Background

The United Nations Development Programme’s (UNDP) Flagship Portfolio on SDG16 on Peace, Justice and Strong Institutions (henceforth, the “portfolio”), aims to address governance deficits and strengthen the effectiveness of key institutions to deliver people-cantered services. It also aims to build the space, capacity and trust for excluded and vulnerable groups to participate and inform policy- and decision-making, so that it meets their specific needs and interests. The strategy is intended to contribute to Sri Lanka achieving SDG 16, which is universally regarded as the enabler for realizing SDGs 1-15, including on alleviating poverty, attaining quality education and health, gender equality, decent work and economic growth, affordable and clean energy, reducing inequality and climate resilience.

 

The portfolio intervenes across 3 inter-related outcomes/service lines: (1) Parliament and Independent Commissions; (2) Rule of Law and Access to Justice; and (3) Public Sector and Local Governance.

 

The Human Rights Commission of Sri Lanka is established under the Act No. 21 0f 1996. HRC is an independent Commission and the underlying purpose of establishing the HRC was to promote and protect human rights in the country. Its mission is to develop a better human rights culture in Sri Lanka through protecting and promoting human rights for all in law, policy and in practice, adhering to universally recognized human rights norms and principles with a special emphasis on the fundamental rights guaranteed under the Sri Lankan Constitution for the citizens of Sri Lanka, with the coordination and corporation of all stakeholders that work towards protecting and promoting human rights for all.

 

Building on the work undertaken in 2016 – 2018, UNDP Sri Lanka seeks to provide support to the National Human Rights Commission (HRC) to strengthen its capacity to cater to the above requirement. As such it is discussed and decided to recruit a Consultant under the Annual Work Plan, to provide technical assistance to monitor the operationalization of automated case management system developed for HRCSL.

 

SCOPE AND OBJECTIVES

The objective of the assignment is to provide technical assistance to the Human Rights Commission in operationalizing automated case management system. The “Automated Case Management Operationalization Coordinator” is expected to monitor the operationalization of newly introduced system and assist Human Rights Commission accordingly to address problematic issues if any.

Duties and Responsibilities

The responsibilities of the Automated Case Management Operationalization Coordinator are:

  1. Assist the Commission in the overall operationalization of the automated case management system across the regional offices and head office;
  2. Coordinate with the regional office focal points in resolving issues that arise regarding operationalization;
  3. Managing documentation and reports related to the operationalization of the system, error handling, review reports and documenting progress of users;
  4. Assist in troubleshooting and providing solutions through a help desk to the users;
  5. Identifying potential system operationalization issues and documenting them for analysis of the Commission and the Consultant;
  6. Assist the Network Administrator of the Commission with hardware troubleshooting in relation to the operationalization of the system.

 

EXPECTED OUTPUTS/DELIVERABLES

The Coordinator is expected to provide a technical report to the UNDP (with the endorsement of respective HRC officials) against above tasks by 15th of each month.

THE CONSULTANT PROFILE

The prospective consultant should, as a minimum, have the following functional and technical Competencies:

 

Competencies

  • Technical expertise and experience in managing automated case management system;
  • At least 3 - 5 years of technical experience in the field of IT, system administration or related issues.

 

General

  • Strong analytical skills, and an ability to distill key messages;
  •  Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favouritism.

 

Partnerships

  •  Good team player who has ability to maintain good relationships;
  • Provides constructive and helpful inputs and feedback to the overall process;
  • Demonstrated ability to engage with government and non-government actors at the highest levels.

  • Proven delivery of high quality results, in a timely manner;
  • Ability to plan own work and use time efficiently, manage conflicting priorities and work under pressure of tight and conflicting deadlines.

 

Required Skills and Experience

Education:

  • A Degree/ Higher Diploma in IT or equal qualification;
  • Basic knowledge of computer hardware preferable;
  • Excellent skills in working with the full MS Office stack;
  • Competency in MS Windows 7-10 and touchscreen devices;
  • Knowledge of linux based operating systems will be an advantage (optional);
  • Excellent skills in working on web based applications. Experience in Management Information Systems is an added advantage;
  • The ability to communicate in English and Sinhala, fluency in all three languages is an added benefit;
  • Strong organizational and personnel skills to communicate with internal and external stakeholders;
  • Understanding of the mandate and the work of the Commission.

 

Experience:

  • At least 3-5 years’ experience in IT related work, system administration or software development.

 

Languages:

  • Excellent written English and Sinhala language skills;
  • Tri-lingual would be a great asset.

 

TIMEFRAME

The Consultant is expected to work on full time basis.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Daily Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

 

PAYMENT OF SERVICES

 

Payments will be based on the submission of written reports specifying the tasks accomplished and corresponding number of work days put in towards achieving the deliverables outlined above.
