Background

The Kosovo Safety and Security project is the follow up of the Kosovo Small Arms Project and includes four main functional areas: 

  1. Small Arms Light Weapons and Explosives control
  2. Prevention of Violent Extremism
  3. Combating Cyber Crime
  4. Community Safety including Community Policing

The KSSP Project is fully embedded in the Department for Public Safety in the Ministry of Internal Affairs and provides further technical advice on intelligence led policing, control of private security services, and airport security. This project will explicitly engage in the support to the SALW strategy - functional area management of information/tracing and link it to the SDG 16.4.
The main goal is the support to the implementation of the law on legalization and voluntary surrender of weapons, ammunition and explosive devices through reducing backlog of the requests already pending for approval for ammunition and weapons.

Objectives of Assignment
Register and reduce the backlog of the weapons and ammunitions requests in the IBIS System and assist in the process of weapon legalization campaign and the process of weapons examination.

Duties and Responsibilities

Under the overall guidance of the UNDP KSSP Project Manager and in direct cooperation with the Kosovo Forensic Agency the IBIS System Technician will perform the following tasks: 

a) Selection of the sample (shell or shell) most suitable for placing it in the IBIS system in coordination with the case expert;

b) The introduction of demographic data on cases in the IBIS system;

c) Introducing technical data on weapons into the IBIS system;

d) Introducing ammunition technical data into the IBIS system;

e) Recording digital images of the characteristics of the cartridges and bullets in the IBIS system;

f) Preservation and synchronization of digital images in the IBIS system;

g) Keeping and registering in the Register of Weapons Protocol registered and placed in the IBIS system;

h) Notification of the accountable case expert upon completion of the data entry process in the IBIS system;

i) Replacing backup disks on the IBIS system server;

j) Increased attention to the IBIS system;

k) Reporting to the Chief of Division for Event Problems in the IBIS System.

Expected Results

  • Review and register, in accordance with procedures, all requests for weapons in the IBIS system
  • Update accompanying databases with additional information such as demographics, the Register of Weapons Protocol, back-up systems 
  • Regular reporting on progress and issues, including a Final Report 

 

Deliverables / Final Products Expected

  • Backlog of the weapons registered in the IBIS system reduced significantly and requests for legalization of weapons are prepared and ready for examination phases I, II and III.

 

Remuneration - Lump Sum Amount 

The Contract is based on an all-inclusive lump sum remuneration divided on a monthly basis subject to submission of a 4-week report summarizing the work done, cleared by the direct supervisor in KFA and UNDP KSSP Project Manager.  

 

Required Presentation of Offer:

The following documents are required to be submitted:

  • Letter of Confirmation of Interest and Availability;
  • P11 and CV (signed), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
  • Financial proposal, the consultant is expected to provide an all-inclusive lump sum amount financial proposal. The Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The contract price is fixed regardless of changes in the cost components. 

 

Criteria for selection of the Best Offer

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • University Degree: engineer of physics or machinery, lawyer-criminal, or another related field 

Experience: 

  • Have at least 3 years working experience with Kosovo institutions especially on the safety and security sector;
  • Proven knowledge of SALW policies and accompanying implementation mechanisms;
  • Knowledge on Law on Weapons as well as the legalization process a distinct advantage;
  • Have advanced knowledge in the use of computers and the Internet;
  • Have good communication skills;
  • High personal integrity;

Languages:

  • Excellent verbal and written English and Albanian are required. Working knowledge of Serbian language (verbal and written) is a distinct advantage.

Computer Skills:

  • Experience working with Microsoft Office applications and other ICT devices.
