Background

United Nations Development Programme the world over maintains a key focus and support to strengthening Parliaments as a central piece to democratic processes. UNDP in Sierra Leone, in line with this mandate, provided support to Parliament as part of the overall post-war recovery and institution strengthening drive. UNDP provided support to the Parliament of Sierra Leone through the deployment of a Chief Technical Advisor (CTA) embbeded within the Parliament.  Over the course of seven years, the CTA provided technical support and advisory services resulting in key results achieved in the administrative, legislative, representation and oversight work of the parliament.

UNDP ended the phase of maintaining a permanent CTA within Parliament with a terminal evaluation conducted in 2018. While support to strengthening the institutional capacities of Parliament to perform its legislative, representation and oversight functions, UNDP seeks the services of a good writer to develop a publishable report capturing the results achieved during the period under review. It is in this regard that UNDP seeks the services of an impacts report writer to work closely with former CTA in developing this report.
Objectives of the assignment is to catalogue and publish results achieved during the period under review; and that will be used to inform future continued engagements the House of Parliament.

Duties and Responsibilities

Summary of key functions:

  • Review annual reports, evaluation reports and other documented information around UNDP’s work in Parliament during the period under review;
  • Organize results from activities in bullet 1 into a draft knowledge product using results language;
  • Engage stakeholders in key informant interviews to contextualize, provide additional information and pictures to the results already drafted, in coordination with former CTA (through skype) and Director of DEPAC in parliament.
  • Edit report for readability and consistency;
  • Ensure report and summary is proof read in coordination with UNDP Governance & Programme support units; and
  • Design and layout the main Report layout for printing and submitted to UNDP.

Writing skills

  • Technical Capacity: The suitable candidate for this consultancy shall have extensive experience in writing impact reports using results language and good knowledge of information systems software such as MS Office Suite.

  • Communication: The expert will have written and oral fluency in English
  • Teamwork: Ability to establish and maintain good working relations with colleagues in multi-cultural environment.

Required Skills and Experience

Educarion:

  • Master’s degree in journalism, communication or related field.

Experience Required:

  • At least 10 years’ experience in writing, editing and impact reports and other knowledge products is desirable.
  • Proven ability to produce quality and analytical reports within the shortest period of time
  • Strong communication and interpersonal skills
  • Demonstrated experience in developing content that clearly communicates result and experiences that will help inform future engagement.

Language:

  • Fluent in English with excellent writing skills.

Expected Results/Deliverables

The consultant shall be paid upon completion of the following milestone

Payment to the consultant will be made upon certification of satisfactory completion by the UNDP Governance Team Lead.

Application Process:

Applications should include the following documents/information:

  • Duly accomplished letter of confirmation of interest and Availability
  • Updated CV highlighting experience in similar assignment with 2 professional references.
  • Technical proposal with interpretation of assignment: sample knowledge product recently developed
  • Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lumpsum fee for this, supported by a breakdown of costs.

Time-Frame for the Task

The task is expected to last for 13 working days starting from 14th – 30th August 2019. With support from Parliament/ former CTA, the consultant will be required to prepare a table with tasks, timelines and deliverables, for which the consultant, Parliament and Formal CTA will be responsible and accountable.

Selection criteria:

Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:

The offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70% whereas the financial one will be evaluated on 30%.

Technical Criteria:

  • Educational background and relevant professional competencies, extensive expertise, knowledge, and experience in the field of Communications/Editing: 10%
  • Methodological approach in relation to TOR: 20%
  • Demonstrated writing skills with sample of most recent work done, highly developed communication and editing skills, including the ability to write concisely and clearly in English: 40%
