Background
UNDP China's work to enhance China's domestic, regional and global engagement through
policy support requires good communication, not only with counterparts and the general public
but also with the international community and foreign donors. The majority of publications need
be made available in English, often requiring further polishing in order to meet the high quality
standard in line with UNDP's expectations. UNDP’s support in China is closely aligned with
China’s national development strategy. We facilitate the achievement of the SDGs in line with
the 13th Five-Year Plan promoting sustainable development principles in development and
economic decisions, focusing on reducing inequality, recalibrating the economy for more
inclusive growth, reducing the environmental impact of China’s rapid development putting the
country on a low-carbon footprint, and assisting to China’s increasing role in global development
cooperation as an effective development partner.
Duties and Responsibilities
Job Description
UNDP China is eliciting the services of a highly skilled English editor to proofread and edit draft
reports and publications, typically of 20-100 pages in length, before they are cleared to be sent to
design and printing.
The services will be requested periodically upon office needs when a new report/publication or
other communication materials will be produced.
Expected Output (deliverables)
The consultant is expected to:
- To review, proofread and edit draft reports, publications, evaluations and other
information materials taking into account grammar, style, content and format, as per
UNDP guidelines;
- To check for and correct repetition and spelling or grammar mistakes as well as to
improve phrasing and language use for easier reading;
- To review and edit the presentation style, format (spacing, indentation, capitalization
paragraphs, headings etc.)
Methodology
To achieve the objective of the assignment, the contractor(s)will:
- Upon request, proofread and edit the content of reports and publications provided by
UNDP China;
- Have regular exchange of information with Communication Officers and respective
Programme Officers responsible for the publication in order to agree on the tasks, scope
and timeframe and receive feedback;
- Double check any unclear meanings with the original drafter or translator and render in
improved English.
Preliminary Working Schedule
The contract will be a one-year LTA contract, and most editing tasks will have a deadline of one
to two weeks for the first draft submission, depending on the length and content of the document.
Corresponding payments shall be made following certification by UNDP that the services related
to the specific task have been satisfactorily performed and deliverables have been achieved by the
or before the due dates.
Competencies
- Knowledge of economic, sustainable development, SDG, international development and China,
as well as experience in editing reports on social issues, including development and governance
issues and familiarity with UNDP/UN terminology will be an asset;
- Demonstrated ability to meet tight deadlines.

- University degree in English, sociology, development, education, or other relevant fields
from an English-speaking university.
Experience
- At least 2 years of proven experience in editing reports and publications in English.
Language
- Excellent command of English (native English speaker strongly preferred).
Evaluation Criteria
The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:
- Technical evaluation - 70%; (includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
- Financial Evaluation - 30%.
