Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has established a “Gender Hub” with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is located in the Inter-Sector Coordination Group (ISCG) Secretariat and supports humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.
The Hub will build on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender in Humanitarian Action Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse network). It will offer integrated technical advisory support to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It is a capacity development hub and deliver and manage training, facilitating reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity, gender and GBV mainstreaming that is contextualized to the local situation. The Gender Hub will also act as a knowledge management hub of assessments and research that will contribute to strengthening the knowledge and evidence-base for designing interventions that will have impact.

Reporting to the Gender Hub Manager, the National Gender and Capacity Development Specialist is responsible for managing the  planning, implementation, and reporting of capacity development interventions of the Gender Hub.  She/he works in close collaboration with the ISCG Secretariat, Sector and Working Group Coordinators, and UN Women team, , Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of Gender Hub activities.

Duties and Responsibilities

1. Design and develop gender in humanitarian action capacity development strategies to be implemented by the Gender Hub:

  • Design and formulate capacity development proposals and initiatives;
  • Provide inputs to strategy documents, briefs, policy dialogue and other documents related to the Gender Hub.

2.    Manage the implementation, management and monitoring of gender in humanitarian action capacity development activities of the Gender Hub:

  • Develop operational plan based on Gender Hub Implementation Plan and budget, and manage their implementation;
  • Manage the technical implementation of the gender in humanitarian action capacity development programme; ensure synergies with other team members and other stakeholders;
  • Organize learning/programme review and/or evaluation meetings, as needed;
  • Manage recruitment of consultants and supervise consultants;
  • Monitor of implementation of capacity development activities and finances using results-based management tools;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

3.    Technical assistance and capacity development to humanitarian actors:

  • Provide technical advice and guidance on gender mainstreaming and transformative programming in humanitarian action;
  • Adapt and develop and implement technical tools, learning modules and initiatives for gender in humanitarian action capacity development;
  • Facilitate/train and manage series of learning development modules along with other facilitators to diverse stakeholders.
  • Provide technical assistance, coaching, mentoring, training/facilitation and capacity development initiatives to humanitarian actors.

4.    Build partnerships and support in developing resource mobilization strategies:

  • Support in the development and implementation of partnerships and resource mobilization strategies;
  • Provide relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

5.    Contribute to inter-sector coordination on the Gender Hub to achieve coherence and alignment of Gender Hub programmes with other partners:

  • Provide technical support to the Gender Hub Manager and Knowledge Management Specialist on the ISCG coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the programmes’ capacity development is harmonized and aligned with other in-country efforts.
  • Build and manage relationships with ISCG sectoral coordinators, national partners to support implementation and expansion of the Gender Hub; respond to any potential problems;

6.    Support advocacy, knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to the Gender Hub;
  • Represent Gender Hub in meetings and policy dialogues as necessary;
  • Support in developing advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Contribute to the development of knowledge management strategies, products and methodologies on the Gender Hub.

  • Timely and quality of programme and capacity development delivery in line with budget and workplans, and in line with all UN Women operational rules and regulations, including security;

Required Skills and Experience

Education and certification:    

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management and training skills certification would be an added advantage

Experience:    

  • At least 5-7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of capacity development focused gender mainstreaming projects;
  • Technical experience in gender mainstreaming and transformative women’s leadership development;
  • Technical experience gender mainstreaming in humanitarian action;
  • Experience in and training cycle management;
  • Experience coordinating and liaising with government agencies, cluster coordination, NGOS and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:  

  • Fluency in English and Bengali is required;
  • Working knowledge of another official UN language is an asset;
