Background

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with other UN Entities, civil society and other relevant actors.

The UN System Coordination Division (UNSCD) of UN Women leads the operationalization of the intergovernmental mandate to “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at the global, regional and country levels.

The UNSCD coordinates in liaison with other UN Women Divisions, UN Women’s engagement in the UN Reform processes and the implementation of relevant UN General Assembly resolutions such GA RES 72/279 on Repositioning of the UN Development System and Quadrennial Comprehensive Policy Review (QCPR).

The UNSDC works closely with the UN Development Coordination Office and other members of the United Nations Development System (UNDS) to develop guidance, tools and training for UN Country Teams for gender mainstreaming in United Nations Sustainable Development Cooperation Frameworks. The UNSCD works closely with other UN Women Divisions and Regional Offices to support capacity building of UN Women staff to equip them with knowledge and skills in gender mainstreaming in the United Nations Sustainable Development Country Framework (UNSDCF, formerly UNDAF). UNSCD leads in the implementation of the UNCT-SWAP Gender Equality Scorecard. The UNCT-SWAP Scorecard is a standardized assessment of UN country-level gender mainstreaming practices and performance aimed at ensuring accountability of senior managers and improving UN Country Team performance on gender equality and the empowerment of women.

The UN Coordination Adviser reports to the Director of the UN System Coordination Division of UN Women who provides overall strategic direction, guidance and oversight. The Adviser is responsible for leading a team that supports the implementation of UN Women’s coordination mandate as it pertains to the UN System’s operational activities for development as well as the team that manages the disability portfolio within the UNSCD. S\he will work to enhance the coherence of the UN System’s work, to facilitate the mobilization of joint action, and to promote accountability, for the UN System’s work on gender equality and the empowerment of women and disability, including supporting the use and development of accountability frameworks. 

Duties and Responsibilities

Manage UN Women’s engagement in the strategic repositioning of the UN Development System (UNDS):

  • Coordinate and develop UN Women’s strategic inputs in the implementation of the UNDS strategic repositioning, and other UN reform processes as needed;
  • Provide technical support to Resident Coordinators and UNCTs in the application gender equality as a key guiding principle for the design and implementation of the Common country Analysis and UN Sustainable Development Cooperation Framework;
  • Lead UN Women’s reporting on the implementation of the QCPR and other UNDS reform related resolutions;
  • Liaise with Regional UNSDGs, UN Women Regional Offices and UN Women regional Planning and Coordination Specialists to mobilize and sustain joint interagency action at the regional level.

Engage with UNSDG and other coordination mechanisms:

  • Provide technical guidance and support in UN Women’s substantive participation in the UNSDG and its result groups to secure system-wide policies that promote gender equality and the empowerment of women in the operational work of the UN Development system;
  • Advise the Division’s Director to identify new and emerging coordination issues affecting the UN’s operational work to advance gender equality that require system-wide attention;
  • Provide substantive support to the participation of relevant UN Women senior officials in UNSDG meetings, in liaison with relevant UN Women organizational units, including drafting briefing notes and documents as necessary;
  • Coordinate and ensure submission of substantive inputs by UN Women to interagency reports, policy papers and guidance notes related to UNSDG work and operational activities, including collaboration with inter-agency working groups and ensuring UN Women representation and value-added contributions where necessary and appropriate;  
  • In collaboration with UN Women regional offices, provide technical support UN Women’s engagement in regional coordination platforms.

Strengthen accountability for gender mainstreaming at the country level:

  • Provide substantive contribution and support in the preparation of the SG report on mainstreaming a gender perspective in all programs and policies of the UN system, and support related negotiations in the ECOSOC;
  • Provide technical and coordination support on the dialogue with experts across the UN system to generate cross-system standard approaches, and develop training/guidance materials applicable to operational activities;
  • Lead, promote and support the implementation of UNCT SWAP Gender Equality Scorecard to promote accountability for system-wide and interagency work on gender equality and the empowerment of women;
  • Work with DCO and UNCTs on the application of gender markers in the context of the UNINFO roll-out;
  • Lead on the management of the global help desk function to support UNCTs reporting on the SWAP Scorecard;
  • Lead on the implementation and further development of a dedicated reporting platform for the UNCT SWAP Gender Equality Scorecard, in collaboration with DCO as manager of the UNSDG IMS.

Lead capacity development and knowledge generation and management for gender mainstreaming support in the UNDS and the implementation of UN Women’s coordination mandate:

  • Coordinate the formulation and update of UNSDG guidance on gender mainstreaming in the CCA/UNSDCF and on the review of the guidance package for UN GTGs;
  • Develop UN training programmes on gender mainstreaming for UN entities including UNCTs, in collaboration with the UNSDG and DCO;
  • Provide guidance and support to gender theme groups (GTGs) and other gender groups at country and regional levels based on the work of the UNSDG on gender equality and the empowerment of women;
  • Provide technical support to the work of the UN Women Training Centre in relation to capacity development initiatives for all UN staff;
  • Lead capacity development initiatives for UN Women staff in HQ and in the field on UN system coordination for gender equality and the empowerment of women, in collaboration with other business units as relevant;
  • Oversee the management of the internal Community of Practice on inter-agency coordination for GEEW, and lead in the development of other knowledge management products as required;
  • Lead the development and maintenance of a resource platform for the implementation of the UNCT SWAP Gender Equality Scorecard.

Coordinate the integration of gender equality considerations and women’s rights into UN System-wide disability initiatives, and disability into the work on gender equality and women’s rights, including through gender mainstreaming:

  • Lead UN System Coordination Division’s disability portfolio and coordinate UN Women’s strategic engagement in UN System-wide disability initiatives;
  • Liaise with UN Women focal point(s) on Disability to support UN Women’s implementation of UN System-wide disability initiatives;
  • Provide technical and coordination support to the Director of UN System’s Coordination Division in engaging with the Executive Office of the Secretary General, UN DESA and other UN entities in the implementation of UN Disability Inclusion Strategy (UNDIS);
  • Liaise with other UN Women Divisions in coordinating UN Women’s engagement in Conference of States Parties to the Convention on the Rights of Persons with Disabilities (CRPD);
  • Lead in the formulation, roll-out and implementation of a UN Disability SWAP building on the lessons from UN SWAP and UNCT SWAP Scorecard.

Provide advisory service and management support to the UNSCD:

  • Provide advice and guidance to the Director on UN system coordination and leadership and overall strategic and policy issues affecting UN Women and its direction and operations;
  • Advise and contribute to the annual planning exercise of the Division;
  • Provide advice to other divisions in UN Women on coordination issues as appropriate;
  • Provide technical the Director and other teams in the Division as needed with regards to requests from other parts of UN Women concerning corporate exercises, evaluations, donor reviews, change management and intergovernmental processes;
  • Lead and manage the team that support gender mainstreaming and accountability at the country.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in one or more of the following disciplines: gender issues, strategic planning/management, social sciences, economics, or other related fields.  

Experience: 

  • At least 10 years of experience that combines strategic and managerial leadership in administration, business management, coordination, strategic planning and operations in a large international and/or corporate organization;
  • Experience in the UN Common System required. Regional and country level experience will be an added advantage;
  • Experience in leading multicultural teams;
  • Experience in leading and supporting gender mainstreaming efforts in organizations.

Languages: 

  • Written and oral proficiency in English is required. Knowledge of the other UN working knowledge is desirable.
