategic planning process at the regional level

  • Contribute to the development/ and review of regional and country-level Annual Work Plans (AWPs) as required.
  • Support the coordination of  the Asia-Pacific Regional Peer Review Group (RPRG) meeting with HQ, ROAP and field offices to jointly review draft AWPs in the region as required.

Key Performance Indicators:

  • Timely and quality contribution to the regional coordination mechanisms and their activities, such as the regional preparatory processes for Beijing+25 and CSW 64, and International Women’s Day 2020.
  • Quality support, documentation and dissemination of good UN coordination practices at the application of UNSDG tools for gender mainstreaming in UNSDCFs
  • Quality and timeliness to the UNSDCF-related support provided to the countries via the QSA/PSG mechanism, and also to the field offices.
  • Quality inputs and technical support provided to develop and disseminate results and strategic messaging.
  • Effective support on the strategic planning processes, such as the SNs and the AWPs at the regional and country levels.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Work Experience:

  • At least 5 years of progressively responsible experience working with inter-agency coordination and/or strategic programme planning processes.
  • Experience in the development, planning, implementation, monitoring and reporting of programmes.
  • Experience working in gender equality and women’s rights at the international level.
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset.
  • Experience in the Asia-Pacific region an asset.

Language Requirement:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
